Program Officer
Location: EAC Head office, Phnom Penh
POSITION SUMMARY
Reporting to: Deputy Country Director
The Program Officer will collaborate with the Program team across all sites, the Social Work Coordinator, the Field Officers Team, external stakeholders and local partners to implement, monitor and evaluate EA programs in Cambodia.
This collaboration will focus on community and school based projects, individual support through sponsorship program and the transition to resource centers. He/she will also play a key role in the coordination with EA’s volunteers and EA partners (ex: Dentist mission with UPC & UHS; CASIRA; Lycées Français and other specific initiatives).
Under the overall management of the Country Director of EAC, and with direct supervision from the Deputy Country Director, the Program Officer will implement programs, provide technical support to the local team to achieve its core mission, and assist the Deputy Country Director as requested.
- Monitoring and Evaluation of programs and projects:
- Monitor and evaluate EA Cambodia’s programs to ensure outcomes are aligned with the 2025–
- 2030 Strategic Plan.
- Provide technical support and capacity building to staff and field officers to improve program quality and efficiency.
- Collect, analyze, and report quantitative and qualitative data for ongoing projects
- Promote and ensure the integration of the Child Rights-Based Approach in all activities.
- Fundraising and communication:
- Support CD and DCD in collecting data and coordinating tasks for donor proposals (e.g., Foundations, Embassies, private sector, institutions…).
- Identify and approach local foundations, universities, vocational training centers, institutional stakeholders (ex: MoEYS) etc., to explore sponsorship opportunities for students.
- Assist in the organization of fundraising events and explore new funding opportunities.
- Draft and publish success stories, case studies, and testimonials to promote EA Cambodia's impact.
- Manage and develop content for internal and external communication platforms, in coordination with HQ and in line with safeguarding standards.
- Partnership and networking
- Maintain ongoing relationships with local departments of MoSAVY, MoEYS, and other relevant authorities at project sites.
- Support the DCD and CD in developing partnerships with local CSOs, private companies, and other stakeholders.
- Facilitate and assist EAC team in the organization of sponsors visits
- Represent EAC in selected coordination meetings, external events, and working groups.
- Volunteer Coordination and Collective Activities
- Coordinate the recruitment, onboarding, and supervision of local and international volunteers.
- Ensure volunteers’ activities are aligned with EAC’s objectives and provide meaningful contributions.
- Organize and support EAC team (Center directors, Field officers, Educators…) in the implementation of collective activities such as youth events, awareness sessions, orientation and life skills workshops.
- Facilitate collaboration between volunteers and project teams to enhance program impact and child engagement.
- EXPERIENCE
- For this position, we are looking for a person with solid professional experience and a good ability to carry out international solidarity programs, projects.
- Graduate of higher education: Bachelor degree at least (ideally orientated towards humanitarian action or international development)
- Experience of 3 years old minimum in multicultural team
- Coordination and management of humanitarian programs, projects in the field.

Educator
Location: Smong Area Takeo, Cambodia
- Children social follow-up:
- Assist the Center Director for the monthly meeting with children
- Share with the social worker about children cases
- Identify and report children’s problem
- Ensure relationship with relatives by phone calls and/or visits
- Children support:
- Propose, organize and animate inside and outside activities - including garden, sport, art, soft skills workshops
- Ensure activities’ follow-up: organization, team meeting, reporting, evaluation
- Supervise daily activities including meal, clean and school time
- Be involved in the civic education of children and share life experience
- Organize thematic workshops and relevant activities for the children by involving local authorities and stakeholders.
- Children hygiene and well-being:
- Provide first-aid medical attention to children in need
- Inform the direction in case of health emergency
- Accompany children to the hospital if family cannot join
- Make sure of children bodily cleanliness
- Supervise the daily schedule and lead children on cleaning time of the rooms and center
- Bachelor in the field of education, child psychology, social work, art or any other relevant subject
- Work experience with children
- Good communication in Khmer and English
- Sense of initiative, creative, open and critical-minded

Liaison & Field Officer
Location: Phnom Penh with frequent travel to the provinces
Position summary
The Field Officer plays a crucial role in supporting the holistic development of sponsored children in Cambodia. This position requires a strong commitment to child protection and the promotion of all children's rights, as outlined in the UN Convention on the Rights of the Child.
The Field Officer should build professional relationships based on trust, collaboration and mutual respect with children, students, families, employees of Enfants d'Asie Cambodia, local authorities and operational partners.
- Selection process:
- Identify potential new beneficiaries regarding EAC criteria - upon request from the line manager or the sponsorship officer at Headquarters - through an in-depth social assessment (initial social inquiry) of the child and his/her family
- Collect all official and relevant documents (family book; poverty card etc.)
- Introduce potential new beneficiaries to the line manager and sponsorship officer at Headquarters
- In case of approved EAC support, inform the family accordingly and make them sign the sponsorship agreement
- Case management:
- Conduct regular home visits and communication at distance to assess the well-being, educational progress, and overall development of sponsored children.
- Monitor children's academic performance, health, and psychosocial well-being.
- Identify and address any challenges faced by children and their families, such as poverty, abuse, neglect, or discrimination.
- Develop and implement individualized support plans for each child in collaboration with families, schools, and other relevant stakeholders.
- Facilitate the family reintegration process for children who have been placed in residential care institutions (including EAC centers and State Orphanages partners) and to prevent the risks of separation between the children and their families.
- Maintain accurate and up-to-date records of all casework activities in the organization's databases (Salesforce ; Excel databases…).
- When necessary, provide material or financial support to the children during field missions
- Provide complete, accountable, transparent invoices and receipts to the finance department
- Relations with partners and sponsors:
- Build and maintain strong relationships with local communities, including schools, health centers, and local authorities (e.g., Commune/Sangkat Committees, CCWC, Department of Social Affairs, Department of Education).
- Identify relevant NGOs or local CSOs in order to develop collaborations and synergies to reinforce the quality of services provided to the children
- Collaborate closely with local partners to ensure the effective delivery of services to children.
- Participate in community-based activities and awareness-raising campaigns.
- Sponsorship:
- Organise and manage workshop to make children write letters to theirs sponsors - twice a year
- Request the goodbye letters and/or thank you letters from children to sponsors
- Communicate sponsors’ letters to the children and collect the reply letters when necessary
- Organize visits for sponsors to meet their sponsored children in compliance with EAC internal policies
- Organize and manage awareness workshops on specific and relevant thematics
- Write school year report for each sponsored student
- Representation:
- Represent EAC in relevant meetings or events related to social work as required by the line manager
