Cambodia ‘s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by Food and Agriculture Organization of the United Nation, Ministry of Environment and Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fishereis (MAFF).

Project Support Officer

Position Summary

PROJECT TITLE: CLIMATE ADAPTATION AND RESILIENCE IN CAMBODIA’S COASTAL FISHERIES DEPENDENT COMMUNITIES (GCP/CMB/037/LDF)

EMPLOYMENT TERM: Full-time

DUTY STATION: Phnom Penh with travel to Kampot, Kep, Preah Sihanouk and Koh Kong

DURATION: 8 Person Months with 3 Months Probationary Period

OBJECTIVE AND JUSTIFICATION OF THE PROJECT

The FAO-LDCF project entitled “Climate Adaptation and Resilience in Cambodia’s Coastal Fishery Dependent Communities”, (“CamAdapt”), with the objective “Coastal fishery dependent communities adapt to climate change through strengthening coastal ecosystem and adapting their livelihoods” will help Cambodia’s coastal communities become more resilient to climate variability and change.

REPORTING LINES

The Project Support Officer under PMU, and the overall supervision of the Project Manager of MoE. He/she will work in coordination with the Senior National Specialist, and Finance and Procurement Officers in Phnom Penh.

TECHNICAL FOCUS

Under the overall supervision of the General Directorate of Natural Protected Areas, the PMU’s Senior National Specialist, Project CamAdapt team Ministry of Environment, Phnom Penh, and in close collaboration with the Finance and Procurement Officers, international and national consultants, he/she will be responsible for the overall finance & administrative and logistics supports to the project.

TASKS AND RESPONSIBILITIES

The Project Support Officer will have strong technical background on business administration, project administration and financial management.

Expectations - Duties, Responsibilities
  • Specifically, he/she will:
  • Finance:
  • Provide administrative, financial, and operational support to the project;
  • Prepare local travel authorizations and initiate them in the system and monitor the submission of mission travel claims;
  • Review cash advance requests and cash advance clearances, and process payment requests for the project;
  • Creating reports on project spending, budget variances, and other financial metrics
  • Support the finance team in developing and monitoring project budgets
  • Keep an updated record of the inventory of supplies; materials and assets under the project;
  • Procure petty cash items when required and requested by the finance team and the Phnom Penh MOE, PMU
  • Perform related tasks when required.
  • Administration:
  • Scheduling meetings, and managing travel arrangements
  • Booking flights, hotels, and other travel arrangements for project team members.
  • Maintain the hardcopy and softcopy filing system and ensure filing of documents and correspondence in accordance with project procedures and standards;
  • Human resources tasks, such as processing payroll and onboarding new employees.
  • Procurement tasks, such as sourcing and purchasing supplies and equipment.
  • Participate in the identification of suppliers and maintain a list of suppliers for the project and support the procurement team;
  • Perform related tasks when required.
Requirements - Skills, Qualifications, Experience
  • MINIMUM TECHNICAL REQUIREMENTS
  • A university degree in business administration, project administration, financial management, or a related discipline
  • At least 5 years of relevant experience in business administration, project administration, and financial management.
  • Relevant knowledge and experiences with GEF’s, UNEP’s and FAO’s projects are extra advantages
  • Proficiency in the use of Microsoft Office is essential.
  • Computer skills including navigating internet searching and other programs used by the project.
