Programs Manager
THE ROLE:
Grow Asia-CPSA is seeking a Programs Manager to design and deliver CPSA’s programs, foster new and existing partnerships, and coordinate resources for effective program implementation and growth. Reporting to the CPSA Country Director in Phnom Penh, The successful candidate will help to ensure that projects are aligned with donor requirements, government policies, and CPSA’s strategic plans. He/she will also lead the provision of technical and administrative support in program design and implementation, and will support and build the capacity of project staff.
This role is an opportunity for learning and networking with national and international agribusinesses, development partners, and counterpart ministries, as well as to learn from the other Grow Asia Country Chapters across ASEAN.

- Program planning and design: Support the strategic design and implementation of agri-food projects, including creating budgets, program strategy, and data management tools. Assist in the development of monitoring and evaluation systems, tools, and templates.
- Program management: Lead project management, motioning and reporting to ensure programs are aligned with program framework and grant deliverables. Monitor program progress, predicting resources needed to reach objectives and managing resources effectively and efficiently. Produce reports for various projects to ensure the delivery of short-term, medium-term, and long-term goals. Provide capacity building, training, coaching and mentoring to the program team and key stakeholders. Deliver consistent updates to key stakeholders about program strategy, adjustments and progress. Manage workshops and stakeholder networking events.
- Partnership engagement coordination: Supporting CPSA in coordinating with key stakeholders to build trust, alignment, and collaboration among CPSA’s partners, including private sector, governments, potential donors, civil society organizations; farmer organizations, and financial institutions.
- Business development: Support CPSA in exploring further funding opportunities with various stakeholders through gathering funding opportunity information, designing and developing concept notes and proposals with different organizations and funders.
- Bachelor’s degree in a related field, such as agriculture, social sciences, international development, economics, or a related discipline.
- At least five years of professional experience with demonstrated expertise in agriculture value chains, and multi-stakeholder partnerships in the agriculture sector.
- Experience working around gender equality or women’s economic empowerment and responsible agriculture investing and/or inclusive finance.
- Strong verbal and written communication skills in Khmer and English.
- Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines.
- Able to communicate to diverse audiences and an ability to maintain diplomatic cross-cultural communications.
- Computer literate with experience using Microsoft Office in English and Khmer.
- High level of integrity and commitment to socio-economic development and food systems transformation.
