The Position:
The Programme Analyst, GBV, is located in the Cambodia Country Office (CO) and under the supervision of the Program Specialist, GBV; the incumbent will be working closely with the Cambodia GBV Programme team to coordinate and implement an ambitious GBV programme in Cambodia.
Job Purpose:
The Programme Analyst, GBV will play a crucial role in supporting the implementation of the 7th Country Programme (CP) 2024-2028, with a particular focus on addressing gender-based violence. The Programme Analyst, GBV will work closely with the GBV team under the overall supervision of the Programme Specialist GBV with technical oversight from senior international GBV Specialists, on implementing key activities under two projects that aim to develop and implement systems of support for survivors of violence including GBV case management systems.
The role will support the team to implement GBV activities including leading training and capacity building workshops on improving GBV systems and services through case management, health sector response to GBV, addressing harmful social gender norms and programme development.
On a day-to-day functional level, the Programme Analyst, GBV will work closely with the Programme Specialist, NoC as well as the whole GBV team, in tandem with the reproductive health, adolescent and youth and population and development colleagues under the overall programme team led by the Assistant Representative. Technical supervision will be provided by international GBV Specialists in the Asia Pacific Regional Office (APRO).
This position works in close collaboration with all UNFPA team members including, all programme and operations team members. In addition, the position works very closely with Government counterparts, CSOs, other UN agency partners and other stakeholders.
- Programme Implementation
- Working closely with GBV Specialist and team to lead GBV through close partnership with the Ministry of Women’s Affairs, UN agencies and other stakeholders.
- Under the technical supervision of the GBV Specialists, implementing the strengthening of GBV coordination and case management services delivered by government and non-government actors through close partnership, this includes the strengthening of GBV administrative data management and strengthening and scaling up a national GBV database system.
- Support the capacity building towards the implementation of activities in GBV health and case management services including improved quality, timeliness, and accessibility.
- Under the guidance of the GBV Specialists, support the implementation of health and case management service protocols, standards and tools and policies.
- Support implementation of the referral pathway strengthening work at national and subnational levels including through capacity building key partners.
- Supporting the work of UNFPA in working closely with Government, civil society, and UN partners to advance the national action plan on GBV prevention.
- Partnerships and support to Programme Management
- Supporting UNFPA’s GBV programme interventions in working with implementing partners’ workplans and budgets, monitoring, evaluation and reporting.
- Providing timely inputs and support under the supervision of the GBV Specialist into the GBV programme budgets, expenditures and reports.
- Attend and participate in GBV partners groups or inter-agency GBV working groups as needed. Support the work of the UN interagency Gender Theme Group.
- Capacity Development
- Lead the implementation of capacity building (training) support to Implementing Partners (IP) and other stakeholders towards ensuring quality GBV services; including coordination, referral guidelines, the Essential Services Package and Case Management.
- Review and provide feedback on training materials, through examining existing training resources on GBV coordination, case management, OSSU and health sector response to gender-based violence (GBV) currently used in Cambodia.
- Deliver training and orientation for stakeholders and staff on GBV concepts (prevention and response) and GBV case management,
- Under the technical guidance of the GBV Specialists, arrange training including on GBV Data, Case Management and other topics.
- Lead the responsibility in mentoring and coaching the project staff of Implementing Partners to apply GBV Guiding Principles and best practices in staff development approaches.
- Contribute to the implementation of UNFPA PSEA protocols and procedures.
- Monitoring, Reporting and Evaluation
- Under the guidance of the GBV Specialist and in close cooperation with the GBV team, support the monitoring of GBV activities through Implementing Partners.
- Contribute to and ensure the timely and quality inputs into regular quarterly progress reports, after action reports, annual reports, and donor reports - document lessons learned, challenges, and share with relevant units as necessary.
- Ensure reporting in the system as per the WP and result resource framework (RRF) of the project including expenditure and implementation rate. Contribute to the CO’s overall M&E framework, advising on measurable, reportable, and verifiable gender and GBV related indicators for policy and advocacy efforts improvement.
- Support knowledge management through the creation, documentation and sharing of knowledge, including lessons learned, best practices and replicable strategies and approaches, by evaluating programmes, projects.
- Support the production of high quality content for communications and visibility to share with donors, UNFPA regional office and Headquarters (HQ) as needed.
- Undertake regular monitoring visits to project intervention sites.
- Coordination, Partnership Building and Resource Mobilization
- Ensuring positive partnerships and collaboration with external counterparts, including the UN/development/national partners for advocacy, technical cooperation, programme coordination, resource mobilization, and knowledge sharing in the area of gender equality and gender-based violence.
- Contribute towards the development of proposals including joint UN proposals related to GBV.
- Ensure positive relationships with all stakeholders including donors and partners ensuring communications and donor reporting is accurate and accountable.
- Participate in GBV coordination work as required including: the joint UN Sub Working Group on GBV, GBV partner group and UN GTGt.
- Ensure coordination and collaboration with all UNFPA programmes including SRHR and health sector response and Adolescents and Youth in UNFPA.
- Performance Management
- Participate in the overall functioning of the GBV team which includes the implementation of the UNFPA performance management system.
- Ensuring timely and quality inputs into management responsibilities under the direction of the GBV Specialist including financial and activity reporting and donor reporting for the GBV team.
- Contribute to the overall GBV team including support to team members in order to strengthen their capacity, as needed.
- Ensure full compliance to UNFPA’s policies and procedures with regards to all aspects of the role including: travel, reporting, financial management, procurement, human resources.

- Master's Degree in Development Studies, Gender and/or Social Studies, Public Health, Social Work or any related field
- At least of increasingly responsible professional experience in the field of gender or gender-based violence, sexual and reproductive health and rights, international development, with experience in programme/ project management for 2 years is preferred
- Proven experience in capacity building, including organising workshops, delivering training and mentoring related to GBV - trained trainer preferred;
- Solid knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV would be an asset;
- Proven experience in developing, implementing, managing and reporting on capacity building workshops and training;
- Excellent report writing and compelling oral presentations;
- Prior experience in the UN system is an asset;
