The Via Familiis program aims to strengthen the protection of vulnerable children through the implementation of an innovative prevention system, the “Houses of Families”, which places the family as a key player in the development of children in four countries in Southeast Asia and Central and North Africa. A “House for Families” is a place that opens to all families with the aim of recreating a circle of sociability for the most vulnerable families, reinforcing the parents' capacity to act and enriching their educational practices. Thus, as part of the first phase of the program (Jan 2021- April 2024) 4 Houses of Families have been set up in Cambodia, the Philippines, Democratic Republic of the Congo and Morocco, offering activities and awareness-raising for several hundred families. An International Community of Practice and Knowledge (CIPS) has also been set up to foster collaboration and encourage the co-construction of new solutions and practices in the field of family support amongst all operational partners.

The second phase of this project (May 2024- April 2027) seeks to consolidate the achievements of the Houses of Families. Over the three years, 460 vulnerable families—representing nearly 2,000 individuals—will receive support across four countries in Southeast Asia and Africa.

The program also focuses on strengthening the professional practices of social workers and launching an advocacy initiative led by vulnerable families themselves, ensuring their concerns are heard by local authorities. The project is carried by Apprentis d’Auteuil, a French based organization conducting international projects with local actors internationally. Two technical partners, Planete Enfants et Développement and the Université du Quebec à Trois-Rivières, aspire to enrich the technical knowledge of the professionals of the 4 operational partners implementing the project.

Position Summary

The position is for Via Familiis Project

Open to Cambodian nationals only

Adherence to practical aspects

  • Local 80% part-time (4 days/week) or to 100% (full time) depending on the profile of the candidates-fixed-term contract (up to April 2027).
  • Location: Phnom Penh or Siem Reap, Cambodia
  • Monthly net salary: between 600 and 900 USD, depending on the experience of the candidate + benefits (including NSSF + insurance + 13th month)
  • Expected start date: November 2025

Terms of the mission

The Asia Regional Coordinator is responsible for ensuring the effective implementation and quality of the project in Cambodia and the Philippines. The position reports hierarchically to the Country Director of PE&D in Cambodia and functionally to the International Coordinator of Via Familiis of Apprentis d’Auteuil (based in France), to whom the Regional Coordinator reports on all responsibilities outlined below.

In addition, the Regional Coordinator will liaise with Apprentis d’Auteuil’s Family Support Technical Advisor who is responsible for technical capacity building, and will communicate any technical needs identified among professionals during field visits.

Expectations - Duties, Responsibilities
  • Ensure the operational, administrative and financial follow-up of the project in the region (Asia).
  • The Regional coordinator will maintain regular contact with the two Asian partners to monitor project progress, the implementation of activities, budget management and projections, and the achievement of objectives. Follow-up meetings will be held on a regular basis, as well as ad hoc when required by the project or the partners.
  • S/he will be in charge of: analyzing and consolidating the financial monitoring, the quantitative and the narrative reports of her or his region, ensuring that the indicators are properly monitored, and transmitting them, regularly and within the deadlines, to the International coordinator (France).The Regional coordinator will carry out regular missions to partners in the area (3 visits/year/partner). On site, s/he will monitor the activities; ensure that the administrative and financial procedures required by the French public funder (invoice control, archiving of supporting documents by the partners, etc.) are compliant; supervise the quality of the actions set up and recommend any adjustments to the partners and to the International coordinator and the Pedagogical coordinator of AA.. S/he will gather photos, testimonials, and other relevant content from partners while conducting monitoring visits.
  • Lead and support the organisation of regional/international events in Asia
  • S/he will lead the logistical and administrative organization of the regional immersions and trainings of partners in Asia, in coordination with the partner host structures. S/he will participate in the conceptualization of the immersions’ content and methodology and ensure their proper supervision.
  • S/he will support the logistical organisation of the CIPS (International Community of Practice and Knowledge) meetings or any other international meeting outside of his/her region, in coordination with the national coordinator (France) and the regional coordinator for the Africa zone.
  • Report partner’s needs in capacity building to AA’s technical expert
  • Based on their observations he/she liaises with AA’s international coordinator and the pedagogical expert to inform him/her of the needs in technical capacity building, both in project management and family support. In order to fully understand the methodology and approach of a House of Families, if feasible, the Regional Coordinator will participate to an immersion in a House of Families in France at the beginning of their tenure
  • Ensure the animation of the regional network
  • The regional coordinator will animate the network of professionals of the project (the professionals and volunteers working within the Houses of Families) in their zone in order to enhance exchanges of good practices through online platforms and a quarterly a regional meeting.
  • S/he will be responsible for periodically organizing and chairing a virtual regional committee that brings together all partners in their region, with discussion topics varying according to the stage of the project.
  • Supporting Advocacy
  • Together with AA’s International coordinator and advocacy experts, the regional coordinator will support partners in training (for both professionals and families) and in developing their advocacy strategies.
  • Supporting Participatory Research
  • The Regional Coordinator will assist throughout the entire research process. Based on the implemented research methodology, and if requested by the specialized organization conducting the research, they will support partners and family homes in the region in selecting research topics, conducting interviews, and assisting the researchers.
  • Strengthening Partners’ Project Management Capacities
  • Based on needs, the regional coordinator will identify opportunities to support Asian partners in developing their administrative, financial, and technical project management skills, in collaboration with the International Coordinator and volunteers from AA’s finance department.
  • Strengthen the partnership between AA and PED.
  • Together with the international coordinator based in France and the head of PE&D Cambodia, the regional coordinator should impulse a stronger partnership between AA and PE&D, and identify ways to create more exchanges between PE&D’s program and Via Familiis.
  • Coordination with AA’s International coordinator and technical advisor.
  • The Regional coordinator will hold weekly meetings and maintain regular discussions with the International Coordinator—and, when needed, with the technical advisor.
  • The Regional Coordinator will conduct weekly meetings and ongoing discussions with the International Coordinator, and when necessary, with the Technical Advisor, to review project progress, address any challenges, plan and prioritize work, and assign tasks.
Requirements - Skills, Qualifications, Experience
  • Experience & Competencies
  • Solid project management background (planning, budgeting, monitoring, evaluation).
  • Proven ability to lead multi-partner networks and work in both remote and on-site settings.
  • Fluency in English and Khmer required. French and/or Hiligaynon language skills are an asset.
  • Proficiency in IT tools (Word, Excel, PowerPoint).
  • Experience with donor-funded projects, international event organization, and supporting vulnerable families (especially in the Philippines) is an asset.
