Project Lead
Location: Phnom Penh, Cambodia (with frequent visits to the field province)
Reporting to: Gender Program Manager
Position Overview
The Project Lead is responsible for effectively and efficiently leading, coordinating, and ensuring quality assurance and delivering outcomes and results of a WPM project working to reduce Gender-Based Violence and improve the mental health of indigenous and minority community in Cambodia. Implemented in Stung Treng and Rattanakiri Province, this project aims to enhance GBV prevention and empowerment actions among women, men, and community, improve GBV response intervention capacities, including Gender Responsive Mediation, among local authorities, and increase GBV protection mechanisms through counseling, referral, and multi-sectoral collaboration. The Project Lead will supervise the Project Officers and work closely with partners, stakeholders, and communities to achieve the intended outcomes. In addition, the Project Lead will serve as an effective team player to support the overall work of WPM towards achieving its core mission and in becoming a leading voice in the areas of gender and peace.
- Project leadership and management responsibilities
- Ensure the effective and timely implementation of all project activities including providing training, facilitation, coordinating multi-sectoral partnership, etc. in line with the project strategic objectives, logframe, work plan and within the project budget approved
- Ensure that all project activities and associated requirements implemented within its scope of responsibility, including project expendituress, are transparent and made in accordance to WPM’s policies and in compliance with donor guidelines and requirements.
- Ensure effective team management and provide support and supervision to project team as needed to ensure effective project management and implementation
- Contribute to problem-solving and provide consultation on emerging issues faced by the project and communities
- Monitoring, Evaluating and Reporting Responsibilities
- Regularly monitor project activities and implement projects’ M&E system, ensuring that quality data and relevant information are effectively collected for reporting
- Ensure project reports are produced with quality and submitted on time
- Track and analyze projects’ performance, expenditures, procurement, and report about any possible or current blockers or risks and properly file and maintain project documentation in an organized system.
- Lead the documentation of lessons learned, best practices, and success stories for internal learning and external sharing.
- Track and analyze the changes in project scope, project schedule, project cost, and able to suggest the improvements to all the above
- Facilitation, Communication and Stakeholder Engagement Responsibilities
- Co-lead the development of training curriculum/session planning and provide skills training/facilitation accordingly to the targets
- Represent the project in coordination meetings, forums, and advocacy events at local and national levels.
- Facilitate multi-sectoral collaboration to strengthen GBV prevention and response mechanisms.
- Create and maintain comprehensive project documentation and formulate creative and effective ways to present the project results to target audiences
- Document and follow up on important actions and decisions made during meetings and other project-related gatherings.
- Maintain good relationship with local authorities, CSOs, community leaders, and all key stakeholders to strengthen GBV response mechanisms and to ensure that the project and WPM works are running smoothly.
- Represent WPM in various workshops, conferences, meetings, and networking events.
- Other duties

- Be passionate about gender, feminism, and women’s issues
- At least two years of experience in gender related project coordination and management
- Minimum bachelor’s degree in a related field, law and gender study is a plus
- Excellent verbal and written communication in English and Khmer
- Experience in delivering training and facilitation at various levels
- Experience working with youth, especially adolescent girls and young women
- Be proactive in anticipating priorities without direct supervision
- Basic budgeting skills and understanding of budget management
- Good organizational skills, reporting and writing skills, and effective data-gathering skills
- Good interpersonal skills and self-confidence to ensure effective communication and representation of WPM in diverse audiences and settings
- Good understanding of basic M&E concepts, results-based and rights-based framework
- Personable, with an excellent attitude and strong people skills
- Demonstrate a quality as a team player and be able to work independently
- Ability to multitask and willingness to travel
- No previous history of child abuse, crime, or sexual harassment
Project Officer
Location: Based in Stung Treng Province with frequent travel to Rattanakiri and Phnom Penh

Position Overview
The Project Officer will support the Project Lead in the effective and efficient delivery of project outcomes. The project focuses on enhancing GBV prevention and empowerment actions among women, men, and communities; strengthening GBV response capacities including Gender Responsive Mediation among local authorities; and increasing protection mechanisms through counseling, referral, and multi-sectoral collaboration. The Project Officer’s role involves coordinating and implementing activities in the field, engaging stakeholders, monitoring progress, and ensuring quality activity implementation. The Project Officer will also contribute to WPM’s broader mission of promoting gender equality and peace and positioning the organization as a leading voice in these areas.
- Project Implementation and Coordination
- Support the effective and timely implementation and monitoring of all activities, including providing training, facilitation, and coordinating with the targets, in line with the project’s strategic objectives, logframe, work plan and within the budget approved
- Ensure that all assigned field project activities are implemented within its scope of responsibility, including project expenditures, are transparent and made in accordance to WPM's policies and in compliance with donor guidelines and requirements.
- Coordinate with local authorities, service providers, and community groups to ensure smooth execution of project interventions.
- Involved in problem solving and consultation of emerging issues that the target communities face
- Monitoring and Reporting Responsibilities
- Assist in collecting and keeping necessary and sufficient data and relevant information to support the monitoring of project progress and activities and to support for project reporting
- Produce activity or field reports/meeting minutes of the implemented activities.
- Contribute to the preparation of progress reports, success stories, and documentation of lessons learned in order to ensure timely and accurate reporting to donor.
- Facilitation, Partnership and Admin-Logistic Responsibilities
- Assist project team in preparing and facilitating skills training workshops
- Facilitate collaboration and maintain good relationship with local authorities, CSOs, community leaders, and all key stakeholders to strengthen GBV response mechanisms and to ensure that the project and WPM works are running smoothly.
- Provide logistical support for meetings, workshops, and field visits.
- Assist with procurement and financial documentation in compliance with organizational and donor policies.
- Maintain organized records of project activities and expenditures.
- Represent WPM in various workshop, conference, meeting, and networking events.
- Other duties

- Understanding of and passionate about gender equality, access to justice, and community empowerment work
- Hold a BA in social related studies in gender or law is a plus
- Have at least 1 year experience with project implementation, community facilitation, etc. and with experience working with indigenous and minority communities and in the field of gender equality is an asset.
- Have good teamwork skills and ability to work independently and as part of a team.
- Well-developed written and spoken communication skills
- Be a proactive fast learner and willing to learn new skills and knowledge
- Ability and willingness to be based in Stung Treng and with frequent travel in between and to Rattanakiri and Phnom Penh
