The new CSP is grounded in a strategic shift from direct implementation to capacity strengthening and technical assistance in line with national priorities. WFP’s programming approach also adopts a systems/ integrated approach across the whole portfolio to maximize the co-benefits of improving nutrition, social protection, food systems and disaster risk management.

Job Purpose: Under overall supervision of the Head of Research, Assessment and Monitoring (RAM) unit, this position reports to the Head of M&E.

Expectations - Duties, Responsibilities
  • KEY ACCOUNTABILITIES
  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

  • SPECIFIC POST REQUIREMENTS
  • Programme M&E and data analysis:
  • Provide technical support to the Programms teams to ensure that the country office has quality information to assess progress towards expected results established in annual workplan and programme performance plan(s).
  • Provide expertise to project, programme, activity related data analysis and production of analytical products for programme advocacy and communications.
  • Technical assistance to the government for M&E system strengthening:
  • Support the capacity strengthening of national and sub-national government partners to enhance data and information system, M&E systems and related policies and tools for national policies and programmes.
  • Liaise with the government partners to conceptualize, innovate and nurture WFP’s technical assistance activities to strengthen the government system, process and institutional capacities.
  • Provide technical support to design, formulate, implement and track success of M&E technical assistance to the government, especially in the areas of food security and nutrition/food systems, education (school feeding), Climate/DRR.
  • Country Capacity Strengthening (CCS)
  • Provide technical support to the design, elaboration and on-going improvement of the WFP monitoring and evaluation of country capacity strengthening (CCS) activities.
  • Evaluation management
  • Manage and oversee implementation of decentralized evaluations and reviews ensuring these are managed, designed and carried out in line with existing quality standards and that evaluation results are useful to the intended audience.
  • Contribute to monitoring and tracking of the evaluation management responses and recommendations.
Requirements - Skills, Qualifications, Experience
  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, M&E or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
  • Minimum of three years of relevant professional work experience including monitoring and evaluation activities. M&E experience of large-scale programme/ project and/or in the UN system and other relevant development organizations.
  • Experience in M&E capacity strengthening, preferably for the national government counterparts in Cambodia.
  • Experience of monitoring results of technical assistance and policy advocacy interventions.
  • Excellent data analysis and analytical skills, and ability to communicate effectively in written and spoken English.
  • Demonstrated ability to work with statistical analysis and data visualization software (SPSS/R/STATA and Tableau/PowerBI/InDesign)
  • Experience in managing project/programme evaluation(s).
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Topical experience related to food security and nutrition/food systems, school-based programme (esp. school health and nutrition), climate/DRR, and/or social protection.
  • KEY COMPETENCIES
  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • Broad Knowledge of Specialized Areas (Nutrition): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
  • LANGUAGE: Fluency (level C) in English. Fluency in Khmer language.
