JOB CONTEXT:
The South East Asia Program include operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Program Office is based in in Vientiane but regional staff member can be based in any country of the program. The Regional Operational Strategy was approved in November 2025 and runs from 2026 to 2030). The ongoing strategy aims to improve participation, resilience and quality of live conditions of persons with disabilities and vulnerable groups through the strengthening of (i) Rehabilitation: Strengthen and expand interventions building a model for continuum of rehab care (ii) Inclusive education: Consolidation as inclusive education actor on primary with technical support to relevant actors included institutional ones and (iii) Inclusive employment: Sustainable Economic Development to eliminate poverty through an inclusive employment strategy and resilient livelihood (iv) Disaster Risk Reduction: early action, inclusive humanitarian action, climate action disaster preparedness and risk reduction, emergency response.
The Regional HR Expert reports to the Regional HR Manager and is responsible for business integration and skills development for the HR teams in the field. They uphold the quality of HR management within the South East Asia Program, which may include providing coverage or substitution when needed. As a key partner in the development of social missions, they are recognized for the significant value they add to regional programs.
The Regional HR Expert leads the HR business network by providing professional training, creating opportunities for peer-to-peer exchange, and acting as a coach for all country-level HR Officer/HR Admin Officer staff within the South East Asia Program.
- Responsibility 1: Rolls out HR Standards, contributes to HI's Expertise and Accountability in his/her scope of responsibility
- Objective: Ensure the internal control of HR thematic on the different countries within South East Asia Program and confirm the conformity with HI standards, national rules and regulations.
- Activities:
- Is responsible for the deployment and monitoring of the quality of all HI's HR policies, processes and tools in his/her Programme.
- Is responsible to support the country HR teams for develop, updating and enforcing the Programme's HR framework documents (Specific Terms and Conditions of Engagement [CSE] for International Staff, Terms and Conditions of Employment for National Staff, Internal Regulations, disciplinary framework etc.).
- Assists the HR Generalist Managers with the adaptation and contextualisation of HR frameworks when needed.
- Is responsible for the quality and observance of the programme’s auditing, internal control and archiving procedures as well as the quality of all HR data reporting.
- Responsibility 2: Contribute to the implementation of the program’s HR strategy
- Objective: Ensure all quantitative and qualitative data serving the design of the HR strategy are in place, identified, calculated and shared with the RHRM
- Activities:
- Support the RHRM to write the HR part of the program STRATOP by providing the qualitative and quantitative data needed and this is closely with the country teams.
- Implements the HR action plan within the program and supervise the HR processes deployment.
- Compiles standard HR indicators for the program and helps the RHRM to map and mitigate HR risks and deal with incidents.
- Compiles and control all HR indicators and data entries on Hinside and complete an analysis of outcomes.
- Participates in representing HI's HR team at external bodies when needed.
- Responsibility 3: Operational implementation of HR
- Activities:
- Deployment of HR standard Compliance
- Preparation of emergency
- Contributes to the dimensioning and quality of Programme resources
- Contributes to the Programme's budgetary processes. Ensures the balance of the wage bill for the region.
- Monitors the HR aspects of local partnerships in the program and support the Country HR team to analyse and assess the partner’s needs.
- Participates in the Programme's HR reporting schedule and helps to meet HI’s global HR deadlines.
- Follow up on HR archiving and make sure it respect legal context and HI policies.
- Participates to the analysis of salary benchmark within the program countries and propose adjustments when needed.
- Career Management and Skills Development
- Monitors the implementation of the Programme’s HR cycle including the career-management policy.
- Monitors the implementation of the Programme’s Competency development (assessment and plan)
- Implement and follow up all skills development actions related to regional office under the supervision of the RHRM
- Ensures the quality of the program recruitment implemented for national and international staff
- Provide support and guidance on the sourcing process within South East Asia program and ensures compliance with and the quality of the recruitment process
- Contributes to the assessment of aspects of the local labour market (training courses provided in the country, available skills, employer attractiveness etc.), review and implement best practices.
- Implements sourcing processes in his/her geographical area (e.g. interventions in training centres, trade fairs, professional social networks etc.)
- Ensure onboarding of new arrival and liaison with BDDI team for international staff.
- Assists managers within regional office on how to apply the recruitment and mobility processes and ensures the process' quality and compliance with HI policies, particularly in emergencies
- Encourage and support country HR team to establish a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.
- Assists with the internal mobility of HI employees (mission to be included if the job has a mobility component)
- Responsibility 4: Compliance and Internal Audit
- Objective: Ensure effective HR internal controls across all program countries and report any instances of non-compliance to the Regional Human Resources Manager (RHRM).
- Activities:
- Review monthly HR reports submitted by country offices to regional office
- Conduct spot checks on payroll processes to ensure compliance with legal requirements, social security regulations, and tax obligations; report any discrepancies.
- Provide support and guidance during external audits, and coordinate with HR teams to supply required documentation.
- Contribute to second-level control mechanisms by:
- Verifying the correct application of internal policies and compliance with legal, regulatory, and contractual obligations through thematic and geographic audits; assist in implementing corrective action plans when needed.
- Regularly checking compliance with administrative requirements (e.g., registration, permits, authorizations) across all program areas; support the implementation of corrective measures as necessary.
- Responsibility 5: Emergency preparedness and response
- Activities:
- Oversees emergency preparedness actions in the HR department and, in the event of an emergency, support the HR team in question to ensure a rapid and effective response by HI compliant with the emergency action plan and the need of the field.
- Responsibility 6: Ensure gap coverage and replacement during absence
- Activities:
- The post holder requires to cover the absence and the gap in the human resources department. The role requires frequent travel and flexibility across the region due to the operational needs. The travel is estimated to be 20% of working time during the year.
- The Regional HR Expert covers the absence of the Regional HR Manager and the HR Generalist Manager when needed.
- English - Fluent
- Bachelor's Degree in human resources management other discipline relevant to the position,
- At least of experience in HR Manager positions, with experience in a similar HR role at an INGO, ideally within a regional program, being a strong asset for 5 years
- Fluent in English (written, spoken).
