Objective of the Assignment
The Project Accounting Assistant will be responsible for managing the financial operations of the Skills for Better Jobs Project, ensuring compliance with World Bank financial management guidelines, Cambodian government regulations, and internal control procedures. The role supports budget execution, financial reporting, disbursement processing, and audit readiness, contributing to the transparent and efficient use of project resources.
Contract Duration and Reporting Arrangements
- The duration of the contract for the accounting assistant is 12 months on full time basis from the contract start date and subjected to the annual assessment of the consultant performance, availability of funds and the needs for the project.
- The payment to the accounting assistant’s services will be in the form of time-based contract.
- Assist in managing the financial and accounting systems of the project.
- Support the safeguarding and proper management of project assets
- Review all financial transactions and prepare vouchers related to each transaction.
- Conduct initial checks, screening, and verification of transactions, including funds received, expenses for goods, works, services, training, and operating costs.
- Help prepare and review all financial reports.
- Assist in the preparation of withdrawal applications and required supporting documents.
- Coordinate and support audit fieldwork by both internal and external auditors.
- Maintain accounting records, including bank accounts, statements, reconciliations, cash books, petty cash, and cash advances.
- Prepare and update the withdrawal application monitoring register.
- Keep the contract payment register for vendors, suppliers, contractors, and service providers up to date.
- Update the fixed assets register as needed.
- Liaise with the Ministry of Economy and Finance (MEF), and other stakeholders on financial matters.
- Support training and capacity building of project staff on financial procedures and donor compliance.
- Collaborate with procurement, M&E, and administration teams to ensure financial alignment across project activities.

- Bachelor's Degree in Accounting, Finance, or related field
- Experience in accounting or financial management, preferably in donor-funded projects for 2 years as a minimum
- Proven experience with World Bank financial management systems and reporting formats.
- Proficiency in accounting software (e.g., QuickBooks, Peachtree, or government FMIS).
- Familiarity with Cambodian public financial management systems is an asset.
- Strong command of Khmer and English (written and spoken).

The role ensures efficient coordination, documentation, and compliance with World Bank fiduciary standards, contributing to the successful implementation of vocational training and employment initiatives across Cambodia.

- Assist in procurement processes in accordance with World Bank Procurement Regulations and the project’s Standard Operations Manual.
