Jhpiego has been submitting a proposal for MOMENTUM Country and Global Leadership core funding project to the US Government, focusing on Life-Saving skills in the MNCH program, which will work to cooperate with the MNCH national program and also plan to work close relationship with the sub-national level to implement the priority activity on life-saving to mitigate the risk for women, especially on postpartum hemorrhage (PPH) to save lives for women who are at risk of life-threatening conditions. The project will be implemented over seven months and may be extended for a longer period, depending on funding availability. Jhpiego is hiring for positions below:

Provincial Coordinators (1 Position)

Position Summary

Report to : DCOP - Technical and Programs

Duty Station : Ponhea Krek OD at Tbong Khmum Province, Cambodia

Duration of Contract : October 2025 – March 2026 (six months)

This position will help coordinate the entire program implementation with MNCH-PHD and target OD to ensure the program is implemented effectively and thoroughly. Additionally, the position will represent Jhpiego to attend all relevant meetings at the provincial level, such as Pro-TWG meetings or workshops, to position Jhpiego at either the national or subnational level as required. Furthermore, PC will need to support technical officer in the areas of MNCH, with a focus on the specific Life-Saving activities to build capacity including coaching for Health Centers (HC) and Referral Hospital (RH) staff at the targeted health facilities to ensure they have the competency skills to provide the trained skills to save the lives of women at risk of PPH which is leading the cause of maternal mortality rate in Cambodia.

This is a contingent offer dependent upon the final full approval by our donor and confirmation of the project budget

Expectations - Duties, Responsibilities
  • Working with the project leads to providing technical and programmatic support in developing the strategic plan for both national and provincial levels, design project planning, activity implementation, monitoring, and budgeting
  • Coordinate and collaborate with project stakeholders at the national and sub-national levels to have their buy in program implementation
  • Understand the connection between the national and subnational levels to produce the program implementation well as planning, and produce program results with quality
  • Support technical officer (TO) to ensure that Jhpiego’s core funding project activities on MNCH program of E-MOTIVE bundle for PPH management are technically sound, evidence-based, and responsive to the needs of the country and donor
  • Participate actively in technical and strategic support to the Provincial Health Department and the relevant Operational District on the training and coaching plan, including budget spending in each activity on life-saving skills for health facility midwives and others as needed
  • Support TO in providing technical assistance and capacity building on the E-MOTIVE bundle for PPH management, service delivery, and data capture and analysis
  • Support to provide practical support to the technical team and relevant counterparts for program implementation and mentoring, coaching as required
  • Develop and prepare budgeting, administrative work, and other tasks as the program needs
  • Work with M&E director to document the data and generate evidence for further strategic planning
  • Help/assist to enter data of activity implementation into the MEL system, and work closely with M&E director to collect data from the health facility for MEL director and report writing
  • Provide a regular weekly, monthly, quarterly, and final project report to the project lead.
  • Work with the Technical Officer (Midwife) to develop the success story to focus on the Life-Saving status and send to the project lead and M&E director
  • Perform other duties as assigned by the supervisor
Requirements - Skills, Qualifications, Experience
  • Experience and Qualifications Requirement:
  • Preference will be given to candidates with education and/or strong program implementation experience in coordination with national and sub-national levels in the public health context
  • Having a degree in MD, MPH, and other relevant degrees, and strong clinical experience in life-saving skills is a benefit
  • A minimum of 10 years’ experience working on public health programs at national and provincial levels
  • Understanding to support the project lead and M&E director on other program strategic development is an asset
  • Understanding of life-saving skills, especially on E-MOTIVE bundle for PPH management and other life-saving skills to demonstrate/transfer those skills to health facility midwives in target areas
  • A strong understanding of the health system in Cambodia, and the roles of public and private/non-government actors to build the connection of program implementation
  • Understand how to use the high-fidelity equipment for simulation with a specific scenario during the training and coaching
  • Demonstrate experience providing technical and programmatic support on the government staff capacity building, coaching/mentoring, and data collection
  • Demonstrate a strong understanding of political contexts and experience in collaboration with both government and non-government stakeholders
  • Strong experience in M&E and data analysis
  • Ability to work in a complex environment; flexibility and ability to perform multiple tasks on short notice
  • Excellent verbal and written communication and presentation skills in both Khmer and English
  • Strong computer literacy
  • Ability to travel frequently

Technical Officer (Midwife) (1 Position)

Position Summary

  • Work with professionalism and cooperate reasonably with target sub-national counterparts (PHD and OD) to plan to provide capacity building on life-saving activity for health facility midwives and others as needed
  • Provide technical assistance and capacity building on the E-MOTIVE bundle for PPH management, service delivery, and data capture and analysis
  • Provide practical support to the technical team and relevant counterparts for program implementation and mentoring, coaching as required
  • Develop and prepare training materials, budgeting, letter of invitation, and others as the program needs
  • Document the data and generate the evidence for further strategic planning
  • Help to enter data of activity implementation into the MEL system
  • Help to collect data from the health facility for MEL team and report writing
  • Provide a regular basis of a weekly, monthly, and quarterly report to the Provincial coordinator
  • Help Provincial Coordinator select a success story to focus on the Life-Saving status
  • Perform other duties as assigned by the supervisor

  • Must have a midwife degree, and substantial clinical experience of life-saving skills is a benefit
