Provincial Finance and Administration Officer
- Administration
- Welcomes clients/patients/families and visitors on their arrival to the center
- Registers new clients/patients
- Arranges appointments for clients/patients
- Maintains clients/patients files
- Inputs data into database and prepares and presents records as required
- On a day to day basis manages support staff (cleaner, drivers and guards)
- Prepares rosters for guards
- Manages use of telephone, fax and mail systems
- Maintains monthly vehicle logs and ensures that all provincial fleet vehicles are regularly maintained and serviced by recognized/designated mechanic
- Manages the logistics of and ensures the appropriate use of vehicles and office equipment by staff in accordance with the policies of The Cambodia Trust, and participates in decisions regarding repair or replacement of vehicles, building and equipment
- Provides general administrative support to the Rehabilitation Program Manager, Team Leaders and other program staff
- Leads and is involved with support staff to ensure that they are competent to do their work within The Cambodia Trust’s Quality Management System
- Undertakes annual performance assessments for support staff
- Attends regular management meetings and works with the Rehabilitation Program Manager and Team Leaders to improve overall Center services
- Be on call (according to a rotation schedule) to respond to emergency situations .
- Ensures the required standards of performance of support staff
- Finance
- Handle the petty cash account transaction
- Keeps accurate records of receipts and payments
- Pays food and transport allowances to clients/patients
- Maintains financial files on Quickbooks and sends to PP every 2 weeks
- Arrange payment of staff salary
- Conduct the bank transaction (Deposit, withdrawal and transfer)
- Ensure that Accounting and Financial internal control systems are understood and implemented properly and transparently in the provincial centres.
- Quality Management
- Is responsible for quality system data control
- Ensures support staff members have an understanding and are able to implement the quality management system
- Works within the policies and procedures of The Cambodia Trust’s quality management system and contributes toward continuous quality improvement
- With support staff, devises improved work methods for increasing efficiency and service delivery
- Encourages support staff to participate in the quality improvement team as necessary
- Additional
- Undertakes other responsibilities that are in keeping with the general parameters of the job description, as requested by the Rehabilitation Program Manager.
- High School Certificate required, tertiary study in accounting is a plus
- Computer skills including Word, Excel, Access and Quick Book
- Basic book-keeping skills
- Accuracy and reliability in maintaining records and files
