Project Manager for Children, Youth, and Community for Change (CYCC) (1 Position)
The Purpose of Position:
To provide overall leadership and management and deliver the Children Youth and Community for Change (CYCC) project results, including project planning, budgeting, implementing, monitoring, and reporting. This position is accountable for the quality, enhancing local empowerment, and sustainability of the development in the community in close collaboration with Project Officers. H/She will contribute to the overall strategic direction of FH Cambodia to ensure the smooth implementation of activities in the field.

- Key Result #1: Project Quality and Impacts
- Lead project team to implement projects which respond to the community priorities and prepare Annual Operating Plans that meet the standard of FH and Transform Aid International (TAI) and are submitted on time.
- Lead and guide project team to deliver high quality of project intervention aligning to project design/logframe.
- Support and manage innovations and new initiatives to improve project quality and impact to the most vulnerable.
- Initiate and guide the project team to implement “Inclusiveness” to each thematic intervention to ensure the responses are addressing their vulnerability causes.
- Lead to develop Project Transition plan and ensure the implementation of the plan in consultation with key stakeholders and inclusive community members
- Enable organizational learning and reflection – document evidence based from project implementation and share learning across organizations.
- Lead the project team to collect data, analyze and use data to inform adjustment of project implementation.
- Key Result #2: Manage Child Partner Performance in Aligning to FH and Donor Standard
- Provide leadership in maintaining the agreed number of child partners and including taking appropriate actions to replace child partners as necessary.
- Regularly check about sponsorship issues within the AP and help staff solve them.
- Lead integration of child partners and their families participate in other thematic interventions.
- Key Result #3: Financial Management and Donor Compliance
- Review and approve project expenditures in line with assigned levels of authority, and ensure appropriate standards of investing wisely and accountability and compliance with FH and TAI financial policies and procedures.
- Lead and support in coordination of overall budget planning and management for projects, in line with FH and TAI requirements and procedures
- Ensure budget monitoring applied by all project officers to track all records for budget expenditures
- Prepare quarterly procurement plans and get approval for timely purchase of materials along with other projects to ensure wise use of resources.
- Lead project teams in the field to reflect the budget expenditures against plans in quarterly basics.
- Ensure that any unspent budget quarterly is updated and necessary adjustment should be communicated to the Director of Programs and Finance and Support Services Manager.
- Key Result 4: Build and Maintain the Quality of Stakeholders/Partners Engagement
- Represent FH Cambodia in networking and partner meetings externally at commune, district or provincial level.
- Initiate networking and collaboration with new external partners in the same project coverage areas.
- Develop and maintain relationships with donors including communication of project progresses, hosts effective visits, responds to queries, and meets funding requirements.
- Maintain relationships with donors and sponsors including hosting quality visits as per approved requests.
- Key Result 5: Team Leadership and Management
- Create room for ongoing growth and learning and support their professional and personal development through on the job coaching and personal development plans.
- Conduct Performance Management System for direct reporters.
- Build and promote a culture to foster the integrity, accountability, learning and growth in the project.
- Handle staff concerns, provide solutions, guidance and resolve staff performance issues, staff well-being concerns.
- Coordinate with all staff and develop integration plans (monthly and quarterly) for quality thematic intervention in the projects.
- Requirements:
- A vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor, and in full agreement with FH’s Christian beliefs.
- Excellent people skills including warmth and sensitivity, conversational, able to relate to and effectively communicate with people from different cultures (at various levels within the organization);
- High integrity and a strong sense of professional ethics;
- Sound experience in project and program design, implementation, monitoring, evaluation, and report writing.
- Able to self-manage a diverse and dynamic set of responsibilities, proactively solve problems and / or suggest viable solutions while advancing goals and objectives;
- Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and / or GoToMeeting;
- Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes;
- Strong people management skills / interpersonal skills with the ability to motivate, teach and mentor staff and volunteers;
- Comfortable and persuasive when speaking before both large and small groups;
- Ability to travel to targe area and stay district level.
- High-level integrity and initiative taking and positive attitude towards learning and sharing.
- Education Experience:
- Bachelor’s degree or equivalent combination of education and experience in development studies, project management and multi sector development program
- Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial management, and opportunity development
- Language:
- Fluent in Khmer Language and Proficiency in spoken and written English. Ability to write reports, and business correspondence and excellent written and verbal communication skills
