- Assist the National Project Manager (NPM) in daily project management and implementation, ensuring alignment with project objectives, components, outcomes, outputs, and activities. Support the NPM in achieving all project objectives, components, outcomes, outputs, and activities within the five-year project timeframe.
- Assist the NPM in managing project implementation, including staff performance, financial management, administrative tasks, logistics, procurement, ICT development, and capacity building for the project team. Support relationship management with key stakeholders and participate in human resource processes, including the recruitment and selection of national and international consultants and consulting firms.
- Review and provide feedback on deliverables produced by consulting firms.
- Develop work plans, budgets, procurement plans, and monitoring frameworks to track deliverables from project staff, national and international consultants, and consulting firms.
- Organize project events, including inception report launches, workshops, training sessions, and consultation meetings. Prepare slide presentations, concept notes, and workshop reports.
- Prepare quarterly and annual progress reports, including financial reports. Prepare and submit workshop reports to senior management and donors, including UNDP and GEF.
- Ensure that financial expenditures and procurement comply with the National Council for Sustainable Development (NCSD)/MoE operational manuals and policies, as well as with UNDP/GEF operational standards, environmental safeguards, and gender policies.
- Coordinate with the line government ministries, local authorities, UNDP teams, development partners, community forestry organizations, community protected areas, civil society organizations (CSOs), UN agencies, and implementing partners.
- Provide technical guidance on watershed management, ecosystem-based adaptation (EbA), nature-based solutions, ecosystem restoration, agroforestry, sustainable finance, climate-resilient nature-based livelihoods, climate change, and disaster risk reduction.
- Support policy review and harmonization for biodiversity-friendly agriculture and climate adaptation in protected landscapes, aligned with Nationally Determined Contributions (NDCs) and GEF indicators.
- Strengthen capacity at national and subnational levels for effective coordination, planning, and implementation of integrated watershed management in the Tonle Sap Basin (TSB) and Phnom Kulen Mountain Landscape (PKML).
- Strengthen community resilience in the TSB and PKML by scaling up nature-based solutions through training and sustainable finance, integrating climate resilience, biodiversity conservation, and sustainable land management into community forestry (CFs) and community protected areas (CPAs).
- Enhance community resilience by increasing the adoption of climate-resilient, nature-based livelihoods through training, market development, and tourism development to sustain income generation.
- Ensure gender-responsive and socially inclusive approaches across all interventions.
- Compile documentation on best practices, lessons learned, and case studies.
- Participate in knowledge-sharing events, workshops, policy dialogues, and the publication of knowledge products.

- Professional experience in project or program management in the fields of functional ecology, environmental management, climate change, and disaster risk management for 10 years as a minimum
- Experience in preparing policies, strategies, and plans related to integrated watershed management, climate change, and disaster risk management.
- Experience in building resilient communities through scalable nature-based solutions, financial mobilization, and climate-resilient, nature-based livelihoods, including agroforestry, tourism, and market development.
- Experience in building resilient communities through training and business plan development.
- Experience working on National Adaptation Plan (NAP) projects or other climate change initiatives with NCSD/MoE is an advantage.
- Demonstrated experience in multi-stakeholder coordination and a strong ability to work in multicultural contexts.
- Experience working on irrigation systems and flood and drought mitigation programs.
- Ability to collaborate with engineers in designing investment plans for integrated watershed management, community pond restoration, and tree planting and forest conservation.

