The complete transition from the current HMIS of the Ministry of Health and the successful planning, implementation, and maintenance of DHIS2 in Cambodia require a dedicated Implementation Team within Department of Planning and Health Information (DPHI) with clear roles and responsibilities. The implementation team must ensure that DHIS2 is an integrated and sustainable health information system serving routine information needs of the whole Ministry of Health and plays an important role in guiding decision-making on the overall information system architecture.

 The Clinton Health Access Initiative (CHAI) is recruiting the following Individual National Consultants to carry out and assist the MOH in implementing the project based on the following positions:

Project Coordinator (1 Position)

Position Summary

Consultant Fees: Negotiable

Position Summary

The Project Coordinator plays a crucial role in supporting the operational and financial management of DHIS2-related projects. This position will be located at DPHI and report to DPHI director, and work closely with the core team. This role ensures that all project activities align with funding agreements and donor expectations while providing administrative oversight to maintain project efficiency and accountability. The Project Coordinator will work closely with the Strategic Lead, technical teams, and external partners to coordinate project activities, and ensure compliance with reporting requirements.

Expectations - Duties, Responsibilities
  • Project and Grant Management
  • Oversee the implementation of the ITU grant, ensuring activities are executed according to work plans and donor requirements.
  • Track grant deliverables and milestones to ensure timely implementation of project activities.
  • Conduct M&E related activities.
  • Prepare project progress reports to donors.
  • Maintain project documentation, including agreements, proposals, budgets, financial reports, and meeting minutes.
  • Act as the focal point for communication with donors and implementing partners regarding grant-related matters.
  • Financial and Budget Oversight
  • Manage grant budgets, ensuring expenditures align with approved funding.
  • Monitor and prepare financial reports to donors and ensure expenses are accurately recorded and allocated to the correct budget lines, ensuring compliance with the grant contract.
  • Support audit preparations and ensure that financial compliance is maintained throughout the project cycle.
  • Partner Coordination and Stakeholder Engagement
  • Organize and facilitate meetings with partners, donors, and stakeholders, ensuring effective coordination and information sharing.
  • Regularly liaise with HISP and other implementing partners (WHO, UNICEF, CHAI) to track project progress and address any challenges.
  • Oversee DHIS2 guidelines creation by HISP.
  • Support the Strategic Lead in stakeholder engagement activities, including partner consultations and reporting requirements.

Requirements - Skills, Qualifications, Experience
  • Technical Competencies
  • Strong knowledge of grant management, financial reporting, and donor compliance.
  • Proficiency in project management methodologies and tools.
  • Experience in budget tracking, financial planning, and risk assessment.
  • Functional Competencies
  • Excellent organizational and administrative skills with strong attention to detail.
  • Ability to coordinate with multiple stakeholders, including government agencies, donors, and technical teams.

  • Preferred Qualifications
  • Bachelor's or Master’s degree in Business Administration, Public Health, Finance, or a related field.
  • At least 5 years of experience in grant administration, project management, or financial oversight, preferably in the health sector.
  • Familiarity with donor-funded projects (e.g., GAVI, Global Fund, WHO) is an asset.
  • Experience working with government institutions, NGOs, or international organizations.
 
 

Technical Lead (1 Position)

Position Summary

The technical lead is responsible for operationalizing and scaling up the DHIS2 configuration. This position will be located at DPHI and report to DPHI director, and work closely with the core team.

This role ensures that the system is fully configured according to the organization’s needs, including both technical and functional configurations, and is the key person for metadata management in DHIS2.

The technical lead work with all other members within the DHIS2 implementation team, external advisors and contractors, in particular HISP, and across departments and programs within the Ministry of Health to understand the system requirements and develop solutions to meet them.

This includes configurating the overall system, adding additional functionality, integrating new programs, modifying routines to incorporate DHIS2 and supporting users to use the application.

The technical lead will also consider how DHIS2 fits into overall health information architecture defined by Department of Digital Health and optimize interoperability with other systems, focusing on the type of data needed and what processes or agreements may facilitate this exchange, in coordination with HISP who will define structural and functional specifications for data exchange, as well as implement data exchange pipelines. This encompasses developing processes and procedures to maintain the integrity of the DHIS2 system to operate efficiently over an extended time period, defining a data governance framework, upgrade procedures, managing metadata.

