Project Field Officer (2 Positions)
Location: Ratanakiri and Stung Treng Provinces (Fulltime)
Contract: initial 12-month contract, 80-100% (32-40 hours per week) working schedule
Biodiversity Landscape Fund (BLF) – Lower Mekong landscape The BLF is a UK government programme focussed on protecting biodiversity and promoting its conservation, reducing poverty and tackle climate change across 6 critical landscapes. Its general activities are:
- Improving management and linking of protected areas
- Creating alternative sustainable livelihoods for local communities
- Strengthening landrights,stewardship and natural resource governance, as well as support improved planning to reduce environmental impacts of infrastructure development
- Tackling illicit activities such as poaching
- Investment in sustainalbe local bussiness and green finance initiatives
One of the landscapes of the programme is the lower mekong area where a consortium will be implementing interventions in 3 countries in 3 areas. In Cambodia the programme will focus around Vireachey National Park (VNP) in Ratanakiri and Stung Treng provinces. SNV will be responsible for one of the components: Interventions to develop, support, and build awareness of sustainable agriculture models to provide indigenous communities with a sustainable source of employment and opportunities to access new markets.
Your role
To coordinate and implement activities for this component we are looking for an field officer in the Provincial level. The Provincial Field Officer will facilitate market linkages, extension services and finance for community households around the VNP, in community protected areas and the parks buffer zones to sustainably improve household and community incomes whilst protecting biodiversity through a landscape, participatory resource management and market development approach. This potion is opened for only national candidate.
- Facilitate daily field activities related to cashew, rice, cow, and pig production, ensuring effective coordination with farmers, local authorities, and private sector partners.
- Conduct agricultural and livestock demonstration setups with lead farmers across project target areas.
- Organize and facilitate Farmer Field Schools and exchange visits to promote knowledge sharing and practical learning among farmers.
- Coordinate and host multi-stakeholder meetings at district and provincial levels to build market linkages and explore opportunities for local producers.
- Support the implementation and monitoring of seed grant programs for innovative agricultural and livestock business ideas.
- Assist in the recruitment and selection process of seed grant recipients in collaboration with the project team.
- Support the overall implementation of livelihood and value chain activities, including improved production, quality, and market access.
- Assist in the formation and strengthening of farmer groups or cooperatives and connect them with buyers and service providers.
- Facilitate farmer trainings on soil management, production techniques, financial literacy, and basic business skills.
- Coordinate the distribution of productive assets, such as farming tools and equipment, to beneficiaries.
- Promote inclusive participation of women and youth in all project activities.
- Support development of simple business cases and facilitate access to finance for individual farmers and producer groups.
- Collect field data, prepare reports, and support basic monitoring and evaluation of project activities.
- Ensure ongoing communication and collaboration with communities, local authorities, and market actors.
- Identify and report field challenges, and work closely with the Project Manager to resolve issues.
- Perform other duties as assigned by the Project Manager.
- To be considered for this role, you must have:
- Bachelor’s degree in agriculture, agribusiness, rural development, livestock, or a related field.
- Minimum of 5 years of experience in the agriculture and livestock sector, with direct involvement in livelihood promotion and agricultural value chains, preferably in collaboration with government agencies, development partners, or the private sector.
- Proven experience in coordinating with multiple stakeholders, including national and provincial authorities, local government, development partners, and the private sector.
- Practical experience in farm demonstration setup in rice, cashew, cow, and pig production, and familiarity with market linkage strategies, community livelihoods improvement, and multi-stakeholder platforms.
- Strong knowledge of farming systems, livestock production, and rural market linkage approaches.
- Willingness and ability to travel frequently within the assigned province.
- Solid understanding of gender equality, youth engagement, and environmental sustainability in rural development.
- Permanent residence in Ratanakiri or Stung Treng is required.
- Women and indigenous candidates, particularly those who speak Brao, Kavet, or Lao, are strongly encouraged to apply.
- Excellent skills in communication, negotiation, facilitation, and documentation; ability to work effectively with multi-disciplinary and multi-cultural teams.
- Fluency in spoken and written English and Khmer.
