Organization Background:

Kampuchea Action to Promote Education (KAPE) is the largest local NGO in Cambodia's education sector. We are a nonprofit organization that implements projects and research at all levels of the sector, with beneficiaries in primary schools, secondary schools, and tertiary programs. KAPE’s primary development objective focuses on promoting improvements in the formal education system in 3 main areas: (i) Educational Access, (ii) Educational Quality, and (iii) Governance. Based on the agency’s experience, investment in access and quality often has only muted effects if educational institutions lack good governance and accountability; thus, KAPE’s primary objective focuses on improving good governance in schools as the linchpin to our strategy to improve educational access and quality.

Project Background:

Improving Digital Education for All Learners (IDEAL) is a 3-year project (01 April 2024 to 31 December 2026 that describes a set of program interventions that are designed to promote digital education in 12 state schools that are located at multiple levels, including primary, lower secondary, and upper secondary. The project proposes a rights-based approach to not only increase students’ digital skills but also promote the regular use of technology in students’ everyday learning (known as ICT in Education), particularly where this concerns literacy and numeracy. The project will build on the extensive work already done by KAPE and others in the area of digital education and will bring to bear many cutting-edge digitally based learning programs in Khmer Language, Mathematics, and English.

KAPE is seeking qualified candidates (Cambodian only) to fill several positions for the IDEAL Project funded by ChildFund Korea. This position will be based at NGS Prek Leap High School in Phnom Penh and will involve frequent travel to Kandal Province. The project is scheduled to start from 01 April 2024 to 31 December 2026.

Position Summary

Duty Station: Based in NGS Prek Leap High School, Phnom Penh

The salary scale will range from 2,700,000 Riel - 3,000,000 Riel

Duties & Responsibilities:
  • Background Preparation
  • Review the project proposal to the donor, the budget and work plan, and other relevant documents to gain the necessary background on the project.
  • Research on Mentoring Strategies Digital Literacy, ICT in Education, Digital Transformation, 21st Century Skills, and other relevant documentation of digital education in primary and secondary schools to improve preparedness to implement the project.
  • Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals.
  • Planning & Coordination
  • Work with the Project Manager and Technical Coordinator to develop a work plan and budget plan, as this relates to mentoring support to teachers, in collaboration with other project staff and stakeholders.
  • Work closely with EdTech Coordinator to identify teachers and also provide them with technical support and mentorship with regard to teaching methodologies and techniques.
  • Revise the work plan as necessary based on changes in programming and context.
  • Coordinate project implementation with the school management, local government and community leaders.
  • Ensure close coordination and communication with counterparts working at the Ministry level, Provincial and District Offices of Education so that there will be effective troubleshooting when problems arise, and also strong ownership of the innovations developed by the project.
  • Technical Implementation
  • Work with KAPE consultants, advisors, and the Technical Coordinator to create the teacher upgrading packages for the IDEAL Project.
  • Facilitate the establishment of school-based professional learning communities (PLC) in all schools in close collaboration with DoE and school directors.
  • Support the systematic establishment of continuous professional development (CPD) for teachers at the school and project level. Mentors may use the guidelines provided in the school-based Management Manual to assist them in this purpose.
  • Set up the mentoring program for the project by organizing mentor conferences at least once a month (either electronically or face-to-face), preparing site visits at least once a month or more, reviewing and sharing classroom practices on agreed digital platforms, and tabulating scores of Mentees on digital assessment tools.
  • Work with PoE, DoE, and project team members to identify the potential contract teachers and dedicated contract teachers.
  • Review the career path of selected contract teachers and provide technical support based on their needs.
  • Work with CPDMO and NGPRC to ensure that the contract teacher and state teacher training courses can be accredited.
  • Work with the Project Team and EdTech Coordinator in the development of training manuals to improve teaching techniques, leadership programming, and the development of additional teaching and learning materials if needed.
  • Provide teaching training or other required training to improve the capacity of teachers and school directors to promote the quality of education.
  • Share the knowledge and experiences of the teacher mentoring program implementations for monthly technical meeting at cluster and school levels.
  • Monitoring and Evaluation
  • Coordinate with the M&E Officer to establish pre-and post-tests for the competencies of digital literacy among teachers, students and other end beneficiaries.
  • Work closely with the M&E Officer and the Edtech Coordinator to ensure that all project indicators are being monitored regularly and that data collection is regularly occurring.
  • Work collaboratively with the M&E Officer and the EdTech Coordinator to develop monitoring and data collection schedules to oversee the proper implementation of the project.
  • Follow up with all target schools for relevant activities.
  • Communication
  • Assist in maintaining good communication between the Provincial Office of Education (PoE), DoE, school directors, teachers, the project team, and stakeholders.
  • Administrative and Financial
  • Make travel requests, and other administrative tasks relating to project implementation.
  • Prepare budget requests to implement project activities according to the budget line and work plan.
  • Reporting
  • Assist the Project Manager and Technical Coordinator in preparing minutes, quarterly reports, and annual reports.
  • Report any irregularities in the implementation of project activities to supervisors.
  • Document best practices and lessons learned during fieldwork and share with other relevant project staff.
  • Other Responsibilities:
  • Perform other duties as assigned by direct supervisors.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Computer Science, IT, Digital Learning, or other related fields
Work History:
  • At least experience working in the formal education sector for 2 years
  • At least of experience in providing training or workshops to teachers for 1 year
Skills & Knowledge:
General & Technical Skills
  • Have relevant experience in ICT in education or digital literacy;
  • Knowledge of project work methods and their applications to ICT;
  • Knowledge of digital platforms and software, such as Microsoft 365, Kobo Toolbox, or other online forms;
  • Ability to work in a school context and with teachers, children, youths, and communities;
  • Ability to work well with the government education system;

  • Research on Digital Literacy, 21st Century Skills, and other relevant documentation of digital education in lower secondary schools to improve preparedness to implement the project;
  • Become familiar with operating manuals used in Kampuchean Action for Primary Education, namely the Personnel, Administrative, and Financial Procedures Manuals;
  • Assist the project officers and project manager to develop a work plan in collaboration with the technical working group and other stakeholders;
  • Assist and coordinate project implementation with the local government and facilitate communication with the target schools and local authorities;
  • Ensure close coordination with counterparts working in the Ministry so that there will be effective troubleshooting when problems arise, and also strong ownership of the innovations developed by the project;
  • Assist project officers and EdTech Coordinator in conducting any training in Digital Literacy, and ICT in Education for teachers in the target schools;
  • Assist project officers in preparing and organizing consultative workshops on other related topics in the target schools and ensure that all participants and stakeholders understand and use all the training materials and tools in teaching and learning activities;
  • Work closely with the EdTech Coordinator and supporting team members from KAPE headquarter in the implementation of other relevant activities;
  • Keep minutes of all meetings, including those involving the Technical Working Group comprised of the Department of Information Technology and KAPE technical teams;
  • Maintain good communication between the TWG, MoEYS, and the project team;
  • Make travel requests, and other administrative tasks relating to the implementation of the project;
  • Prepare budget requests for implementing project activities according to the budget line and work plan;
