Position Summary
Project Officer is responsible for building capacity of Self-Help Groups (SHG), Agricultural Cooperatives (AC) and smallholder farmers in social capital, strengthening AC’s institutional capacity, coordinating, and supporting individual farmers/producers, self-help groups (SHGs) and agricultural cooperatives (ACs) to determine, plan and implement agribusiness and agriculture value chains tailored to their needs and market demands. S/he will work in close collaboration with the project team to assist producers in developing and managing their agribusinesses towards upgrading the value chains, increasing production of native chicken and vegetables.
This incumbent will be based in Seim Reap province with occasional travel to provinces and reported to Project Coordinator and Program Manager.
- Strengthen Self-help groups and Agricultural Cooperative (30%)
- Facilitate formation and capacity building of SHGs and ACs.
- Facilitate building social capital and community cohesion through training on value based holistic community development and 12 cornerstones to SHGs, ACs and smallholder farmers.
- Support ACs to ensure the AC’s financial reports, data, and Catalyse Leverage Fund (CaLF) reports are produced and submitted on time.
- Facilitate for conducting AC capacity assessment by using the CAT tool, and support in developing and implementing the improvement plan.
- Support ACs in developing and implementing strategy and business plans.
- Ensure functioning of Project Management Committee Coordination (PMCC) at the district/commune level.
- Assist the Project Coordinator/provincial program manager to support ACs for local resource mobilization.
- Transfer of Agriculture technical training, skill and technology adaptation (30%)
- Identify and establish farmer-owned field demonstrations for poultry and horticulture prototypes for farmers to practice, learn and replicate.
- Mobilize successful producers and community Agro-vet entrepreneurs (CAVEs) and Vegetable Trainers (VTs) to transfer technical skills on animal production and horticulture to new farmers.
- Facilitate to ensure the smallholder farmers receive and adapt agricultural technical skills to increase production and productivity.
- Ensure that nutritious forages and balanced feeding techniques are adopted by farmers.
- Ensure that vaccinations to animals against major diseases are carried out at regular intervals.
- Ensure that farmers adapt good agriculture practice (GAP) and one-health practice.
- Conduct follow-up and provide appropriate technical solutions to farmers, and timely document and report on issues and resolutions.
- Facilitate exposure visits and exchange learning between farmers and entrepreneurs.
- Update training materials and methodologies on vegetable farming tailored to the needs of farmers based on the Heifer’s training curriculum manual.
- Work with Agricultural Cooperatives to identify and provide the TOT on vegetable farming to vegetable focal persons (VFP).
- Work with ACs and VFP to form the network of vegetable farmers/SME.
- Providing coaching support to ensure the VFP to successfully deliver the technical training on vegetable farming techniques and farm management to vegetable farmers.
- Lead in the identification and establishment of model field demonstrations for vegetable farms for farmers to learn, practice and replicate.
- Work/partner with input suppliers to providing technical coaching and mentoring to ensure the adaptation of greenhouse and solar water pimp irrigation.
- Provide technical coaching support to ensure vegetable farmers/SMEs to develop the business plan, production plan and update crop calendars to meet the market demands.
- Join the study research of vegetable on the vegetable innovative and recommend for improvement of vegetable programming.
- Document and disseminate best practices and lessons learned in relation to vegetable farms.
- Provide agricultural advice for improvement and diversification of vegetable production.
- Provide technical assistant and coaching in improving climate smart agriculture practices by using farmer field schools approach including field days, agricultural forums, workshops, and training events.
- Agribusiness development of AC and smallholder farmers (20%)
- Assist in conducting value chain assessment to identify gaps along the chain and develop recommendations to improve the selected value chains.
- Support ACs to ensure the business hub is functioning and benefiting for the members and smallholder farmers.
- Coordinate trainings on LINK methodology and Business Model Canvas for AC.
- Support ACs to conduct the agriculture value chains including studying and analysing demand and supply gap, price and markets.
- Assist smallholders, SHGs and ACs to determine the market-demand agribusiness and support them to develop and analyse the business plans and scale-up their agribusinesses.
- Follow-up and provide on-going coaching to the smallholder farmers, SHGs and ACs to successfully manage and run their agribusinesses and enterprises.
- Support the participation of youth and women in agricultural value chains and Agri-enterprises.
- Market development and access to finance (10%)
- Joint identifies and maps the potential markets, buyers including restaurants, hotels, wholesalers, and retailers for the vegetable products.
- Facilitate for creating the contract farming between ACs, smallholder farmers and buyers for vegetable products.
- Conduct value chain assessment to identify gaps along the vale chain actors and develop recommendations on how to improve the vegetable value chains.
- Facilitate in identifying and connecting ACs with MFIs and/or banks to increase credit or financial services for smallholder farmers and ACs to upscale the vegetable production.
- Facilitate in connecting private sectors and companies to provide quality agriculture inputs to smallholder farmers and ACs.
- Joint facilitates in organizing multi-stakeholder consultation meetings, workshops, and Business to Business (B2B) meetings for better market linkages.
- Project Management (database and reporting) (10%)
- Prepare and implement the project monthly, quarterly and annual plans in line with project Detailed Implementation Plan (DIP) and log frame.
- Prepare project monthly, quarterly, semester, and annual reports including project impact stories.
- Actively participate in project plan development and management team meetings to update the project progress, challenges and development improvement plan.
- Document successful stories, successes and lessons learned for internal programmatic use and external sharing.
- Prepare regular written and oral reports on agricultural aspects of the project for presentation to the Project Manager, project team and other stakeholders.
- Support ACs and smallholder farmers to collect and report local leverage resources (LR) of the project.
- Record and manage database on SHG, AC, CAVEs and producers and buyers list.
- Participate in project design, developing annual workplan and budget plans.
- QUALIFICATIONS AND SKILLS:
- Bachelor or associate degree in Rural Development or Agronomist or Business Administration, plus at least five years of experience in fields related to agriculture value chain and agro-enterprise development (specifically livestock and vegetable/and or fish enterprises).
- Knowledge and experience in agriculture value chain and agro-enterprise development.
- Experience in agriculture extension in poultry, vegetable and aquaculture is a plus.
- ESSENTIAL COMPETENCIES:
- Knowledge of and experience with or within community organizations.
- Demonstrated proficiency in Khmer, both spoken and written; proficiency in English is a plus.
- Good communication and facilitation skills.
- Good understanding of and sensitivity for poverty, social and ethnic issues.
- Knowledge of project management.
- Ability to perform multiple tasks with minimal supervision.
- Time management and ability to prioritize multiple tasks.

Position Summary:
- Project Officer is responsible for building capacity to project beneficiary in term of primary school education and community forestry to align with project detail implement plan and milestone.
- This incumbent will be based in Sandan district, Kampong Thom province with occasional travel to provinces and reported to Project Coordinator. Local person is encouraged and priorities.
- Project budget planning and monitoring.
- Conduct project orientation to authority and stakeholders.
- Day to day transform knowledge transfer to project beneficiary in zone of implement.
- Ensure project implement effectively in target area.
- Participate meeting within organization level and relevant partner entity.
- Develop project progress report.
- Participate project monitoring and evaluation.

- Ensure project support document filling in properly.

- QUALIFICATIONS AND SKILLS:
- Successful grade 12 degree or associate degree in Rural Development or Business Administration.
- At least two years of experience in fields related with agricultural cooperative or community development entity.
- Knowledge and experience in agriculture and community development.
- Experience in education (primary school) and community forestry extension is a plus.
