HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture project with support of the Swiss Agency for Development Cooperation. The employment contract of Nurture Project is under HEKS. All three organizations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.

HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.

Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.

The Nurture Project addresses climate resilience of smallholder farmers using a systemic approach addressing a range of problems associated with financial, technical, institutional, and informational gaps, which are preventing farmers from transitioning to greater levels of resilience. The project’s overall goal is that:” Vulnerable smallholder farming households and their communities are more resilient to climate change and have increased incomes through climate proofing of agroecological farming systems. "

Announcement Positions

Provincial Manager (1 Position)

Position Summary

The Provincial Manager (PM) is responsible for the overall establishment and management of the provincial team to execute plan, budget and field activities based on target indicators. PM will build coor-dination and collaboration with a wide range of stakeholders at provincial level especially, Provincial Administration, Provincial Department of Agriculture Forestry and Fishery (PDAFF), Provincial Department of Water Resource and Meteorology (PDWRAM), District Administration, Commune Councils, relevant line departments, development partners and INGOs/NGOs.

The PM will play an important role in the project management at the province level through the timely delivery of information related to the project implementation. He/she will be a key person in ensuringadaptive management throughout the Nurture Project, producing relevant results and knowledge management to provincial team and stakeholders. He/ She will be working in close collaboration with the provincial team, Deputy Team Leader, Team Leader, and other Nurture team members.

Duty Station: Preah Vihear Province with travel to other provinces if required.

Report to: Deputy Team Leader

Expectations - Duties, Responsibilities
  • Support the Deputy Team Leader to establish, align, coordinate, and monitor annual, quarterly, and monthly work plans and budgets.
  • Build effective working relationships with relevant line departments and be responsible for project implementation.
  • Prepare / approve provincial project work plans and approve district work plans, and regularly follow up on the work plans in team meetings. 
  • Monitor project activities through regular field visits, ensuring quality control and compliance with the procedure.
  • Provide support and facilitate capacity building of local community institutions and government.
  • Monitor proper utilization of the project budget monthly and prepare the budget variance analysis reports.
  • Managing overall risks in the project implementation and monitoring the risk mitigation plan
  • Provide technical leadership in planning, management, and implementation of Water Governance and Agriculture activities under the Nurture Project
  • ​Managing a monitoring and learning plan that ensure the evidence-based learning and document case studies and share information on Water Governance and Agriculture best practices and lessons learned with local partners and the public.
  • Ensure project monitoring and reporting within high quality, timely and align donor’s compliance.
  • In collaboration with Monitoring and Result Measurement (MRM) team, to fill MRM requirement including MRM capacity building, target groups profiling, field data collection, markets data collection and reporting…etc.
  • Create strong alliances and networks with civil society, public and private sector focusing on water governance and agriculture.
  • Coordinate planning and implementation of capacity-building activities on Water Governance for Farmer Water User Committees, smallholder groups and Agricultural Cooperatives…etc.
  • Lead the provincial team to implement field activities versus budget and planning to ensure project outputs are delivered within expectation, timely and budget planned.
  • Works closely with the Deputy Team Leader to coordinate with central and local Government authorities and organizations involved to implement all programs in the assigned provinces.
  • Ensures overall staff coordination by scheduling regular staff meetings, reflecting, and making frequent visits to the field, and by jointly planning overall country strategies in conjunction with the Deputy Team Leader and other components.
  • Promotes the development of HEKS/EPER Cambodia-Caritas Switzerland Programs or identity by participating in community meetings, public relations events, and training activities.
  • Any other tasks assigned by Deputy Team Leader, Team Leader, or other Component Managers.
Requirements - Skills, Qualifications, Experience
  • Key Requirements
  • Bachelor’s degree in agriculture, Rural Community Development or bachelor’s in civil engineering, Water Resources Management, or Hydrology
  • Minimum 4 years’ experience in managing similar projects, more than 5 years and especially working in the agriculture sector or water irrigation or water resources management work.
  • Specific experience in Integrated/catchment-based water resources management 
  • Relevant experiences in working with smallholder farmers, agricultural cooperatives, farmer water user groups/committees and relevant stakeholders. 
  • Capacity and ability to supervise the staff in the development of work plan, budget, and execution of the plan.
  • Having an overall concept of community development, resource mobilization, supply chain management and market information.
  • Experience in working with civil society organizations and the private sector.
  • Experience working with sub-national administration, especially local development planning processes and investment program.
  • Experience in organizing meetings, workshops, and other fora/events.
  • Experience in capacity development approaches, capacity building and training design.
  • Ability and experience in the application of participatory tools, methodologies, and data collection methods.
  • Good spoken and written English.
