Program Manager - Clean Energy Skills Development

The Program Manager will also run the Clean Energy Internship (CEI) program, ongoing since 2018. CEI equips students and fresh graduates with hands-on experience through placement in organisations working in clean energy to help bridge the gap between academic knowledge and real-world skills. The Program Manager will lead a scale-up in 2026 to deepen the program’s impacts, manage relationships with companies offering internships, lead the intern recruitment and matching process, and deliver capacity building training and mentorship sessions for the interns.
Reporting to the Operations and Program Lead, the Program Manager will play a key role in driving efforts to ensure that Cambodians are well-equipped to participate in and benefit from the transition to renewable energy. This role will involve deep collaboration with government, industry, training providers, and educational institutions and students to design and deliver impactful skills development initiatives, fostering opportunities for well-paid, safe, and sustainable jobs in the clean energy sector.

- Policy Coordination and Program Implementation
- Coordinate and oversee the implementation of EnergyLab Asia’s skills-building development programs, ensuring alignment with strategic objectives and delivery of all outputs in accordance with grant timelines.
- Collaborate with the Energy Policy Lead to tailor activities for and deliver the clean energy skills ecosystem program.
- Facilitate workshops, roundtables, and collaborative problem-solving sessions to identify and address gaps in clean energy skills development.
- Lead implementation of the Clean Energy Internship program, securing organisations that will offer placements in 2026, running the intern selection process, and shepherding the cohort through the program.
- Manage and monitor the skills ecosystem and CEI program budgets, ensuring that spending aligns with budget lines and grant timelines.
- Facilitate clean energy training, deliver soft skills training and mentoring sessions for interns, and be the bridge between EnergyLab Asia, placement organisations, and interns.
- Build and maintain strong relationships with training providers, government agencies, development partners, academic institutions and private sector employers, with the aim of fostering a clean energy skills network that will enhance existing clean energy training programs or establish new programs tailored to industry needs.
- Represent EnergyLab Asia in local forums and discussions related to skills and workforce development.
- Support the implementation of the annual Clean Energy Week, leading activities to solicit corporate sponsorships and incorporate private sector views into various sessions.
- Research, Analysis and Reporting
- Conduct assessments, and analyse data from existing studies, to identify skills gaps and training needs in Cambodia's clean energy sector and inform design of program activities.
- Support the Energy Policy Lead in analysing regional and international best practices in clean energy skill-building.
- Coordinate donor reports for the skills ecosystem and CEI programs, ensuring compliance with grant timelines.
- Monitor and evaluate program outcomes, ensuring continual improvement and reporting on impact.
- Khmer - Fluent
- English - Fluent
- Master's Degree in education, public policy, environmental science, engineering, or a related field.
- Professional work experience in program coordination/ management, skills workforce development, or a related area for 3 years as a minimum
- Demonstrated ability to effectively build relationships and work collaboratively with diverse stakeholders, including government, private sector, and civil society.
- Strong organisational and project management skills, with the ability to juggle multiple tasks and meet deadlines.
- Excellent verbal and written communication skills in Khmer and English.
- Familiarity with skills development pathways and requirements for clean energy projects, such as solar, energy efficiency, or electric vehicles.
- Experience working in the renewable energy, education, or development sectors.
- Experience working with Ministry of Labour and Vocational Training (MLVT)
- Knowledge of Cambodia’s labor market and vocational training systems.
