Project Officer (1 Position)

Overview:
Lutheran Hope Cambodia Organization (LHCO) is seeking a detail-oriented and proactive Project Officer to support the financial operations of the project SmartAgriCambodia initiative. This project, supported by the Czech Development Agency (CzechAid) under the Ministry of Foreign Affairs of the Czech Republic, brings advanced agricultural technology and knowledge to Cambodia, fostering innovation and sustainability in rural communities.
The Project Officer will play a central role in coordinating project activities, with a strong emphasis on field-level implementation and support. S/he will ensure effective communication between partners and target groups, monitor progress on the ground, and assist with organizing trainings, workshops, and field visits. By maintaining close engagement with stakeholders in the field, the Project Officer will help drive the successful and impactful delivery of this project.
- Project Coordination:
- Oversee and coordinate the project: SmartAgriCambodia in Battambang from planning through to execution.
- Coordinate project activities with local partners, stakeholders, and community leaders.
- Technical Support:
- Provide expert guidance on modern agricultural practices, focusing on smart agriculture innovations.
- Assist in the development and delivery of training programs for local farmers and extension officers.
- Project Management:
- Develop, monitor, and report on project timelines, budgets, and performance indicators.
- Identify process improvements and innovative solutions to enhance project outcomes.
- Stakeholder Engagement:
- Collaborate with government agencies, agricultural bodies, and industry partners to ensure alignment with national and local agricultural strategies.
- New Initiatives:
- Participate in writing and developing new project proposals to secure funding and expand project impact.
- Bachelor’s degree in Agriculture or a related field.
- Experience in the agro-industrial sector, non-profit sector or within the state sector (e.g., MAFF, PDAFF, extension officer).
- Proven track record in project coordination/ administration, preferably within agricultural projects.
- Experience working with Agricultural Cooperatives is highly desirable.
- Driving license
- Strong leadership, coordination, and communication skills.
- Ability to work both independently and collaboratively in a diverse team environment.
- Proactive approach to problem-solving and innovation in agricultural practices.
- Ability to translate simple texts from Khmer to English or English to Khmer.
- Adaptability and willingness to participate in field trips.
- Strong interpersonal skills and ability to engage with diverse groups.
- Capable of handling various administrative duties effectively.
Finance Assistant (1 Position)

The Finance Assistant will play a key role in ensuring financial compliance, maintaining accurate documentation, and facilitating financial coordination between project stakeholders, contributing to the effective implementation of this transformative initiative.
- Financial Management & Compliance:
- Assist in managing day-to-day financial transactions, ensuring compliance with CzechAid, and organizational financial regulations.
- Maintain accurate financial records, track expenses, and ensure timely reconciliations.
- Support the preparation of financial reports and documentation in accordance with project and donor requirements.
- Process payments, invoices, and budget allocations, ensuring financial accuracy and transparency.
- Support internal and external audits, ensuring proper financial controls are in place.
- Budget & Reporting Support:
- Assist in budget preparation, financial planning, and expenditure monitoring.
- Prepare financial statements and reports for submission to CzechAid and other project stakeholders.
- Work with the Project Manager to review financial data and ensure alignment with project activities.
- Stakeholder & Partner Coordination:
- Work closely with project implementing partners (National University of Battambang, Czech University of Life Sciences) to coordinate financial operations.
- Support the financial aspects of donor reporting, ensuring clarity and accuracy in all financial submissions.
- Assist in financial communications with CzechAid, government agencies, and project stakeholders.
- Administrative & Operational Support:
- Maintain and organize financial records, contracts, and receipts.
- Provide financial administrative support to the project team as required.
- Ensure compliance with local tax and financial regulations.
- Assists in logistics and materials arrangement for program and operation.
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Minimum 1 year of experience in finance, accounting, or project financial management.
- Experience in NGO financial management or donor-funded projects is highly desirable.
- Strong organizational skills and keen attention to detail.
- Proficiency in financial documentation, budgeting, and donor reporting.
- Ability to work independently and manage multiple financial tasks efficiently.
- Excellent proficiency in Khmer and English (written and spoken).
- Familiarity with financial software or accounting systems is an advantage.
- Strong interpersonal and communication skills for effective collaboration with project partners.
