Position Summary
The Consultant will conduct the final project evaluation to assess project performance, achievements, challenges, lessons learned, sustainability, and recommendations for future programming. The evaluation will assess relevance, effectiveness, efficiency, results, sustainability, gender, and social inclusion, environmental contribution, and lessons learned.
Duties & Responsibilities
- Review relevant project documents, including the project proposal, logical framework, work plan, progress reports, activity reports, monitoring data, financial summary, case study, video products, and other available documents.
- Prepare an evaluation plan, including evaluation questions, methodology, tools, interview list, field schedule, and report outline.
- Conduct field data collection in Nokor Pheas Commune through key informant interviews, focus group discussions, field observation, and consultations with beneficiaries, farmers, community leaders, local authorities, PADEK, and relevant stakeholders.
- Assess project performance against planned objectives, outputs, indicators, and expected results, including agroecology, pond restoration, tree planting, green enterprises, community governance, women’s participation, livelihood improvement, and environmental sustainability.
- Prepare and submit the inception note, draft evaluation report, presentation of key findings, and final evaluation report.

- Khmer: Fluent
- English: Good report writing skills
- Qualifications
- Advanced degree or equivalent professional experience in development studies, natural resource management, agriculture, environment, climate change, evaluation, social science, or related fields.
- Work History
- At least five years of experience in project evaluation, monitoring and evaluation, or development research.
- Experience evaluating NGO, UN, donor-funded, environmental, agriculture, climate resilience, or community development projects.
- Skills & Knowledge
- Strong knowledge of participatory evaluation methods, qualitative data collection, and report writing.
- Understanding of gender equality, social inclusion, environmental sustainability, and community-based development.
- Good communication skills and ability to work respectfully with rural communities and local stakeholders.
- Ability to produce clear and practical evaluation reports in English or Khmer.
