Landesa is an international nonprofit dedicated to ending global poverty by securing land rights for rural communities. Founded in 1981, Landesa has worked in over 65 countries, with offices in Seattle and Washington, D.C., and regional programs in countries such as China, India, Liberia, and others. The organization collaborates with governments, civil society, and private sectors to develop pro-poor and gender-sensitive laws and policies, strengthening land rights for over 720 million people in the last five years. Landesa is supported by various NGOs, foundations, donor agencies (including USAID and the World Bank), and individual supporters. With an annual budget of approximately $20 million, it is consistently recognized as one of the top international NGOs.

Since 2022, Landesa has been implementing the Coastal Livelihoods and Mangroves Project, aimed at strengthening coastal tenure and resource rights for up to 73 million vulnerable individuals in the Bay of Bengal and Southeast Asia. This project intends to protect 4.6 million hectares of mangrove forests, contributing significantly to global climate change mitigation by potentially sequestering up to 943 million metric tons of carbon.

The project's success relies on developing national and subnational policies that promote strong tenure rights and capacitate communities for sustainable mangrove management. A gender-equal and socially inclusive (GESI) approach is central to this initiative, which spans four Southeast Asian countries (Cambodia, Indonesia, Thailand, Myanmar) and two South Asian countries (India and Bangladesh). This consultancy focuses on Cambodia.

In Cambodia, the project has concentrated on enhancing mangrove co-management through pilots in Kampot and Preah Sihanouk provinces, including one Community Fishery (CFi) in Kampong Trach district and four CFis in the Marine Fisheries Management Area (MFMA) in Prey Nop district.

Objectives of the GESI Assessment

The primary objectives are to:

  • Analyze gender roles and relations within community fisheries.
  • Analyze the gender dynamics in inland cooperatives to understand how women far under the cooperative model to draw lessons and recommendations to inform community fisheries that will be managed as cooperatives going forward.
  • Identify barriers faced by women (single women and/or older women or any other specific barriers faced by women of any other identity) in accessing fisheries resources and coastal (mangrove) land and co-governance mangroves land and resources.
  • Provide actionable recommendations to promote gender equality and social inclusion in fisheries management, mangrove governance, and Community fishery land tenure rights.

Assessment Overview

  • Landesa seeks applications from firms or consultancy teams specializing in gender studies to conduct qualitative research assessing project contributions to gender and tenure, in addition to sustainable coastal mangrove management, and gender-related capacity development. The firm/consultant will prepare the inception report of assessment methodologies, including data collection tools, and discuss ad agreed with Landesa before execute the assessment plan.
  • The assessment will involve approximately 20 in-depth interviews with subnational government officials, community leaders/committee members, women community committee members, and women community members, women heads of households, and NGO staff in Preah Sihanouk and Kampot provinces. Additionally, the assessment will include 15 Focus Group Discussions with community members (3 FGDs in each community fishery: mix, women, and youth group). Prior to data collection, the firm/consultant should conduct a desk review of existing project documents and hold interviews with Landesa staff to familiarize themselves with the project context and understand the intersection between gender and fisheries-tenure-mangrove.

Bidder Eligibility

  • Minimum 5 years’ experience in gender equality and social inclusion research in natural resource governance.
  • Strong skills in qualitative research methods.
  • Familiarity to gender expertise applied to livelihood and tenure concepts.
  • Knowledge of local context, cultural sensitives, and fisheries and gender legal frameworks.
  • Fluency in Khmer and professional proficiency in English.

  • A letter of interest describing relevant experience and expertise.
  • Descriptions of past projects related to the assignment, including client contact information for at least two projects.
  • Staffing information, detailing roles and responsibilities of each team member.

  • An estimated budget in USD, including all costs for field data collection and related travel.
