The Ministry of Health (MOH) and its partners launched the Health Equity and Quality Improvement project H-EQIP in 2016 with the aim to improve performance and quality of health services for targeted population groups and to protect them against health-spending induced impoverishment. H-EQIP responds to the aspirations of the Royal Government to improve performance of public sector services, namely the Policy on Public Service Delivery and the Health Strategic Plan-3 (2016-2020) and builds on the achievements made in previous health sector programs.

Under the H-EQIP the Payment Certification Agency (PCA) monitors and verifies the operation and expenses of the Health Equity Fund and Service Delivery Grants of health purchasers, health providers and health users in accordance with the MOH policy for health equity and quality improvement. In addition, the National Quality Enhancement Process (NQEP) has been rolled out to reach the national coverage of 1,200 health centers and all 121 referral and provincial hospitals. Staff at the Quality Assurance Office (QAO) are engaged in the improvement of quality assessment scores and technical competencies of health facilities and the functioning of an ICT system for conducting quality assessments.

To support the institutional development and capacity building of the PCA and QAO, we are looking for a public health expert on data management and analysis with extensive experience in data analysis and reporting preferably in the health sector.

Duties
  • Sample the health facilities, hospitals, ODs and PHDs to be assessed in close coordination with the Team Leader
  • Elaborate technical approaches in view of the comparison of the ex-ante and ex-post verification results in the databases/STATA
  • Technically analyse the following aspects:
  • Data cleansing: searching for any missing data, outliers or irregular data. Irregular data refers to situations where particular assessors always assign the same summary assessment score for a specific checklist: this might be correct but requires further checking
  • Comparing adjusted summary ex-ante and ex-post verification scores. “Adjusted” refers to the aforementioned caveat that content of care tracers from community client satisfaction surveys need to be excluded from the calculation of ex-ante summary facility scores. Furthermore, assessments with tools which could not be used with the same member of staff by both the ex-ante and ex-post teams must be excluded from the calculation of the summary facility scores.
  • Comparison of ex-ante and ex-post summary results of each checklist/tool.
  • Results of a comparison of ex-ante with ex-post data
  • Results of a comparison of ex-ante results (and ex-post results if available) for different quarters
  • Prepare a narrative report (to be combined with the data report), including possible explanations for differences between ex-ante and ex-post scores, a special section on “risk sites” as well as suggestions on measures which could improve the quality of the assessment process and results (e.g. training, adaptation of checklists or data collection software, etc.)
Requirements
  • Master degree in a relevant field like Public Health, Health Financing, Health Economics, Public Finance Management, Statistics
  • Experience in statistics, data analysis and report writing;
  • Experience on health service delivery quality improvement / assessment will be an added advantage;
  • Fluent in both spoken and written English and Khmer;
  • Nationality: Cambodian.
