Salary: Starting salary of USD 800/month during a three-month probation period; postprobation salary subject to performance evaluation.
Contract type: Undetermined Duration Contract (UDC).

POSITION SUMMARY
The Project Officer supports and reports to the Project Manager in delivering services to Manhattan Special Economic Zone (MSEZ) and its tenant clients. The role focuses on processing government-related documentation on behalf of MSEZ clients — including licenses, permits, and other regulatory submissions — and coordinating with relevant Cambodian government offices to ensure timely and accurate completion. The Project Officer also assists the Project Manager with daily routine operational tasks required by the Project Manager. The Project Officer will mostly follow up the progress regularly with an “urgency” mindset and regularly update the Project Manager. The overall purpose of the role is to enable smooth, compliant, and responsive service delivery to MSEZ clients, freeing the Project Manager to focus on higher-level tasks required by top management.
- Prepare application documents and supporting materials/data for submission to government offices, ensuring accuracy, completeness, and compliance with applicable requirements.
- Liaise with relevant government offices, agents, and external consultants to coordinate the preparation and processing of application documents.
- Follow up regularly with government officials on the movement and approval status of submitted documents, and provide timely updates to the Project Manager.
- Prepare payment vouchers and related supporting documentation for fees, disbursements, and other expenses incurred in the application process.
- Conduct research on applicable laws, regulations, and any new government procedures or requirements, and report findings to the Project Manager.
- Assist with administrative arrangements, including transportation and accommodation for clients and members of top management.
- Perform other ad-hoc tasks as reasonably assigned by the Project Manager from time to time.
- Khmer - Fluent is required
- English - Good is preferred
- Chinese - Fluent is required
- Bachelor's Degree in Law, Economics, Business Administration/Management, Public Administration, or a related field
- Government relations/liaison, licensing or compliance, corporate services, or as a project officer/coordinator at a law or consulting firm, special economic zone, industrial park, real estate developer, or Chinese-invested company in Cambodia for 3 years as a minimum
- Prior experience working in a Chinese-language work environment is strongly preferred.
- Khmer at native proficiency, including the ability to draft formal correspondence to government offices.
- Mandatory: Chinese (Mandarin) at fluent level in both speaking and writing. The company operates in a Chinese-speaking work environment; candidates without working Chinese proficiency cannot keep pace with internal communications and will not be considered.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) for drafting documents, maintaining trackers, and preparing reports.
- Strong document drafting and formatting skills in Khmer and Chinese, including formal correspondence to government offices and bilingual templates.
- Fast and accurate typing in Khmer (Unicode) and Chinese (Pinyin or other input methods).
- Ability to research and interpret Cambodian laws, regulations, and administrative procedures relevant to business licensing, investment, taxation, and immigration.
- Familiarity with common workplace tools such as email, file-sharing platforms (e.g. Google Drive, OneDrive), messaging apps (WeChat, Telegram), and scanning/PDF software.
- Excellent communication skills in both written and verbal forms — formal when needed (e.g. correspondence to government offices), and clear, casual, and conversational when communicating internally with the Project Manager and team.
- Proactive with a strong ownership mindset — takes initiative, follows up regularly on the progress of assigned tasks, and proactively updates the Project Manager on work status without needing to be chased.
