Plan International Cambodia, in partnership with Plan International Ireland and UNICEF Cambodia is implement a project called Saving Lives, Nurturing Futures in Cambodia. We are seeking a qualified candidate for the role of Project Officer for this project, which is anticipated to implement for 9.50 months. Recruitment will only proceed if we are awarded the contract, with an expected start date of 01 April 2026.
S/he will be responsible for supporting a Project Manager for overall coordination of the project monitoring and implementing of the project activities in responsible provinces through working with Provincial Health Departments, operational districts, and Health Facilities for sustained efforts towards improving immunization services in target provinces.
- Planning
- Support a Project Manager to ensure consistency and coherence of project planning, budgeting and monitoring with the overall project and budget in line with the donor requirements.
- Support the Project Manager to develop annual and quarterly plans, and monitoring plans, in line with the project and M&E framework.
- Support the project team to work with PHD, Operational District (OD) officers, Health Center staffs, local authorities and VHSGs in planning outreach activities to integrated community health outreach services sessions, including ANC/PNC; immunization; Vitamin A supplementation; deworming; and nutrition screening for pregnant women and children under five conducted in selected hard-to-reach communities, and document the barriers.
- Coordinate with PHD, Operational District (OD) officers and Referral Hospital to conduct regular on-site coaching for newborn care, including Immediate Newborn Care (INC), and clinical mentorship for maternal care conducted to targeted health facilities on a quarterly basis.
- Support the Project Manager to formulate project activities to include gender transformative aspect in order achieve gender equality outlined in the Policy on Gender Equality and Inclusion.
- Ensure that safeguarding for children and young people risks is included in the project planning and also budget for implementing activity to mitigate those identified risks.
- Implementation
- Carry out project activities in coordination and partnership with Provincial Health Department, Operational District (OD) officers, Health Center staffs, local authorities and VHSGs to support specific vulnerable groups among targeted populations for increase safe delivery coverage, improving quality of maternal, newborn, child and adolescent health and nutrition (RMNCAH&N) services and consistently practice nurturing care.
- Support PHD, OD, RH and provincial core trainers to provide capacity building to healthcare providers to improve maternal, newborn and child health care best practices, lifesaving MNCH equipment and supplies provided.
- Coordinate with the Referral Hospital (RH) to support midwives from remote areas to undertake clinical attachment practice at the Provincial Referral Hospital (PRH).
- Collaborate with PHD, OD, RH to provide on-site coaching to ensure rational use and sound understanding of maternal, newborn and child health care best practices, lifesaving MNCH equipment and supplies provided, and immediate newborn care (INC).
- Collaborate with PHD and OD to organize three quarterly MNCH programme coordination and reviews meetings to address gaps in health facility progress and performance, thereby strengthening effective MNCH service delivery and quality of care, as well as enhancing coordination and partnership.
- Collaborate health center and local authority including VHSGs, CCWCs, village chiefs, core parents and youth group to conduct quarterly integrated community health outreaches in hard-to-reach areas, providing maternal, newborn, and child health services; antenatal care (ANC); postnatal care (PNC); vitamin A supplementation; deworming; immunization; and nutrition screening for pregnant women and children under five as well as community empowerment through raising awareness and improvement knowledge of mothers and caregivers in regard to MNCH care (mother class).
- Support HCs to provide orientation to 960 community structures/mobilizers, including VHSGs, CCWCs, and village chiefs, are oriented on how to facilitate RCCE in hard-to-reach villages focus on healthy behaviors, health risks, care-seeking and to disseminate lifesaving information on maternal, newborn, and child health, as well as infant and young child feeding practices.
- Collaborate with HC, VHSGs, CCWC, and village chiefs reinforce Mother Classes session in remote and hard-to-reach communities within the target provinces, empowering mothers, caregivers, and parents to seek care.
- Collaborate with HC, VHSGs, CCWC, and village chiefs to conduct RCCE to ensure improved knowledge on health care seeking and uptake of MNCH and nutrition services, through mother classes that target pregnant women, new mothers, caretakers, and spouses on healthy behaviors, health risks such as measles and dengue, and care-seeking.
- Collaborated with HC and local authority to conduct quarterly meeting with VHSGs, Village Chief, and youth representative to review all comments and feedback collected from community.
- Conduct Safeguarding Children and Young People (SCYP) risk assessment and mitigation measurements for any event that involved children and young people.
- Support a Project Manager and Field Facilitator to implement project activities as agreed in the project documents and frameworks and agreed with timeframes.
- Coordination and reporting
- Support coordination between PHD, OD, HC/CCWC/VHSG to Improve availability and use of behavioral and social data for routine immunization
- Provide regular/monthly updates on the progress of the projects, including any arising risks and issues to the project manager.
- Support coordination between PHD, ODs, HC/CCWC/VHSG to collect case study/lesson learned based on implementation learnings in areas with ethnic minority
- Participate in regular network meetings including Pro-TWGH in cooperation with the government, and other NGO actors to identify and address barriers
- Work with MERL Officer and the Project team to consolidate and prepare information and other inputs required for progress reports and submit to Project Manager.
- Monitoring, review and evaluation
- Support the Project Manager and MERL Officer to regularly monitor project/program outputs in accordance with the M&E frameworks of the project.
- Conduct monthly field monitoring to provide support to PHD, OD, HC, VHSGs, CWCC, and local authorities for smooth project implementation and achievements
- Monitor the progress of health activities according to the set standards and indicators of the project.
- Support Project Manager to regularly monitor project outcomes as per the M&E framework and regularly update the progress report in the Project Outline and ensure timely closure of the Project Outline in the SAP/ERP system.
- Actively participate in monthly team meetings/reflections with Project Manager, PPM and other Program staff.
- Adhere to the Safeguarding for children and young people and report any incidents in line with local reporting mechanisms.

- Perform other duties as reasonably requested by the Supervisor and Plan International.
- Bachelor's Degree in health (midwifery preferred) or rural development, or related field.
- Good knowledge of international development, community development and programs, especially in terms of Health or emergency area.
- Good knowledge of gender, disaster management, human rights, and child rights.
- Good knowledge of community development and updated information on social development scenario of rural Cambodia;
- Knowledge of the rights-based approach, partnership and working with sub-national authorities.
- Knowledge of project cycle management best practice.
- Knowledge of ethnic minority languages.
