Program Officer
This position is expected to start as soon as possible.
The position is reporting to: Program Manager - EYEs
The Program Officer for Empowering Youth for an Equitable Society (EYES) Program main responsibilities are described as follows:
- Lead and coordinate the implementation of DCEY project activities under the supervision of EYES’ Program Manager, including training, youth mobilization, field trip, exposure trip…etc.
- Provide technical support and capacity building to project staff to implement the project activities more effectively
- Building potential partnership and maintaining stakeholders’ relation with all YRDP’s partners such as development partners, youth organizations, government, CSOs, and donors if needed.
- Identify potential speakers and be a moderator for online shows/podcast
- Be an M&E focal person for EYES’ program and work closely with the M&E team for monitoring and evaluating the program operation and implementation.
- Cooperate with the head of the program to develop the program’s strategic and operational plans for both financial and activity plan to ensure that the plans are followed.
- Working closely with EYES’ Program Manager to contribute for writing donor or project reports (monthly, quarterly, semester, and annually)
- Assist the head of the program in project financial management by checking the expense settlement of the program when needed.
- Support other programs/projects by advising the trained youth to participate actively in social development activities as many means as possible.
- Join any relevant meetings or events at local, national, and international level as a YRDP representative if required
- Having a bachelor’s degree in a related field such as Research, Psychology, Sociology, Philosophy, Education, Development, Human Rights, Economics, and Environment (Having master’s degree is an added value)
- Having at least three years’ experience in grant management, project cycle management, youth empowerment, and capacity building.
- Having a strong knowledge and understanding of civil and political right education, human rights, laws, and advocacy
- Be proactive, able to work well in a team and highly committed to working directly with youth from different backgrounds
- Having excellent communication and critical thinking skills
- Be flexible, adaptable, strategic, and have agile mindset.
- Good at interpersonal skills: leadership, problem-solving, facilitation skills, public speaking, time and task management with high morale, and good characteristics
- Good at writing and speaking both English and Khmer.
Finance Assistant
The position is reporting to: Admin/Finance Manager.
The Finance Assistant is to be responsible for the accuracy and smooth financial operation of the organization and the main responsibilities are described as follows:
- Enter all financial transactions on a day-to-day basis into the accounting system (QUICKBOOK), ensuring accuracy and compliance with accounting procedures, including checking that codes are accurate according to the chart of accounts.
- Reconcile the accounting system with the record of transactions daily and oversee cash reconciliations.
- Provide recommendations for any adjustments if needed to ensure the correctness of accounting records and budget availability.
- Prepare cash and bank reconciliations in the accounting system.
- Check supporting documents (purchase requests, quotations, contracts, invoices, receipts, summary reports, etc.) for accuracy and efficiency.
- Make payments to suppliers and prepare receipts for all incomes.
- Assist the Finance Officer/Manager in scanning documents and filing financial documents chronologically.
- Stamp "PAID" on completed financial documents before scanning and filing.
- Conduct financial monitoring (field visits, spot checks, etc.).
- Participate with admin staff in procurement activities.
- Assist in preparing documents for the annual audit.
- Perform other tasks assigned by the supervisor.
- At least bachelor’s degree in accounting, financing, or a related field,
- Having at least a minimum of two years of work experience in Accounting or Finance
- Ability to establish and maintain effective working relationships with co-workers, supervisors, stakeholders, and suppliers
- Knowledge of law and policy related to finance
- Sufficient English communication skill
- Computer proficient in Ms. Word, Excel, PowerPoint, Outlook, and QuickBooks.
- Ability to work independently, under pressure
- Be respectful and transparent in dealing with others, commitment, accountability, integrity, be flexible, and accept responsibility for delivering outcomes
- Willingness to work as a team with good organizational and inter-personal skills, reliable, honest, and trustworthy person
- Be able to travel overnight at the project sites
