Hagar International Foundation is a Swiss-registered international NGO, established in Cambodia since 1994. We are an organization primarily focused on specialist services for individuals who have survived extreme abuse. We work with individuals who have endured severe mental and/or physical trauma as a result of to human trafficking, domestic violence or sexual assault. Over the past two decades, Hagar has earned a reputation for working with the “toughest cases” such as the young children, adolescents, and those repeatedly abused. Increasingly Hagar is also developing research, leading advocacy and building the capacity of other organizations, to improve prevention and strengthen after-care services. With over 28 years of experience, HAGAR Cambodia has transformed into an internationally renowned leader in recovery services for survivors of human trafficking, slavery, gender-based violence (GBV), and abuse.

Our Mission: We walk the whole journey of restoration with each survivor, empower communities to prevent exploitation, and strengthen systems to protect the vulnerable.

Hagar's unique approach is The Whole Journey. The Whole Journey approach starts with a survivor, an individual who has experienced severe trauma because of human trafficking, slavery, and abuse. From the moment a survivor enters our care, we employ Trauma-Informed Care principles to respond with care and compassion, assess their needs, and provide individualized services to help them heal. Services include providing a safe place to live, counselling, family support, legal support, education, and economic empowerment support. We don’t have a set timeframe for how long we work with a survivor. We do whatever it takes, for as long as it takes, to make sure they will not be re-traumatized or re-victimized again. To confirm this impact, we are looking for a qualified consultant/s to conduct the project endline evaluation, from the past three years on “Empower Children and Youths to Accelerate Child Protection Mechanism (ECYACPM)”

Objective of Evaluation

As the project nears its final implementation phase, an evaluation will be conducted as part of the project management cycle to:

  • To generate data for the project’s result framework progress marker and measure the changes resulting from project implementation.
  • To evaluate progress and achievements of the project towards its expected outcome challenges, and outputs.
  • To evaluate the project’s design and its alignment with the local context.
  • To evaluate the sustainability of the project’s impact by examining the degree of community ownership and the strength of local partnerships.
  • To identify key lessons learned from both the successes and challenges encountered during the project’s implementation.

The findings and recommendations of this evaluation will also be used as a reference document for future programmes and projects.

Scope of work

Consultant/s will work in close coordination with Hagar M&E Manager and the program team, following the scope of works listed below:

Consultant:

  • Develop an inception report to submit to Hagar Cambodia.
  • Conduct a desk review on all relevant documents, including policies, the result framework, and project annual reports, including the case studies during the project implementation.
  • Carry out data collection.
  • Carry out data analysis and report writing.
  • Produce a draft report in English for Hagar Cambodia
  • Present preliminary findings/draft report to the Hagar Cambodia team
  • Prepare and submit the final evaluation report in English, along with the dataset to Hagar Cambodia.
  • Prepare and give a presentation during the sharing meeting.

Reporting and Timeline:

The consultant will prepare a written report and submit it to Hagar Cambodia. The first draft report in English is due to Hagar Cambodia no later than 30 Sep 2025, and the Final report in English and the clean dataset will be submitted to Hagar Cambodia no later than 15 Oct 2025.

Bidder Eligibility

  • Qualifications:
  • Master’s degree in social science, development studies, or another related field.
  • At least 5 years’ experience in designing and conducting research or evaluation with quantitative and qualitative methods.
  • Knowledge and skills in advanced statistical data analysis
  • Knowledge of child rights, child participation, and child protection.
  • Knowledge and experience with social work, Gender, Human Trafficking, gender-based violence, including domestic violence and sexual abuse.
  • Knowledge of current community development concepts aligned with national strategies such as the NSDG and SDG, as well as experience in working collaboratively with local authorities.
  • Excellent in the English language, especially in written reports.

Submission Requirements

  • The consultant’s profile.
  • Two samples of previous evaluation reports
  • Inception report setting out the evaluation approach (sampling framework, data collection strategy, methodologies, data analysis framework, etc.), as well as the detailed work plan for the endline evaluation study, including timeline, data collection processes, deliverables schedule, and proposed budget
