Quality Manager (1 Position)
JOB DESCRIPTION
Seeking for a highly skilled and experienced Quality Manager to join a new MRO in Phnom Penh, Cambodia. The candidate responsible for Organization’s quality assurance and ensures staff are technically qualified based on regulations. Manages the progress and reviews the Organization/Repair Station‘s Quality system, Maintenance Organization Exposition (MOE), Safety Management System (SMS) and Training Manual to ensures that these follow regulatory guidelines.
- Responsible for all matters in aircraft maintenance pertaining to airworthiness and quality.
- Responsible for establishing, documenting, developing and managing the company Quality System and ensuring that it continues to comply with regulatory requirements and to meet the needs of the business.
- Responsible as the Safety Manager for the day-to-day operations of the Aviation SMS.
- Liaises with regulatory authorities and airlines to process applications / renewals of approvals and payment of fees.
- Reviews changes to regulatory standards and communicating such changes for implementation in the Company's systems and procedures.
- Administrates and updates airworthiness manuals for use within the organization.
- Maintains relevant information on all authorized certifying personnel in the License/Authorization Holders’ database.
- Oversees the issuance and control of Authorizations to suitably qualified maintenance staff.
- Assists in the troubleshooting and investigation of major and recurring defects, including significant technical delays of in-service aircraft, when contracted to do so by customer airlines.
- Reports unairworthy conditions to contracted AOC operators, aircraft manufacturers and airworthiness authorities, including raising Mandatory Defects Reports (MDR) as per airworthiness requirements.
- Establishes feedback from maintenance incidents / issues and feeding these back into the continuation training program.
- Communicates and updates aircraft incident and workplace accident, major audit findings to Board of Directors and SIAEC Line Maintenance International, SIAEC Quality and Safety Division.
- Responsible for ensuring required reports are communicated to SIAEC Line Maintenance International, SIAEC Quality and Safety Division.
- KNOWLEDGE/SKILL REQUIREMENTS
- Excellent interpersonal and communication skills (proficient in English reading and writing).
- Good customer relationship skills.
- Train, supervise and appraise direct reports.
- Lead, drive and develop a highly performance driven and professional team to implement and uphold the Organization’s objective and Quality policy.
- Well versed in SSCA regulations and global civil aviation regulations and requirements.
- EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor’s degree or equivalent work experience.
- Minimum 10 years of experience in a quality management role in a maintenance organization in an airline or similar maintenance service organization.
- Must hold a valid Aircraft Maintenance License with more than 3 years of aircraft maintenance experience.
Operations Manager (1 Position)

Seeking for a highly skilled and experienced Operations Manager (Line Maintenance) to join a new MRO in Phnom Penh, Cambodia. The candidate responsible for managing a group of line maintenance operational staff to ensure operational excellence and accountable for the overall operational performance, developing operation model and implementing strategies to drive efficiencies and productivities.
- Ensure availability of office accommodation appropriate to the management of planned work.
- Ensure availability of a working environment appropriate to the tasks being undertaken.
- Ensure availability of tools, equipment and materials to perform the planned tasks.
- Ensure availability of sufficient competent personnel to plan, perform, supervise, inspect and certify the work being performed.
- Ensure availability of all necessary maintenance data as required by regulations.
- Notifying the Accountable Manager whenever deficiencies emerge which require his attention in respect of finance and the acceptability of standards.
- The implementation of the safety policy and human factor matters.
- Issuing of the documents to the customers and storage of the technical records.
- Ensure the competence of all personnel engaged in maintenance by establishing a program of training and continuation training using internal and external sources.

- Coordinate and supervising administration activities, covering technical, finance and personnel administration and general affair in compliance with company policies.
- Determine numbers of all line maintenance personnel based on present and projected workload and assures all line maintenance personnel employed are in the proper qualification and competency.
- Ensure that all management and administration responsibilities are integrated and executed effectively throughout all phases of operation.

- EDUCATION/EXPERIENCE REQUIREMENTS
- Minimum degree in engineering, preferably in Aerospace or relevant certificates.
- A valid Cambodian SSCA license or other National Aviation Authority Aircraft Maintenance License, that is transferable to a Cambodian SSCA license (EASA, FAA, CAAC, CAAS, CAAM, HKCAD etc.).
- Possess at least 2 types of ratings, with a minimum of one of the following type ratings: A320, A330, A350, B737, B747, B777, B787.
- At least five years of aircraft maintenance experience, with practical experience and expertise in the application of aviation safety standards and safe maintenance practices in aviation industry.
Licensed Aircraft Maintenance Engineer (Many Positions)

JOB DESCRIPTION
Seeking for a highly skilled and experienced Licensed Aircraft Engineer (Line Maintenance) to join a new MRO in Phnom Penh, Cambodia. The candidate responsible for certifying and leading a team of technicians to perform aircraft maintenance tasks, attending to routine transit/daily/weekly/monthly checks, troubleshooting, and repairing aircraft and engines, and ensuring compliance with regulatory requirements and company policies and procedures.
- Certifying and leading a team of technicians to perform aircraft maintenance tasks handled by Line Maintenance including inspection, repair, modification, and functional tests.
- Attend routine transit/daily/weekly/monthly checks and other line maintenance duties.
- Inspect, troubleshoot, and repair aircraft and engines and all associated aircraft systems.
- Inspect finished work, carry out operation/functional tests, and rectify aircraft defects.
- Sign-off all tasks performed and comply with Airworthy Release.
- Ensure all maintenance activities comply with regulatory requirements and company policies and procedures.
- Ensures all scheduled and unscheduled aircraft maintenance tasks are accomplished efficiently and punctually.
- Ensure aircraft on time departure and improve dispatch reliability by providing timely completion of task and delay management/report.
- Maintain accurate records of all maintenance activities performed.
- Collaborate with other maintenance and engineering personnel to troubleshoot and resolve complex aircraft issues.
