Project Endline Evaluation Consultant

Objective of Evaluation
As the project nears its final implementation phase, an evaluation will be conducted as part of the project management cycle to:
- To generate data for the project’s result framework progress marker and measure the changes resulting from project implementation.
- To evaluate progress and achievements of the project towards its expected outcome challenges, and outputs.
- To evaluate the project’s design and its alignment with the local context.
- To evaluate the sustainability of the project’s impact by examining the degree of community ownership and the strength of local partnerships.
- To identify key lessons learned from both the successes and challenges encountered during the project’s implementation.
The findings and recommendations of this evaluation will also be used as a reference document for future programmes and projects.
Scope of work
Consultant/s will work in close coordination with Hagar M&E Manager and the program team, following the scope of works listed below:
Consultant:
- Develop an inception report to submit to Hagar Cambodia.
- Conduct a desk review on all relevant documents, including policies, the result framework, and project annual reports, including the case studies during the project implementation.
- Carry out data collection.
- Carry out data analysis and report writing.
- Produce a draft report in English for Hagar Cambodia
- Present preliminary findings/draft report to the Hagar Cambodia team
- Prepare and submit the final evaluation report in English, along with the dataset to Hagar Cambodia.
- Prepare and give a presentation during the sharing meeting.
Reporting and Timeline:
The consultant will prepare a written report and submit it to Hagar Cambodia. The first draft report in English is due to Hagar Cambodia no later than 30 Sep 2025, and the Final report in English and the clean dataset will be submitted to Hagar Cambodia no later than 15 Oct 2025.
Bidder Eligibility
- Qualifications:
- Master’s degree in social science, development studies, or another related field.
- At least 5 years’ experience in designing and conducting research or evaluation with quantitative and qualitative methods.
- Knowledge and skills in advanced statistical data analysis
- Knowledge of child rights, child participation, and child protection.
- Knowledge and experience with social work, Gender, Human Trafficking, gender-based violence, including domestic violence and sexual abuse.
- Knowledge of current community development concepts aligned with national strategies such as the NSDG and SDG, as well as experience in working collaboratively with local authorities.
- Excellent in the English language, especially in written reports.