Expectations - Duties, Responsibilities
  • Working with departments and health programs within the Ministry of Health as well as healthcare workers to gather end-user requirements across different data models (aggregate, event, tracker) and programmatic workflows to be implemented into DHIS2
  • Oversee HISP activities including:
  • Definition of DHIS2 configuration
  • Configuration of the system (creation and management of Organizational Units, data elements, data entry forms, indicators, and dashboards). All data elements, data entry forms and indicators should be presented both in Khmer and English in the user interface, requiring translation from the Technical lead
  • Systems documentation, defining how configurations and programmatic workflows have been implemented within DHIS2
  • Definition of data quality assurance mechanisms and implementation through data quality controls
  • Organize user testing and gather feedback from stakeholders about the DHIS2 system to ensure that it meets expectations. This feedback would be used to make adjustments and improve the system further.
  • Define a data governance framework, including definition of user groups and roles (rights to write, edit or read data), as well as data validation mechanisms.
  • Create and maintain a data dictionary by overseeing the semantic structure of the data in line with clinical experts.
  • SOPs oversight and implementation:
  • Refer to DHIS2 best practices, guidance and standard operating procedures and determine how to implement, sustain and evaluate these locally
  • Define and implement standard operating procedures/processes
  • User guidelines creation
  • Support and building capacity of DPHI staff on technical-related aspects related to DHIS2
  • Provide support for system bugs, including help desk assistance
  • Provide inputs into long-term capacity building plans
  • Regularly liaising with development partners and technical advisors on requirements
  • Other tasks as requested by the director
Requirements - Skills, Qualifications, Experience
  • Technical Competencies
  • Strong knowledge in metadata management, data validation, and quality control.
  • Experience with data governance frameworks.
  • Understanding health data exchange standards (FHIR, HL7, JSON, XML, APIs).
  • Functional Competencies
  • Ability to gather and analyze user requirements and translate them into system configurations.
  • Experience in developing system documentation, SOPs.
  • Strong stakeholder engagement skills
  • Excellent problem-solving and project management skills.
  • Preferred Qualifications:
  • Bachelor's or Master’s degree in Information Technology, Public Health, Policy, Science or a related field.
  • Experience in public health informatics, HMIS (Health Management Information Systems), or digital health.
  • Knowledge of SQL, PostgreSQL, and scripting languages.
  • Experience in the configuration and customization of open source digital health technologies (DHIS2, OpenMRS, OpenLMIS, OpenSRP, ODK et cetera)
 
 

ICT Trainer (1 Position)

Position Summary

The ICT Trainer is in charge of defining the training strategy and roadmap based on locally identified needs. This position will be located at DPHI and report to DPHI director, and work closely with the core team. The trainer supports the training of staff to use DHIS2 by developing training material, documentation and job aids for use within the implementation, and provide both training of trainers and direct end-user training. Trainers can operate at various levels, focusing on fundamental concepts including data-entry, to more advanced concepts such as data use or system administration. She/he also provide recommendation on metadata configuration and data entry forms based on end-user feedback.

ICT Trainers will work to establish mechanisms for providing end-user support on DHIS2, meaning that the trainer will need to develop expertise in DHIS2. She/he will coordinate with local HIS officers at sub-national level who will serve as the first point of contact for end users, whilst the training and support staff of the national implementation team will support issues that cannot be resolved locally.

Expectations - Duties, Responsibilities
  • Define the training strategy and roadmap based on locally identified needs
  • Manage the implementation, and evaluation of training activities both online and onsite
  • Assist HISP and DPHI in developing the training curriculum
  • Develop and/or modify training and user support materials including videos, tutorials (in Khmer and English)
  • Develop training evaluation criteria; provide input into training improvement strategies
  • Provide inputs into long-term capacity building plans
  • Organize end-user support mechanism
  • Provide training and support for users at national level (i.e. within the MoH) and for users at sub-national level, which will require to travel in the provinces.
  • Provide second-/third-line user support for issues that cannot be addressed at sub-national level
  • Explain DHIS2 web and android aggregate and tracker functionality
  • Define and implement methods to prepare databases for training
  • Provide step by step instructions on various functionality
  • Create customized data entry forms: Based on data collection needs, trainers can create or adapt simple data entry forms for end users.
  • Provide recommendations on metadata: Based on their experience with users, they can suggest adjustments to metadata to make data collection easier and more intuitive for users.
  • Other tasks as requested by the director

  • Technical Competencies
  • Training Material Development: Ability to develop training curriculum, create training manuals, user guides, job aids, and video tutorials for different user levels.

  • Familiarity with health data management, routine health information systems, or national HMIS
  • Functional Competencies
  • Instructional Design & Pedagogy: Experience in adult learning principles, training methodologies, and facilitation techniques.
  • Training Needs Assessment: Ability to evaluate user knowledge gaps and design tailored training programs.
  • Communication & Presentation Skills: Strong ability to deliver clear and engaging training sessions to diverse audiences.
  • User Support Management: Experience in setting up helpdesk support structures and managing user feedback loops.
