Project Lead

Position Summary

Contract: Initial 12-month contract with possibility of extension

Position summary:

This is a full-time position based in Phnom Penh, Cambodia and hired and managed by HPA. The incumbent will work under the joint leadership of FIND and HPA to oversee project implementation, stakeholder engagement, and coordination with national and international partners as per the project plan. The incumbent will work directly with the Ministry of Health (MoH) in Cambodia to deliver on the project plan. Specific activities will include but not be limited to the following:

Expectations - Duties, Responsibilities
  • Project Management
  • Manage overall project activities and day-to-day coordination among all stakeholders in country and with the FIND team to ensure timely completion of project deliverables.
  • Work with the FIND team on developing micro-plans for project activities and lead on-ground implementation of these activities including program design planning and execution including assessments, training, workshops and consultations.
  • Monitor project progress, identify risks, and propose mitigation strategies to the regional FIND team.
  • Ensure adherence to HPAs project management requirements as relevant to the project
  • Stakeholder Engagement:
  • Collaborate with the MoH Cambodia, local healthcare providers, government agencies, NGOs, and community leaders to ensure timely completion of project deliverables.
  • Assist in set-up and operationalization of a National Laboratory Working Group (NLWG) and ensure adequate follow-up
  • Build strong relationships with stakeholders to ensure alignment and support for project deliverables.
  • Team Leadership:
  • Coordinate between technical experts from FIND bringing local context and MOH Cambodia priority insights.
  • Collaborate with HPA to build/strengthen relevant partnerships with in-country partners to enable project continuity and success.
  • Support in recruitment, guidance and management of the HPA project team including the Laboratory System Assessors, Trainers and Clinician
  • Provide periodic programmatic updates to MoH, FIND and the donor
  • Technical Assistance:
  • Lead development of the National Laboratory Plan (NLP), National Laboratory Strategic Plan (NLSP) including an operational framework and costed activity plan.
  • Lead establishment of working groups for the NLP, NLSP, Early Infant Diagnosis (EID) and Prevention of Mother to Child Transmission (PMTCT) activities.
  • Lead drafting an operational plan to expand the PMTCT/EID cascade and develop a national EID testing scale up plan.
  • Monitoring and Evaluation:
  • Contribute to defining and implementing key project performance indicators (KPI) for project activities as well as their monitoring throughout the duration of the project.
  • Assist the project leadership with regular project monitoring, documentation and reporting including the synthesis and communication of important findings and other conclusions through technical working group meetings and internal team review meetings.
  • Prepare comprehensive reports and presentations for internal and external stakeholders.
  • Resource Management:
  • Oversee the efficient use of financial, human, and material resources.
  • Ensure compliance with FIND & HPA’s financial & reporting requirements.
Requirements - Skills, Qualifications, Experience
  • Master’s in Health Management, Public Health or Health Finance/ Health Finance
  • 8-9 years of relevant work experience in the relevant field- design, implementation and monitoring of public health programmes in Cambodia working with Ministry of Health.
  • In-depth understanding of the structure and functioning of the public health system in Cambodia.
  • Detail-oriented in program planning & execution including strong program management skills, collaboration with partners, communications plans, & risk management etc.
  • Excellent writing and presentation skills- ability to communicate complex ideas in a meaningful way.
  • Strong analytical and problem-solving skills - Knowledge of Microsoft Office (Word, PowerPoint and excel). 
  • Fluent in both English and local languages.
  • Willing to travel approximately 25% of the time
