Do you have experience in quality management within mine action operations and humanitarian demining? Are you motivated to take on a key role overseeing Quality Assurance and Quality Control (QA & QC) activities to ensure compliance with national and international mine action standards and SOPs? If you are passionate about humanitarian work, safety standards, and operational excellence, you might be the candidate we are looking for the position of Quality Management Coordinator (QMC) — two positions based in Phnom Penh and Ratanakiri Province.
Role Overview:
The Quality Assurance and Quality Control (QA & QC) Coordinator (QMC) plays a critical role within NPA in ensuring the safety and security of NPA staff and partner staff involved in mine action activities. The position also helps ensure operational quality and compliance, providing confidence to beneficiaries, national mine action authorities, donors, and other stakeholders.
The Quality Management Coordinator (QMC) is responsible for overseeing Quality Management within NPA’s operations in Ratanakiri and, when required, conducting Quality Management (QM) visits to partner organizations. The role includes documenting and reporting findings, providing technical advice, and actively participating in activities aimed at continuously enhancing operational procedures and methodologies.
The position is based in Phnom Penh/Ratanakiri and requires extensive travel between the base location and operational areas, as well as travel across the country. The QMC is expected to strictly comply with NPA’s security guidelines and with Cambodia’s traffic laws and driving regulations.

- Operational mine action experience (NGO, military, or commercial sector) for 3 years as a minimum
- Minimum IMAS EOD Level 2 certification or equivalent military qualification.
- Proven experience implementing the land release approach in a mine action context through non-technical survey, technical survey, and clearance.
- Demonstrated ability to lead, motivate, and manage diverse teams.
- Experience in training, mentoring, and transferring skills to operational staff.
- Strong understanding of IMAS, CMAS, NPA CMRS/SOP and land release methodology.
- Experience working with the full Humanitarian Mine Action “toolbox” (manual, MDD, mechanical) is an advantage.
- Good numeracy and IT skill
- Written and verbal proficiency in Khmer and good command of English
- Valid driving license and willingness to travel widely across the country
- IMAS EOD Level 3 certification or equivalent military qualification
- Experience of leading and motivating and a diverse team of people.
- Experience in utilizing GPS, ArcGIS and IMSMA
- Experience in drafting SOPs and other technical notes
- Good communication and interpersonal skills
- Good analytical and decision-making skills
- Good organisational skills with the ability to plan and coordinate activities
- Ability to meet deadlines and work calmly under pressure
- Ability to work independently for extended periods of time with limited supervision
