The position is for the SCOPE-PFM Project
Through an EU-funded project, YRDP will implement the Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM) initiative, running from April 2026 to March 2028. The project aims to enhance transparency, accountability, and citizen participation in Cambodia’s public financial management (PFM) system.
Report to: Program Manager_ Youth Engagement in Social Action and Youth Investment for Employment and Leadership Development

Unit: Youth Engagement in Social Action
Purpose of the Position: The Project Officer will oversee the planning and implementation of project activities, manage and monitor the project budget, and ensure activities are carried out in accordance with project documents. The position will ensure that the project aligns with YRDP’s organizational philosophy and achieves its goals, objectives, strategic plan, technical approaches, and donor requirements.
- Provide technical and financial support to 20 youth clubs/initiatives addressing public financial management oversight, national budget monitoring, climate finance, and climate justice, ensuring accountability, transparency, and participation
- Work closely with youth groups and youth clubs to promote local-based and participatory project implementation in collaboration with local authorities, contributing to improved local governance and public service delivery
- Monitor the implementation of youth-led projects at implementation sites to ensure technical quality and to prevent administrative and technical errors
- Process cash advances and liquidations, ensuring compliance with relevant organizational policies and procedures
- Manage and lead two training courses on policy gap analysis
- Manage and lead three training courses on advocacy and influencing
- Engage youth with activities of project networks on promoting civic engagement in PFM, national budget, Access to Information, and Budget working group (BWG)
- Manage and lead four youth debating and six youth dialogues with multi-stakeholders on PFM, national budget, tax fair monitoring, climate finance and climate justice
- Manage project budgets and action plans in line with donor allocations and requirements, working closely with the Program Manager and Finance Department to ensure compliance
- Coordinate 20 podcast episodes related to the project
- Produce monthly report, including activity reports, outcome harvesting, and annual reports for the program as per EU reporting requirement

- Bachelor's Degree in Development Studies, Sociology, Rural Development, Economics, Environment, Human Rights, Laws, Political Science, or related fields
- At least of experience in project management, including planning, budgeting, implementation, and reporting for 2 years
- Knowledge of and/or experience in national budget processes, public financial management (PFM), climate finance, and climate justice is an advantage
- Experience working with and demonstrated passion for engaging youth from diverse backgrounds
- Ability to support youth‑led actions, including the design and implementation of their initiatives
- Experience working on EU‑funded projects is strongly preferred
- Good written and spoken communication skills in both English and Khmer
- Strong computer skills, particularly in Microsoft Word, Excel, and PowerPoint
- Good interpersonal skills, including communication, facilitation, problem‑solving, time management, and task management
- Willingness to work on weekends and public holidays, and to travel and stay overnight in remote communities as required
Administrative and Procurement Officer

Purpose of Position: To be responsible for maintaining day to day administration, procurement process and compliance in order to meet legislative requirements and support organization operation.
- Administration’s Responsibilities:
- Arrange and coordinate staff meetings, trainings, workshops, including refreshments and meeting materials.
- Provide logistical support for management field trips, internal and external meetings, trainings, and workshops.
- Ensure office facilities, equipment, and general work environment are properly managed, clean, and well maintained.
- Supervise office assistant, cleaner, and security guard to ensure effective service delivery.
- Coordinate office vehicle requests, maintain vehicle logbooks, and follow up on vehicle maintenance and servicing.
- Maintain an up-to-date asset register and manage asset-related processes including physical verification, handover, disposal, and reporting for staff and donors.
- Monitor and control the usage of stationery and office supplies.
- Draft administrative letters and official correspondence.
- Maintain accurate tracking of incoming and outgoing letters and documents.
- Collect, organize, and file minutes and reports from organizational activities such as staff meetings, management meetings, Board meetings, donor meetings, and capacity-building sessions.
- Review utility bills (water, electricity, telephone, internet, etc.) for accuracy and ensure timely processing.
- Manage advances and settlements related to Administration and Finance expenditures, ensuring proper supporting documentation and compliance with internal policies.
- Collect staff timesheets, verify accuracy of staff allocation and leave requests, and ensure proper documentation and filing.
- Coordinate staff insurance matters, including enrollment, updates, and follow-up with service providers.
- Support recruitment processes by assisting the manager with staff announcements, payment preparation, application collection, coordination with relevant departments, scheduling interviews, administering written tests, and maintaining recruitment records.
- Liaise with local authorities and relevant government institutions when legal, regulatory, or administrative support is required.
- Perform any other duties as assigned by the supervisor to support organizational operations.
- Procurement’s Responsibilities:
- Identify procurement needs in coordination with user departments and in line with the organization’s annual preferred supplier list.
- Support procurement planning for projects and departments to ensure timely and cost-effective sourcing of goods and services.
- Provide procurement guidance and technical advice to internal stakeholders.
- Lead the end-to-end procurement process, including sourcing suppliers, requesting quotations, preparing bid/quotation comparison analyses, and processing approvals in full compliance with donor and organizational policies.
- Prepare procurement-related agreements, contracts, and supporting documentation.
- Ensure transparency, fairness, and proper approval processes are followed throughout procurement activities.
- Issue Purchase Orders (POs) and follow up with suppliers to ensure timely delivery.
- Ensure goods and services meet required specifications and quality standards, and prepare or verify Goods Received Notes (GRNs).
- Negotiate prices, delivery terms, and payment conditions to achieve best value for money.
- Prepare and manage contracts, framework agreements, and service agreements.
- Monitor supplier performance and address any issues related to quality, delivery delays, or non-compliance.
- Maintain complete, accurate, and well-organized procurement files and records.
- Verify delivery notes, invoices, and supporting documentation for accuracy and completeness.
- Support internal and external audits by providing procurement documentation, explanations, and reports as required.

IT Assistant

- Configure, administer, and maintain all IT equipment used by YRDP.
- Manage the organization’s network infrastructure, including servers, workstations, telephones, printers, routers and switches.
- Carry out routine system troubleshooting, maintenance, and software/hardware upgrades.
- Develop and implement system backup and disaster recovery plans.
- Monitor server backup tasks and set up new IT equipment as necessary.
- Provide daily technical IT support and user training to staff as needed.
- Coordinate with internet service providers (ISPs) and IT vendors to ensure stable internet and service continuity.
- Manage user accounts, system permissions, and email services via Microsoft 365 or others as required.
- Website and Digital Platforms
- Maintain and update the official YRDP website, ensuring appropriate security measures are in place.
- Upload announcements and other content in collaboration with the communications team or project team.
- Coordinate with the website hosting provider to ensure availability and technical support.
- Support the integration and use of digital platforms that aid program delivery and outreach.
- Procurement and Asset Management
- Participate in the ICT procurement process to ensure compliance and cost-effectiveness.
- Maintain an accurate inventory of all ICT assets for internal use and auditing purposes.
- Ensure that all ICT purchases follow YRDP procurement policies and offer value for money.
- Coordination and Other Duties
- Coordinate with the finance and admin teams for ICT-related payments and budget planning.
- Assist in documentation and reporting related to IT tasks and improvements.
- Provide timely IT support for outreach events, training sessions, youth forums, and workshops.
- Promote a positive, solution-oriented IT culture within the organization.
