Job Purpose
The Project Officer will support the planning, coordination, implementation, monitoring, and reporting of Disaster Risk Reduction (DRR), Early Warning for All (EW4ALL), climate resilience, and disaster preparedness initiatives implemented by the National Committee for Disaster Management (NCDM). The position will work closely with government institutions, development partners, UN agencies, NGOs, academia, and the private sector to ensure effective implementation of project activities and achievement of project objectives.
- Project Planning and Coordination
- Support the preparation and implementation of annual work plans, activity schedules, budgets, and procurement plans.
- Coordinate project implementation with NCDM departments, PCDMs, DCDMs, CCDMs, and development partners.
- Organize coordination meetings, technical working groups, workshops, and stakeholder consultations.
- Ensure project implementation complies with approved work plans, donor requirements, and NCDM policies.
- Support the integration of DRR and climate resilience into national and sub-national development planning.
- Project Implementation
- Support implementation of project activities related to:
- Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM).
- Early Warning for All (EW4ALL) and Community-Based Disaster Risk Management (CBDRM).
- Disaster preparedness, response, contingency planning, risk assessment, hazard mapping, and simulation exercises.
- Emergency Operations Center (EOC), PRISM, CAMDi, EWS-1294 registration campaigns, and flood monitoring systems.
- Development of DRM manuals, guidelines, standard operating procedures (SOPs), training materials, and capacity-building programmes.
- Capacity Building and Stakeholder Engagement
- Coordinate training workshops, Training of Trainers (ToT), consultations, and simulation exercises.
- Prepare technical and training materials and monitor training effectiveness.
- Build and maintain effective partnerships with government agencies, UN organizations, NGOs, academic institutions, and development partners.
- Promote multi-sector coordination, knowledge sharing, and documentation of lessons learned and best practices.
- Monitoring, Reporting, and Knowledge Management
- Monitor project progress against work plans and performance indicators.
- Conduct field monitoring visits and collect, verify, and analyse project data.
- Prepare monthly, quarterly, annual, and donor reports.
- Maintain project documentation, databases, and filing systems.
- Prepare success stories, case studies, communication materials, and support project evaluations.
- Other relevance Responsibilities
- Promote gender equality, disability inclusion, protection, and social inclusion throughout project implementation.
- Ensure meaningful participation of women, persons with disabilities, and vulnerable groups in project activities.
- Perform other duties assigned by the Project Manager or NCDM leadership.

- Bachelor's Degree in Disaster Management, Project and Program Development, Environmental Science, Climate Change, Geography, Natural Resource Management, Rural Development, Public Administration, or other related fields.
- Relevant professional experience in disaster management, disaster risk reduction, climate resilience, emergency management, or related fields. for 5 years as a minimum
- Demonstrated experience in project coordination, implementation, monitoring, and reporting.
- Experience working with government institutions, development partners, UN agencies, or NGOs.
- Experience organizing training, workshops, consultations, and donor-funded projects is highly desirable.
- Sound knowledge of DRR/DRM policies, the Sendai Framework, Sustainable Development Goals (SDGs), and EW4ALL.
- Good understanding of contingency planning, humanitarian coordination mechanisms, monitoring and evaluation.
- Familiarity with PRISM, CAMDi, and other disaster information management systems is an asset.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and data management applications.
- Experience with GIS or disaster information management systems is an advantage.
- Excellent written and spoken Khmer.
- Good written and spoken English.

Job Purpose
The Administrative and Finance Assistant provides financial, accounting, procurement, administrative, and logistical support to ensure efficient implementation of project activities in compliance with NCDM, Royal Government of Cambodia, donor, and applicable UN financial procedures.
- Financial and Budget Management
- Maintain accurate financial records, payment vouchers, cashbooks, and supporting documents.
- Process payments, verify financial documents, and monitor project expenditures.
- Support budget preparation, expenditure tracking, budget revisions, and financial forecasting.
- Ensure compliance with NCDM, government, donor, and project financial procedures.
- Accounting and Financial Reporting
- Record financial transactions and maintain accounting records.
- Prepare bank reconciliations and verify invoices and receipts.
- Prepare monthly, quarterly, annual, and donor financial reports.
- Support internal and external audits and ensure timely follow-up on audit recommendations.
- Procurement and Administrative Support
- Assist in procurement planning, documentation, quotation processes, and contract administration in accordance with project procedures.
- Support the organization of meetings, workshops, training events, travel arrangements, and logistical activities.
- Maintain filing systems, office supplies, project assets, and inventory records.
- Compliance and Other Responsibilities
- Ensure compliance with government regulations, donor requirements, internal controls, and applicable UN financial procedures.
- Maintain confidentiality and proper financial documentation.
- Perform other finance, procurement, and administrative duties assigned by the Project Manager.

- Bachelor's Degree in Accounting, Finance, Business Administration, Economics, Public Finance, Commerce, or a related field.
- Finance, accounting, or project administration for 2 years as a minimum
- Have knowledge or have similar working experiences with externally funded projects and programs,
- Ability to work individually, collaboratively with the national and international team
- Advance in spoken and written English and Khmer.
- Experience with government institutions, UN agencies, NGOs, or donor-funded projects is desirable.
- Experience in financial reporting, procurement, budgeting, and project administration is an asset.
- Sound knowledge of accounting principles, financial reporting, budget monitoring, procurement, audit processes, and internal controls.
- Familiarity with government financial regulations and donor compliance requirements.
- Knowledge of UN financial procedures or ERP systems is an advantage.
- Proficiency in Microsoft Office (particularly Ms. Excel, Word, and PowerPoint).
- Experience using accounting software or ERP systems is an advantage.
- Fluent in Khmer with good written and spoken English.
