Announcement Description

The Legal Aid of Cambodia (LAC), funded by the European Union through UNOPS, has been implementing a project entitled “Educating on the Khmer Rouge: Legal History and Practice e-Learning and Training Program”, taking place for 20 months from April 2021 to November 2022. The overarching goal of the program is to build the next generation of public interest lawyers and legal professionals who can preserve the legal history of the Khmer Rouge and the legacy of the Extraordinary Chambers in the Courts of Cambodia (ECCC), and who can thereby strengthen the rule of law in the country.

The project developed an e-learning platform comprised of six courses divided into multiple sub-lessons, and it implemented two training programs and a Training of Trainers to equip law students and young lawyers and legal professionals with enhanced knowledge and skills.

The e-learning courses broadly cover: (a) the ECCC’s legal history, framework, and application of international criminal law (ICL) and international human rights law (IHRL) in Cambodia; and (b) practical and clinical skills (e.g., research on ECCC jurisprudence, investigation, collection and assessment of evidence, witness interview and examination, and preparations for trial). The materials were developed in both Khmer and English.

By developing accessible legal educational materials that are free and available to all on an online platform, and by disseminating them in the form of interactive trainings, the project has been building the legal expertise and capacity of the next generation of lawyers and legal professionals and has ensured that they can learn from the Khmer Rouge history. An understanding of the country’s pursuit of justice for the atrocities of the past can enable law students and young lawyers to better advocate for today’s most marginalized members of society and ensure that history does not repeat itself.

Purpose and Objectives of the Evaluation

  • The project evaluation aims to achieve the following objectives:.
  • Examine whether the project has achieved its intended objective specified above;
  • Assess whether the e-Learning Platform has been properly built;
  • Analyse why intended results were achieved or were not achieved;
  • Assess the specific causal contribution of activities to results;
  • Examine the implementation process, from the beginning to the project end;
  • Explore unintended results of the project;
  • The results of the project evaluation will be used to:
  • Provide lessons learned for future related projects;
  • Highlight significant accomplishments or potential opportunities for the program;
  • Offer recommendations for improvement;

Audience for the evaluation

  • The evaluation will be commissioned by the LAC Management Team;
  • Project staff, LAC management and donors will be expected to act on the results of the evaluation;
  • The evaluation will be disseminated to project staff and the LAC Management Team.

Submission Requirements

The Evaluation Timetable:

  • Submission of the inception reports (contains methodology, workplan, questionnaires and so on. (26 October 2022)
  • Data collection and the confirmation of the completion of the data collection (summary report 2-3 pages of the completion of the data collection). (01 November 2022)
  • Analysis of the data and draft the report. (09 November 2022)
  • Submit the first draft report to LAC for the review. LAC to provide feedback within 2 days. (15 November 2022)
  • Present findings to LAC and partners/donors for the validation. (20 November 2022)
  • Submissions of the revised/final report. (25 November 2022)

Cost

The cost of the evaluation is negotiable based on the actual work. Please provide us the quotation of the cost the evaluation.

Payment: Payment will be made in 3 instalments:

  • First payment of 30% will be paid upon signing the contract
  • Second payment of 30% will be paid when submitting the first draft of the evaluation report
  • The last 40% of payment will be paid upon finalisation of the evaluation report.
