Announcement Description

Sovann Phoum (SP), a local Non-governmental Organization (LNGO), is a non-profit entity and is registered with the ministry of interior in year 2000. Its Vision is" A Cambodia Society, where vulnerable people, indigenous communities, Women and Children have enjoyed fundamental, social, economic and environmental rights”. Its Mission " Ensuring vulnerable people, indigenous communities, women and children have equal access to high quality of effective education services, clean water, hygiene and sanitation practices, health services and economic opportunities". With financial support from World Vision, Sovann Phoum is going to implement a Project called “Implementation of Social Accountability Framework_ISAF” in 4 targeted districts with 41 target communes which 10 communes in Ang Snoul, 8 communes in Kien Svay, 7 communes in Leu Daek, and 16 communes in Saang districts. It is a 42-month project which will be started from 1st July 2020 in order to improve social accountability by cooperating with commune administrative offices, health centers and primary schools, district and provincial governments of those targets. To fulfil the project, SP need candidate to handle the task as following positions below:

Project Finance Assistant (1 Position) Apply Now

Purpose of Position: To support implementation of ISAF project by effectiveness and efficiency

Duties
  • Process and review all finance payment voucher to staff (through cash advance, reimburse) and suppliers (through direct payment) to ensure accurate spending to the policies and procedure and minimize financial risk and fraud.
  • Prepared cash transfer and withdrawal from bank as requirement from Finance Department
  • Prepared journal entries adjustment as requirement from Finance Department
  • Follow up with project staff to make sure cash advance settlement as deadline
  • Follow up and monitor project payment voucher to make sure is corrected and compliance with policy.
  • Coordinate with Finance team for quotation process for project.
  • Coordinate with Project team in conducting financial review documents to ensure all expenses are transparency, accuracy and reasonable.
  • Coordinates with finance team to ensure timely tax administration compliance tax regulation
  • Prepared journal entries staff salaries and benefits for project
  • Ensuring that all financial documents are properly completed and accounted for in accordance with the World Vision and SP guidelines
  • Coordinate with Project Officers related cash request for project
  • Work out with Project Manager and Project officers for monthly cash request project
  • Monitor cash transfer to project and make sure funds are reached to right destination
  • Assist in preparing bank reconciliation statement for accuracy and ensures the reconciling items are cleared on time.
  • To make sure all budget coding with payment voucher are corrected before posting in system
Requirements
  • University Degree or last year university in Accounting or Finance
  • At least 1 year experiences (or top five if last year university) in accounting or auditing
  • Experience in working with project funded by World Vision
  • Thorough knowledge of MS Excel, MS Word, Internet, Email and computerized accounting systems QuickBooks
  • Sound technical knowledge in accounting, systems, policies and procedures
  • Ability to work with the team, namely: Support Office, Project Managers and other Staff
  • Ability to communicate in English language both verbally and in writing to a satisfactory level

Duties
  • Work with team of 6 members (4 project officers, 1 project assistant, and one finance assistant)
  • Use and review the Project work plan, and M&E plan,
  • Conduct Project reflection, review, and reports
  • Guide project team on how to well coordinate with numbers of CAFs, and Demand sides and supply sides for the project implementation
  • Develop capacity building program and provide trainings on related project such as Module 1 to 4 of ISAF and other topics to support project implementation
  • Attend staff meeting organized by program manager and World Vision
  • Implement the project as set workplan (inception meetings, Vulnerable mapping, I4Cs, Mobile Kiosk, Open budget, Signal and multiple interface, JAAP and JAAPC…etc.) by cooperating with WV team, CAFs, Demand sides and supply sides and other NGOs within the project target
  • To be smoothly implement the project activities, the Project Manager is also active engage in national and subnational events on ISAF such as networking and meetings
  • Accountable for project activity expenditure following budget plan and Sovan Phoum financial policy
  • Compliance with World Vision requirements
  • Cooperate with Program manager and finance team to review the budget plan and provide explanation for any under and over spending
  • Support project staff for their individual implementation plan include personal development plan
  • Keep continue staff coaching and performance reviews
