Announcement Description

The General Department of Logistics (GDL), Ministry of Public Works and Transport (MPWT), has received funding from the Mekong-Korea Cooperation Fund (MKCF) to implement the project: Institutional and Capacity Building for Cross-Border and Cold Chain Logistics in the Mekong Region (ICB-CCL Mekong). The project aims to strengthen institutional and technical capacity for cross-border and cold chain logistics in Cambodia and the Mekong region. Key activities include:

  • Development of training curricula and regulatory frameworks
  • Capacity building programs
  • Consultation workshops
  • Study visits and regional cooperation
  • Pilot cross-border logistics data collection system at Cambodia-Vietnam International Border Checkpoint and Cambodia-Laos International Border Checkpoint

Project Coordinator

Position Summary

Duty Station: Phnom Penh, Cambodia

Contract Duration: 24-month fixed contract, starting from April 2026

Duties & Responsibilities:
  • The Project Coordinator is responsible for supporting and reporting on project progress to the Project Manager and will work closely with GDL to coordinate and implement the project through the following activities:
  • Project Coordination and Implementation
  • Coordinate implementation of project activities in accordance with approved work plan
  • Prepare and review project reports and implementation documents
  • Review consultant deliverables and contractor outputs
  • Cross-Border Pilot Project Coordination
  • Coordinate pilot logistics data collection at two international border checkpoints: one border with Vietnam and another border with Laos
  • Work with border authorities, customs, and logistics stakeholders
  • Support logistics M&E framework and database implementation
  • Capacity Building and Technical Support
  • Support development of training materials
  • Assist in delivering training programs
  • Support technical guidance development
  • Stakeholder Coordination
  • Coordinate with government agencies, private sector, and development partners
  • Support regional cooperation with Mekong countries and Republic of Korea
  • Workshops and Study Visits
  • Organize workshops and Project Advisory Committee meetings
  • Support study visits and exchange programs
  • Monitoring and Reporting
  • Prepare progress reports and final report
  • Monitor project implementation
  • Document project achievements and lessons learned

Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Master's Degree in Logistics, Transportation and Supply Chain Management, Transport Engineering, Business Administration, Economics, Public Administration, or related field is preferred
Work History:
  • Experience in project coordination and management for 5 to 10 years
Skills & Knowledge:
General & Technical Skills
  • Experience working with government and development partners
  • Experience in logistics, transport, or trade facilitation is highly desirable
  • Experience in donor-funded projects is an advantage
  • Experience working with MPWT is highly desirable
  • Strong project coordination skills
  • Strong stakeholder engagement skills
  • Proficient in using both manual and digital platforms for data collections (e.g., paper forms, mobile apps., etc.)
  • Good computer skills: MS Office, Excel, ArcGIS, Data Management and Analysis Tools
Soft Skills
  • Strong reporting and analytical skills
  • Strong observation skills with the ability to take clear and accurate notes during seminars, workshops, meetings, field surveys, and site visits
  • High level of proactivity and independence
  • Strong communication and presentation skills
  • Fluency in Khmer and English (written and spoken)

Position Summary

Duties & Responsibilities:
  • The Project Officer will support project implementation, procurement, financial management, and coordination, including:
  • Project Implementation
  • Support coordination and implementation of project activities
  • Assist in preparing progress reports and final project report
  • Support monitoring of project implementation
  • Procurement
  • Assist in preparing procurement plans and procurement documents
  • Support procurement processes including RFQ, RFP, and bid evaluation
  • Assist in contract management
  • Maintain procurement records
  • Ensure procurement compliance with MKCF procedures
  • Financial and Administration Management
  • Assist in budget monitoring and financial reporting
  • Support payment processing
  • Maintain financial records
  • Assist with financial audit preparation
  • Proven ability to perform administrative tasks effectively
  • Proven ability to monitor the key activities of project
  • Technical and Pilot Project Support
  • Support implementation of pilot logistics data collection at two international cross border checkpoints
  • Coordinate with border authorities and stakeholders
