Wathnakpheap (WP) is a local Cambodian NGO which was localised from International NGO, SKIP (Pestalozzi Children Village’s Foundation) and was registered with the Government since 1997. Wathnakpheap has more 20 years extensive experience working with a variety of partners, including local NGOs, international NGOs, and private companies, and for a wide range of donors, including government agencies, multilateral organisations and corporate foundations. WP has been implementing projects for 6 programs areas such as 1) Community Led Child Nutrition; 2) Education for better life; 3) Good Governance and Civic Engagement; 4) Resilient Livelihood; 5) Women Entrepreneurship and 6) Sustainable institution.

Position Summary

Report To : Program Coordinator in Phnom Penh

Project Officer is overall project and budget management to:

  • KH01-094-Play to learn project. Project goal is all girls and boys aged 3-5 years old with and without disability in the project areas achieve age-appropriate developmental milestones.
  • Assistant support to GEDSI focal person of organization in fulfill small grant of GEDSI integration and awareness raising into project.
Duties & Responsibilities:
  • REPRESENTATION
  • S/he represents the Wathnakpheap at provincial level,
  • S/he focal persons to responsibility of project and budget management for project Early Child Education implementation in Chetr Borey districts, Kratie Province.
  • PROGRAMME DEVELOPMENT AND IMPLEMENTATION
  • S/he take overall management, leadership, and technical responsibility of Play to learn project.
  • S/he manages and maintains good communication and relationship with all stakeholders, project implement partner such as local authorities, CBO, PoE, DoE, and other.
  • S/he supervise to Community Facilitators by managing development and implementation of individual work plans, regularly evaluating field staff performance according to established criteria and HR policies, and supporting field staff in their work with communities and local stakeholders.
  • S/he provides technical support to Community Facilitators as in project design, project planning, budgeting and consolidation of all plans. Ensuring that project staffs have appropriate planned to implementation on their groundwork.
  • S/he provide directions and technical support to Community Facilitators to deal with any issue which occurred in the while of project implementing.
  • S/he ensures timely implementation of project activities according to work plans developed with project management.
  • S/he keep monitor and update the tools as timely basic to ensure that the data is accuracy and useable for reporting.
  • S/he orients the tracking tool to all relevant staff to seek for support on the modification and ensuring that the designated staff understand clearly about how to use the tool
  • S/he supports implementation of M&E of the project
  • COMMUNICATION AND REPORTING
  • S/he submits monthly reports and data regularly and on time to Program Coordinator.
  • Coordination with PoE, DOE, other.
  • S/he keeps Community Facilitator duly informed about aspects of her/his activities relevant to them.
  • S/he set up monthly work plan and budget by participation from staff and submit that monthly work plan to program coordinator, and finance manager for seek confirmation note and approve by director.
