Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

WP has been granted a three-years Promoting Primmary Education for of Out of School Children (Edu4OSC) Project funded by Plan International Cambodia.

Position Summary

The position is for Out of School Children Project

Report To: Program Coordinator

PURPOSE OF POSITION:

The Project Officer- OSC is responsible to support implementation of the project activities of Edu4OSC project in Stung Treng at target 5 districts. The position will support increase the quality of teaching and learning of marginalized Children, Adolescent and Young Women (CAY) particularly and CAY with disabilities, (Sponsored Child, minority, LGBTIQ+) on numeracy and literacy and have transitioned successfully from primary levels with quality..

This position will support Program Coordinator and other relevant staff who are responsible to implement the Edu4OSC Project and will also work as partnership with PLAN INTERNATIONAL CAMBODIA, Ministry of Education Youth and Sport, and others stakeholders in implementing the project activities within the geographic area of project.

Duties & Responsibilities:
  • Capacity - Building
  • Conduct capacity-building workshops for school management
  • Develop gender-sensitive counseling guidelines and toolkits.
  • Lead the coordinator support preparation for awareness or enrolment campaigns or community conversations for OSC
  • Coordinate with PoE/DoE for capacity building to school management and School Management Committee to develop school development plans
  • Collaborate with PoE/DoE organize Leadership and Management , school management and teachers on school-based management, Gender and Inclusive teaching methodology, Accelerated Learning teachers on Teaching Pedagogy, early grade
  • Support to set-up ICT materials for primary schools to support the model school standard implementation
  • Collaborate with school director support establish extra-learning curricular for OOSC
  • Community & Engagement
  • Engage parents and community in support children retain school
  • Build partnerships with community networks, local leaders, and parent committees.
  • Collaborate with Commune Council(CC)/Commune Child Woman Committee (CCWC).
  • Develop Workshop Materials
  • Work collaboratively with PLAN INTERNATIONAL CAMBODIA in gender -sensitive counseling tools kit update.
  • Support development of Student Learning Club materials
  • Support the development of tools, systems, processes and approaches that continuously improve technical excellence and impact in the area of inclusive and gender responsive
  • Student Participation
  • Promote students’ participation, leadership, and inclusion in all project initiatives.
  • Promote inclusion of both girls and boys in soft skill and life skills sessions.
  • Gender Equity
  • Support gender-equity messaging in schools and communities.
  • Provide information inclusive and gender responsive data and materials, such as special reports, photographic and sound recordings, etc. related to the programme, as and when required.
  • Reporting/ Monitoring
  • Prepare weekly, monthly work plan and budget plan submit to Program Coordinator
  • Maintain database of partners supporting student development.
  • Collect data, track beneficiaries, gather community feedback, document success stories, and report progress against project indicators.
  • Submit Monthly, Quarterly and Annual Reports to Program Coordinator
  • Submits action plans and activity reports on programme activities to Program Coordinator.
  • Jointly conduct monitoring/networking visits to project implementation sites and ensures compliance with donor Management Procedures & Guidelines of WP and PLAN in the implementation of the project.
  • Networking
  • Maintain direct communication with Government authorities and non-governmental organisations at national and sub-national levels.
  • Manage and maintain good communication and relationship with all stakeholders such as local NGOs and INGOs under the target area and to seek their support for and implement the program if needed.
  • Other
  • Explore the possibilities for and advise the Director/Program Coordinator on new approaches for development cooperation and working methods that can further improve its overall programme related to inclusive and gender responsive.
  • Perform such other relevant tasks as required for the implementation of the project.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Education, or equivalent , or a related field with a focus on gender, and community development.
Work History:
  • Development sector (NGOs, CSO) for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience with and/or gender/social inclusion related job
  • Experience work in education (primary school)
  • Good experience in project management, budget control and management, advocacy and knowledge management
  • Proven ability in the management of large integrated programs in developing countries; familiarity with, Education for of Out of School Children project, history and development; working with professionals, government ministries and with donor colleagues in country; leadership of large and diverse teams; diplomacy, strong presentation skills, speaking and writing.
Soft Skills
  • Initiative and creative in solving problems with strong facilitation and analytical skills
  • Strong ability to work both independently and in a team
  • Good organizing skills and interpersonal skill
