Purpose of this position:
The Project Manager Safe Migration Cambodia leads the overall implementation of the SaMiCa II project, ensuring the timely and high-quality delivery of project results in accordance with approved project documents, budget, and donor requirements. The Project Manager will provide strategic direction, manage the project team and oversee all aspects of the project, including planning, implementation, financial management, reporting, and Monitoring, Evaluation, Accountability, and Learning (MEAL). Additionally, the Project Manager will act as the thematic focal point for migration and supporting technical improvements and ensuring the alignment of project activities with government and donor strategies.
Location: Kamrieng field office, Battambang Province
Work Quota: 100% [full time]
Line Management and Team:
- The job holder reports to the Director of Operations.
- The job holder directly supervises 3 Programme Officers and indirectly 4 Project Officers
Duties & Responsibilities:
- Project Cycle Management (40%)
- Project Planning: In collaboration with the Director of Operations, the Director of Partnership & Strategy and other relevant staff develop and plan an appropriate and effective strategy and mechanisms to deliver project output timely and in high quality. This is being done through SMART log-frame indicators, annual workplans and implementation plans.
- Project implementation: Supervise and coordinate the implementation of the project together with the two project partners and involvement of relevant stakeholders. Provide strategic direction and solutions to address challenges and needs for project implementation (own implementation and partner implementation).
- Staff management: Coach, mentor, train and supervise project staff in order to develop their personal and professional skills, knowledge and understanding of the project’s goals, objectives and project implementation guide. Conduct regular performance reviews for direct reports and, together with the respective staff members, establish an individual development plan.
- Financial Management: Plan, manage and monitor the project budget. Ensure spending is as per organizational and donor regulations, and all supporting documents are accurate. Support preparation of financial reports, budget forecasting and project audits together with the Finance and Admin Unit.
- Reporting: Submit timely, high-quality narrative reports in English. Prepare other documents (assessment reports, case studies, stories, best practices) as per requirements.
- MEAL: Supervise and support the Programme Officer MEAL in the planning and implementation of assessments, monitoring activities and evaluations. Ensure the quality and timely use of MEAL data and findings to inform project steering, adaptive management, and decision-making. Oversee high-quality reporting against the project logframe and indicators, and lead learning exercises and the systematic use of results, lessons learned, and evidence across the project team to strengthen performance, learning, and accountability.
- Maintaining and Strengthening Migration Technical Expertise (30%)
- Thematic Focal Point: Support CACH to maintain and further develop a high-quality migration program that aligns with government strategies as well as donor strategies and policies. Lead in aspects of “migration” throughout Caritas’ Cambodia Country Program, ensuring synergies between projects within the portfolio and with other Caritas projects.
- Technical Oversight of Project Implementation: Strengthen and regularly update project implementation strategies, approaches and coordination mechanisms, providing technical guidance to project staff and partners as appropriate to the context and in alignment with the Cambodia country framework.
- Exchange and representation: Represent CACH at national and sub- national levels in relevant working groups, sector or network coordination. Maintain up-to-date knowledge of trends related to migration, anti-trafficking and related activities (vocational training, social protection, community development and others.) in Cambodia and continuously expand the relevant network in coordination with the Director of Strategy and Partnerships. Actively contribute to enhancing the profile of CACH in the sector.
- Capitalization and Knowledge Management (20%):
- Ensure capitalization of project and program approaches, through quality documentation of impacts, lessons learnt, and case studies around migration.
- Lead project learning activities and facilitate exchanges, dissemination of good practices, and sharing of lessons learnt within the project and with relevant NGOs.
- Support the effective communication of project activities, impacts and quality through collaboration with internal resources and contracting of external service providers (video production, etc) in line with CACH communication standards and guidelines.
- Support the development of concept notes and proposals related to the Caritas Switzerland thematic area of migration.
- Other duties (10%)
- Translate policies and technical documents from Khmer to English and vice versa if and when required.
- Perform additional duties as required by Management.
Expected Profile of Candidates
Languages:
- English - Good
- Khmer - Good
Qualifications:
- Master's Degree in relevant social sciences (labor relations, law, sociology, anthropology, history, human geography or similar area)
Work History:
- Cambodia I/LNGO or institutes that work on local/cross border migration, anti-human trafficking, labor rights, and child protection for 10 years as a minimum
- Experience to manage consortium/complex project in a relevant field for 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
- Strong proven knowledge of migration and social development issues in Cambodia and the Mekong region (especially Thailand).
- Demonstrated project cycle management experience
- Proven leadership experience with strong team management and coaching skills
- Good coordination, facilitation and dialogue skills with government agencies, stakeholders, (I)NGO partners and other CSOs.
- Good communication skills in both Khmer and English, both spoken and written.
- Experience of working with government line agencies, NGOs, CBOs and local authorities, know-how to buy-in & capacity building.
- Knowledge of and experience in gender-responsive programming and gender mainstreaming.
- Practical and theoretical knowledge of the Graduation Approach.
