Functions / Key Results Expected
The Project Coordinator (PC) will be responsible for the day-to-day management of project activities and the delivery of its outputs, under the direct guidance of the National Project Director (NPD), Project Manager and in close collaboration with the UNDP Programme Analyst. The PC’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality, and within the specified constraints of time and cost. Key duties include:
- Strategic Leadership & Project Management
- Develop and oversee annual work plans, budgets, and procurement plans.
- Ensure project activities align with the project document, logical framework, and Theory of Change.
- Coordinate the three project components to ensure synergy and integrated delivery.
- Prepare and present progress reports and other required reports to the Project Board, UNDP, and GEF.
- Stakeholder Engagement & Partnership Building
- Facilitate coordination among key stakeholders, provincial authorities, IPLCs, academia, private sector, NGOs, and development partners.
- Implement the Stakeholder Engagement Plan (SEP) and ensure inclusive participation, especially of women, youth, and indigenous groups.
- Lead consultation processes for policy development, Free, Prior, and Informed Consent (FPIC) guidelines, and demonstration projects.
- Technical Oversight & Quality Assurance
- Facilitate the development and adoption of ABS regulatory instruments, guidelines, and model contracts.
- Oversee the design and deployment of the ABS digital database, workflow system, and Clearing House Mechanism.
- Ensure gender and social inclusion are mainstreamed across all outputs, in line with the Gender Action Plan (GAP) and Indigenous Peoples Planning Framework (IPPF).
- Monitor demonstration projects in the project target sites and ensuring compliance with ABS sub-decree and Nagoya Protocol.
- Capacity Building & Knowledge Management
- Coordinate national and sub-national training programs for government officials, IPLCs, and private sector.
- Facilitate South-South exchanges and regional learning with best practice countries
- Ensure documentation and dissemination of lessons learned, best practices, and knowledge products.
- Financial & Administrative Management:
- Manage project funds in accordance with UNDP and GEF financial rules.
- Supervise PMU staff, consultants, and other service providers.
- Ensure timely auditing and financial reporting.

- Master's Degree in or higher in Natural Resource Management, Environmental Management, Biodiversity Conservation, Environmental Law, Natural Resource Management, or related field.
- Phd in related field is a plus.
- At least of experience in project management, preferably within UNDP, GEF, or similar international development projects for 7 years
- Proven experience in biodiversity conservation, ABS, TK, or natural resource governance.
- Experience working with government agencies, IPLCs, and multi-stakeholder platforms in Cambodia.
- Familiarity with Nagoya Protocol, CBD, and ABS regulatory frameworks.
- Experience in gender mainstreaming and social inclusion in project implementation.
- Strong leadership, coordination, and team management skills.
- Excellent communication, facilitation, and negotiation skills
- Ability to work under pressure and meet deadlines.
- Proficiency in Microsoft Office, project management software, and digital tools.
- Knowledge of GIS, database management, or digital monitoring systems is an asset.
- Excellent verbal and writing communication skills in Khmer and good knowledge in English.
Finance and Admin Officer

Functions / Key Results Expected
The Finance and Admin Officer (FAO) will work under the direct supervision of Project Coordinator with guidance from the National Project Director (NPD), Project Manager (PM) and work closely with Project Team. FAO will be performing the following key functions:
- Financial Oversight:
- Provide general financial support to the project;
- Perform daily work proactively and in compliance with annual work schedules;
- Assist project management in performing budget cycle: planning, preparation, revisions, and budget execution;
- Provide assistance to partner agencies in project activities, performing and monitoring financial aspects to ensure compliance with budgets costs, as necessary, in line with GSSD’s Operation Manual;
- Monitor the project expenditures to ensure that all spending is pre-authorized;
- Support the project team in preparing quarterly and annual project progress reports concerning financial matters;
- Ensure the project adherence to GSSD’s Operation Manual and UNDP procurement rules;
- Perform preparatory work for mandatory and general budget revisions, annual physical inventory and auditing, and external evaluators;
- Prepare all outputs in accordance to Project Document and GSSD’s Operation Manual;
- Ensure the efficient and transparent utilization of the available financial resources;
- Ensure all project financial activities are carried out on schedule and within budget to achieve the project outputs;
- Perform all other financial duties, upon request
- Administrative support:
- Provide administrative support to the project including office and grounds maintenance, security, transport, contract and related services;
- Draft and follow up administrative correspondence;
- Maintain files of rules, regulation, administrative instructions and other related documentation (both hard copy and electronic);
- Manage office equipment and stationary supplies;
- Assist in organizing meetings; workshops, trainings, seminars and project related events;
- Schedule and control the contacts as well as coordinate the meetings with involved institutions and experts;
- Assist the NPD in liaising with external contacts (i.e. line ministries, local authorities, developing partners, NGOs, etc.…) to assure smooth operation;
- Arrange all program related travels, including visa, flight and hotel booking within and outside Cambodia;
- Ensure all logistical arrangements are carried out smoothly;
- Maintain project documents filings, including financial records, in accordance with audit requirements; and
- Perform other duties as assigned.

- Bachelor's Degree in Accountant, administration, Business Management or related field.
- At least of work experience with government, development partner, NGO, government ministries or private sectors for 6 years
- Previous experience working with a GEF-supported project is considered an asset.
- Excellent interpersonal skills;
- Knowledge in various MS Office applications (Word, Excel, Power Point, etc.);
- Ability to use office machines and equipment such as copier, scanner, fax machine.
- Excellent verbal and writing communication skills in Khmer and good knowledge in English.
- Self-motivated and ability to work under the pressure;
- Team-oriented, possesses a positive attitude, and works well with others;
- Flexible and willing to travel;
