Program Quality and Monitoring Officer
Purpose
The Program Quality and Monitoring Officer (PQM Officer) manages information and reporting processes and products to ensure the professional, high-quality communication project’s activities and results to work effectively in accordance with CRC-Cambodia’s Strategic Plans. The PQM Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the projects and donors. The PQM Officer will assume responsibility for full-project cycle monitoring, developing appropriate methodologies and tools. The position also contributes the entire monitoring of the CRC-Cambodia’s projects.

- Dimensions of the Position:
- Quality of project implementation and data management: Develop the Monitoring and Data Tracking System and Tools to assure the quality of program/projects implementation align with CRC- Cambodia’s Strategic Plan and donor requirements, and also ensure highs quality of data and information system.
- Capacity building: Support capacity on monitoring system to project staffs and memberships to ensure they are able to use the monitoring system to track the quality of project’s impact.
- Documentation and research development: Strengthen the documentation of good practice of program/projects and support the new research/initiative include baseline and end line evaluation.
- Education
- University Degree or evidence of advanced study in Management, Law, Knowledge project management, International Relations, and Community Development fields.
- Experiences and Skills
- At least two years working experiences in project management with NGOs (coordination, advocacy and Monitoring)A strong knowledge and experience in facilitation and coordination, project management, data management, and monitoring
- Ability to think strategically, anticipating future developments and planning accordingly; proactively identify issues and generate recommendations clear and accurate data management, writing, editing, and verbal communication
- Computer skills (Microsoft office, Internet, and Email)
- Strong analytical and organizational skills
- A natural lean toward getting to know people and communicating with others
- The ability to maintain strict confidentiality of donor and organization information
- The ability to meet multiple deadlines consistently
- Team spirit and able to work in a multi-cultural environment
