Child Rights Foundation Organization (CRF) is a child-focused, not-for-profit, non-political, and non-religious Cambodian non-governmental organization with a mandate to work for full implementation of the United Nations Convention on the Rights of the Child (UNCRC) and other instruments related to children’s issues. CRF was established on November 20, 2000, and registered with the Council of Ministers on 6 March 2001 and subsequently with the Ministry of Interior on 30 April 2004.

CRF, in partnership with Prudence Foundation and Prudential (Cambodia) Life Assurance PLC, is implementing the project “Cha-Ching Money Smart Kids-Phase III” from November 11, 2025, to November 10, 2028, with 800 target schools within 5 Provinces (Phnom Penh, Kandal, Kampong Cham, Siem Reap, and Kampot).

We are now looking for a qualified candidate to fill the position of Project Officer for the above project, who is based in the Phnom Penh office.

As a staff member of the Child Rights Foundation Organization, the Project Officer will commit to upholding the organization's standards and policies related to Safeguarding.

Position Summary

Program: Education

Report to: Project Manager

Duties & Responsibilities:
  • Work closely with the Project Coordination Committee, Project Technical Committee, Project Implementing Committee at Provincial and District, School Directors, and the school level.
  • Representation of CRF at MoEYS, donor agency, partners, stakeholders, and other networks/CSOs that link to project areas,
  • Preparing regular progressive reports, data tracking, and a case study of the project to be submitted to the Project Manager within the agreed timeframe,
  • Prepare a budget liquidity plan and make a budget request for the operation of planned activities.
  • Ensure that all expenditures are spent in line with the policies and procedures and the approved budget.
  • Build close collaboration and participation with relevant partners to guarantee the smooth implementation of the project and achievement of results as specified in the grant agreement.
  • Develop and perform a closed and trusted relationship with other CRF staff and partners,
  • Provide field monitoring, coaching, and mentoring to teachers and students together with Cha-Ching working groups.
  • Maintain all related documents, IEC materials, and photos of the project,
  • 70% of the working day is spent working in the field, and 30% working in the office.
  • Ensure CRF’s Child Protection Policy is well known and implemented with project stakeholders and beneficiaries.
  • To implement other tasks, assign by line supervisor.
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in Finance and Banking, Business Management, Education, or the relevant fields,
Work History:
  • Professional working experience in the education sector or the field for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Must understand and agree with CRF’s vision, mission, and core values,
  • Good knowledge of Information Communication Technology (ICT),
  • Able to use computer MS Office (Word, Excel, PowerPoint, etc.), Internet & Email,
  • Able to use English and understand with both reading, writing, and listening,

  • Demonstrated ability to work with flexibility, efficiency, and diplomacy in a complex environment with various stakeholders,
  • High interpersonal skills, team spirit, and networking capabilities,
