The Royal Government of Cambodia (RGC) has received a Loan of USD 36.3 million from International Fund for Agricultural Development (IFAD) for financing the Project for “Accelerating Inclusive Markets for Smallholders Project (AIMS)” called Project, IFAD Loan No. 2000001751, for the project costs including Royal Government of Cambodia (RGC), Private Sector (including beneficiaries and private businesses) estimate at USD 61.6 million. The Financing Agreement was signed on 28 February 2017 and became effective on the same date. The Project Completion Date is 31 March 2023 and the Financing Closing Date is 30 September 2023.
The AIMS now invites all reputable consulting firms, eligible to IFAD Financing to provide services for the Promote farmer investment on Cassava VC including extension and market as below.

Objectives of the Assignment
The objectives of the assignment are to demonstrated a good system for improvement of sustainable cassava production through the selection of healthy seeds and invest in private sector nurseries producing healthy seeds and selling the healthy seeds to farmers along with providing technical advice on soil nutrition management and techniques in production to farmers.
Scope of Work
This intervention expects to reach 10,000 cassava farmers (HHs) and value chain actors in the 9 selected provinces by:
A consulting firm will be selected in accordance with the Quality-and-Cost-Based Selection (QCBS) and a quality to cost ratio of 80:20 will be applied in evaluating the proposals as specified in procedures set out in the IFAD Procurement Handbook Version September 2010 and in consistency with the RGC Procurement Manual (PM) for Externally Financed Project in Cambodia Updated Version May 2012.
Expressions of interest (EOI) will enable The Royal Government of Cambodia (RGC) to shortlist eligible consultants indicating their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services in responding to TOR (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
