Who we need:
We are seeking a Rabies Technical Manager who will strengthen the national rabies control programme in Cambodia, with a particular focus on the technical roll-out of the IBCM system. The ideal candidate holds a higher degree related to public health or epidemiology. Holding a veterinary degree is considered an advantage. with practical expertise in epidemiology, public health, and disease surveillance, proven experience working with government stakeholders and international development partners, and the ability to design and deliver surveillance training. They should have solid field implementation skills, confidence in high-level technical discussions, excellent communication abilities, strong independent work capacity across diverse stakeholders, and a willingness to travel frequently.
A key priority of the IBCM programme is to improve rabies sample testing rates to better understand the true disease burden across project areas. The role is expected to ensure the roll-out of the introduction of field test kits, strengthened active surveillance, and enhanced awareness among both government personnel and communities to address this issue. The role will also support the Mission Rabies Cambodia Manager across various project-related tasks.
The position will be based primarily in Phnom Penh (Boeung Tumpun and Chak Angrae Leu), with frequent travel to other locations within Cambodia.
- Serve as the primary technical liaison between the project and in-country government partners (e.g., GDAHP, PDAFF, CDC-MoH, PHD, IPC, and others).
- Assist in preparing and leading stakeholder meetings, planning sessions, and strategy discussions.
- Offer technical guidance to government counterparts to ensure all activities align with the national strategic plan, WOAH/WHO standards, and Mission Rabies/WVS methodologies, including through training and ongoing follow-ups.
- Develop, adapt, and refine training materials, curricula, and capacity-building approaches.
- Support the improvement and standardisation of the IBCM programme in close collaboration with government partners.
- Assist the IBCM Team to address the project related issues and case investigation with IBCM supervisors and GDAHP
- Work closely and collaboratively with GDAHP IBCM Administrators to address the bottleneck of IBCM project
- Contribute to designing and implementing an exit strategy that ensures a sustainable handover of the IBCM programme to government stakeholders.
- Produce technical reports, briefing notes, and summaries for government, donors, and internal teams.
- Monitor surveillance performance indicators, identify gaps, and develop practical solutions Support evaluation studies, operational research activities, and data collection pilots.
- Work closely with the Mission Rabies Cambodia Manager to ensure overall project objectives are achieved and that technical information is effectively communicated to government stakeholders.
- Contribute towards the technical analysis and inputs of the other programmes (such as the MDV campaigns, education) when required
- Carry out additional tasks as required to support the successful implementation of project activities.
- Salary of 1200 USD (gross) for a 40-hour week
- Discretionary working hours and flexible working location upon consultation, with at least one day in the office
- 1.5 days AL per month, and 0.6 days SL per month
