The Cambodian Center for Independent Media (CCIM) works to promote independent media, press freedom, freedom of expression, access to information and internet freedom. CCIM focuses on promoting and defending media freedom, freedom of expression, and access to information. CCIM is known for its efforts to support independent journalism and advocate for a vibrant media environment in Cambodia. Currently, CCIM focuses on 1) Citizen Journalists Network 2) Media Training 3) Media and Information Literacy Training 4) Advocacy Efforts.

Project Officer

Position Summary

Report to : Citizen Journalist Program Project Coordinator

Job Summary:

The Project Officer for Citizen Journalist Program is primarily responsible in assisting the Program Coordinator and Trainers in implementing the program activities to reach target output and expected outcomes of the program, including planning and delivering capacity building workshops for target participants, taking the lead in facilitating, planning and conducting of the field mentoring and coaching support target participants and community media initiatives across Cambodia, providing logistic support to the training, and tracking media data & CJ database as well as producing reports upon completion of the training activities of the project. The project officer will also support CJN with its internal and external Monitoring and Evaluation (M&E) requirements.

Expectations - Duties, Responsibilities
  • Participate in the planning of project activities under the unit.
  • Plan capacity building and mentoring and coaching activities.
  • Organize and facilitate the training sessions, physical/virtual meetings, and workshops based on project activities and other events under CCIM.
  • Assist the Program Coordinator in preparing budget planning, advanced requests and advance settlement for the training activities or events of the unit.
  • Assist in the monitoring, evaluation and reporting of the project activities to ensure quality standards are met.
  • Assist the Program Coordinator in collecting and tracking the data of the participants or the number of articles published by citizen journalists and community media teams, as well as data on other projects for the content performance.
  • Support the Program Coordinator in preparing and drafting periodic narrative reports
  • Prepare monthly reports of the project to the Program Coordinator.
  • Input database in M&E (Monitoring and Evaluation) system for the project implemented by the unit.
  • Maintains and updates list (or database) of Citizen Journalists (CJs) with basic and relevant information
  • Assist in the delivery of training courses, or other workshops in accordance to the project agreement and agreed plans
  • Support in administrative and other supportive documents such as meeting minutes, attendance lists, invitation letters, partners and target groups contact details listings.
  • Work with the Trainers and the Program Coordinator in the preparation of the training courses such as drafting training curriculum and agenda, preparing request budget, finding quotations, booking venues, purchasing training materials, attendance list, printing certificates and copying the documents for the training/workshop activities.
  • Monitor and manage social media
  • Monitor and ensure the quality of community media contents on Facebook pages and collect engagement data on website and Facebook pages.
  • Coordinate and monitor the activities of citizen journalists network
  • Collaborate with various units to ensure the delivery of high-quality outcomes and the successful achievement of project objectives.
  • Assist in production and editing news articles and video content
  • Accepts, records and facilitates responses to the needs and concerns of CJs related to CCIM’s services, CJ network and related tasks.
  • Other duties as required
  • Perform other tasks as required by the direct supervisor or Management Committee upon consultation.
  • Work constructively with colleagues in other departments and teams to promote CCIM’s mission, vision and goal
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in media, Journalism, Social Sciences, or Project Management or any other related field.
  • At least 2 years of experience in non-government organizations and other civil society groups, especially the community field work
  • Strong knowledge and skills in project designing, planning, implementation, monitoring, and evaluation.
  • Ability to communicate effectively with various types of personalities
  • Proficient in both spoken and written English communication
  • Ability to work with teams and can handle different personalities across departments
  • Working knowledge on MS Office applications, graphic design software, and other internet applications
  • Sound understanding of Cambodian context in terms of human rights, journalism, freedom of expression, access to information, and media landscape
  • Sound understanding of gender and willingness to promote gender equality and women empowerment both within CCIM and through its projects
  • Demonstrate flexible approach and ability to work under pressure and to organize and manage workload to meet deadlines
  • A passionate and energetic team member with a genuine interest in working to develop independent and professional media, promote human rights and democratic governance.
