Planète Enfants & Développement (PE&D), in partnership with local and international NGOs, is currently implementing the third phase (July 2024- June 2027) of a ‘’Housing and Living Conditions Improvement project (HALI)’’ in four urban poor communities of Phnom Penh. The project aims to improve housing conditions, strengthen community resilience, and promote sustainable living environments.

One of the activities is to support youth-led projects focusing on Environment and Habitat. This activity will bring together students from different academic backgrounds and young residents from HALI target communities to develop projects addressing problems of those communities. The students and young residents will receive trainings and guidance to design and implement collective-impact projects addressing Sustainable Development Goals (SDGs) 6, 7, 11, and 13.

Following a selection process by a committee, two projects will be awarded to implement their projects in targeted communities located in Chbar Ampov district, Phnom Penh.

To support this initiative, PE&D is seeking a qualified Short-term Project Officer to coordinate and implement the activities.

Position Summary:

The Short-term Project Officer will coordinate the youth-led project under the HALI project by mobilizing and supporting students to form teams, providing trainings to develop project proposals, coordinating the small-scale project selection process, and follow-up on implementing the awarded projects.

Duties & Responsibilities:
  • Mobilize and recruit students to participate in the program through a selection process based on defined criteria and interviews.
  • Facilitate the formation of student teams to develop small-scale project proposals.
  • Provide relevant training to equip participants with the knowledge and skills needed to design and implement their projects.
  • Prepare and facilitate workshops for youth and student teams (e.g., kick-off meetings, project development sessions, and restitution workshops).
  • Provide individualized or group follow-up to participants throughout the project cycle.
  • Establish and coordinate a project selection committee and facilitate the selection process of the proposals.
  • Work closely with the HALI project team to plan and coordinate project implementation.
  • Prepare and submit monthly activity reports outlining achievements, challenges, and next steps.
  • Submit a final report including lessons learned, recommendations, and case studies.
