Project Officer (1 Position)

Position Summary

We are looking for a Project Officer for the project "Capacity Building on Enhancing Resilience to Forest Fire, and Local Livelihood and Market Linkages" which focuses on the systemic management of forest-related disasters in the Cambodia, Lao PDR, Myanmar, and Vietnam (CLMV) region.

Duty station: Phnom Penh, Cambodia. This position is required traveling to target provinces and some occasional international travels.

Duration: End of March 2026

Expectations - Duties, Responsibilities
  • Role:
  • Ensure that the Project Activities are effectively implemented according to the approved plan and budget.
  • Assist the NTFP-EP- AFOCO CLMV Project Coordinator to identify, establish, and ensure the timely and effective provision of mentoring assistance and project management advice to target community partners/leaders in the establishment of viable and sustainable Community Forest Livelihoods (CFLs) and Community Forest Enterprises (CFEs) in coordination with NTFP Project Partners in selected areas in Cambodia.
  • Coordination and facilitate of training and workshop or other events with local authorities, Forestry Administration and communities
  • Liaison with regional project coordinator, regional project officer and country program manager.
  • Ensure that the community enterprises are being promoted and linkage within country market and international market.
  • Project management and Reporting
  • Responsibilities: The Project Officer in Cambodia will be responsible for the following, viz.
  • Assist the Project Coordinator and the NTFP and AFoCO Project Management staff in maintaining good working relations and coordination with concerned government officials to achieve smooth, timely and effective implementation of project activities.
  • Assist in undertaking a scoping study to evaluate the locally available forest resources in AFOCO-CLMV project sites in Cambodia, evaluate their potential for the establishment of community livelihoods and/or enterprises, and assess the possibilities for expansion of existing community livelihood and enterprises.
  • Coordinate and monitor implementation of approved plans and budget utilization.
  • Responsible for the preparations and conduct of trainings and meetings of project beneficiaries.
  • Maintain a list of local consultants that could be tapped for trainings and provide mentoring services to CFLs and CFEs.
  • Assist in the development of innovative extension/mentoring approaches to reach large numbers of project target beneficiaries.
  • Assist in the preparation of appropriate training and extension materials.
  • Conducts regular field assessments on the progress of CFLs and CFEs in selected sites in Cambodia
  • Assist in the preparation of appropriate project indicators (including baseline indicators) that will enable monitoring and evaluation of the uptake and impact of NTFP-EP initiatives in establishing viable and sustainable NTFP community livelihood and enterprises.
  • Ensure the timely preparation and submission of project requirements and reports.
  • Coordinate and facilitate with other partners, local authorities and FA or other government partners.
Requirements - Skills, Qualifications, Experience
  • At least 4-5 years experiences in project management
  • At least 5-7 years experiences on community development
  • At least 4-5 years experiences in business development and operation planning
  • Master on business management / rural natural resource management and development