Project Administrative Assistant

The Administrative Assistant will support the National Project Coordinator and work under the supervision of the National Project Manager, project team and coordinate with UNDP admin team to implement project activities. The roles of Administrative Assistant will ensure that activities are implemented according to the timeline and target objectives. The Administrative Assistant will work in close collaboration with other staff members and consultants involved in the project, while maintaining communication with relevant stakeholders. Key Responsibilities
- Support the NPM, Project Team, and Project Coordinator in managing daily project activities, including preparing invitations, translating documents when necessary, preparing meeting minutes and reports, booking meeting rooms, scheduling meetings, and liaising closely with relevant stakeholders.
- Support the Project Coordinator in organizing coordination meetings, training sessions, workshops, hotel bookings for workshops and technical dialogues, and ensure timely and effective reporting. Prepare participant lists, event checklists, and manage registration during workshops.
- Provide and procure office supplies, including stationery and other consumables, and maintain ICT equipment to ensure the Project Management Unit (PMU) operates smoothly and efficiently.
- Prepare and distribute Requests for Quotations (RFQs) and other supporting documentation for procurement processes. Work with the National Admin and Finance prepares the budget for supporting the events.
- Arrange logistical support for staff, including travel arrangements, and ensure proper documentation of all travel-related activities.
- Provide logistical support for project events, including coordination with suppliers, vendors, and translators, and prepare official invitation letters.
- Track office invoices and follow up on payment schedules for office vendors (e.g., office lease, vehicle lease, utilities, telephone and internet services, IT services, car rentals, and taxis).
- Support the National Admin & Finance Officer in tracking office inventory and fixed assets, registering assets in the tracking system, and coordinating annual physical inventory checks.

National Finance and Administration Officer

The National Finance and Admin Officer will provide strategic leadership and operational oversight of all financial, administrative, procurement, and logistics activities of the project. The Officer will ensure efficient and compliant project operations in line with donor requirements, particularly UNDP and Global Environment Facility (GEF) standard operating procedures, organizational policies, and local regulations. S/he will manage key systems and processes to support project implementation, reporting, and overall success. Key Responsibilities
- Strategic Advisory and Operational Support
- Assist the National Project Manager (NPM) and advise the proect management team on compliance with donor (UNDP and GEF) standard operating procedures, as well as the operational manual of the National Council for Sustainable Development (NCSD).
- Ensure that administrative, financial, and procurement processes comply with UNDP and GEF procedures.
- Financial Planning and Budget Management
- Prepare budget plans and procurement plans; manage all expenditures; prepare financial reports for the NPM; and develop projected budget expenditures on a yearly and quarterly basis.
- Establish, maintain, and monitor financial systems, trackers, and internal controls in accordance with donor and organizational standards.
- Support the NPM in the preparation of the Annual Budget and Workplan, including financial analysis and reporting throughout the project cycle.
- Ensure accurate and timely processing of financial transactions in compliance with accounting standards and donor regulations.
- Monitor cash flow, advances, sub-ledgers, reconciliations, and financial report inputs for monthly invoices.
- Supervise payroll administration to ensure timely and accurate salary payments and appropriate deductions.

- Facilitate non-technical procurement, ensuring transparent and cost-effective purchasing in compliance with donor and organizational policies.
- Maintain inventory and office asset records, and monitor stock levels of supplies and equipment.
- Administrative and Operational Support
- Oversee general project administrative functions, including logistics, IT support, travel arrangements, office management, and vendor coordination.
- Ensure that appropriate systems and processes are in place to support efficient project operations.
- Provide guidance and oversight to administrative and operations staff, as applicable.

- Bachelor's Degree in Accounting and Finance, Business Administration, Public Administration, or other related fields relevant to the Terms of Reference (ToR)
- At least 8 years of relevant experience in administration, accounting, and financial management with projects, international organizations, development partners (DPs), NGOs, or the United Nations.
- Proven experience with accounting systems compliant with international partner requirements, such as those of UNDP and the Global Environment Facility (GEF).
- Proven experience in procurement processes and procedures.
- Proficiency in accounting software, such as QuickBooks or Peachtree, and standard office applications (MS Word, Excel, etc.).
- Demonstrated knowledge of financial and administrative best practices in Cambodia.
- Strong English communication skills, both written and verbal.
- Previous experience working with MoE is an asset.

- Strong demonstrated the budget planning and manage the financial expenditure with MoE and developed partners.
