Program Manager (1 Position)
This Position sometime travel to the province
- Lead, oversee and technically support the delivery of HACC projects.
- Provide overall management, support and implementation of projects, including the strategic information, coordination, and decision making.
- Acquire pro-actively new projects and grants in order to serve and technically support its CSO members.
- Increase financial and programmatic sustainability through creative fundraising, resource mobilization, and donor diversification.
- Develop and review HACC annual work plan and quarterly work plan with all donors and oversee the implementation of the programs.
- Collaborate with international and national advisors to improve the organizational development, M&E system, program management, and resource mobilization.
- Establish internal assessment tools for sub-grantee, grant manual, policies, and guideline with management team and relevant staff.
- Participate in any meetings organize by Government, Ministries, UNs, Development Partners, Donors, NGO and other concerned institutions as invited.
- Be a representative HACC to present and met with people concerned.
- Review and approve on requests, disbursement, and plan from program component.
- Take lead and work with program team and finance team to organize meetings and trainings for all activities as designed by HACC.
- Liaise and communicate with development partners, stakeholders, and NGOs for benefit of HACC.
- Work closely with management team to review, initiate and draft and review HACC policies, guidelines, procedures and manuals.
- Work with program team to develop and review Annul and Programmatic report as required by HACC, donors and concerned Ministries.
- Work closely with management team to solve all relevant issues raised by HACC
- Lead or organize workshop, meetings or providing capacity building to NGO, KAP or other institutions.
- Collaborate with management team to design and provide capacity building to HACC staff and concerned institutions.
- Work all as assigned by Executive Director.
- Report directly to Executive Director.
- Master degree in Public Health, Medical doctor, Social Sciences or related field
- Fluent communication in both Khmer and English
- Minimum 3-year working experience in position of Program Manager within the NGO health/Network sector
- Proven practical experiences in M&E and researches and strong analytical skill
- In depth knowledge of HIV/AIDS and health related issues
- Good leadership, teamwork, communication and interpersonal skills
- Willing to travel and spend extended periods of time in provinces
- Computer proficiency with MS Office and MS Access,
IT Database Management/Admin Assistant (1 Position)

- Responsible for social media for enhance information of HACC
- Maintaining and update the HACC’ s website and email
- Posting all relevant news and information from HACC, NGOs and health and related information
- Keep update and maintain membership NGO database
- Providing technical support and troubleshoot IT problems for all staff
- Communicating with social media companies as contracted with HACC
- Ensuring all data of HACC are secured and managed
- Maintenance and installation of hardware and software
- Designing and producing all kinds of HACC reports and materials
- Participating in any meeting as assigned by managers
- Participating in organizing all meetings and training as provided by HACC and partners
- Assisting Administration and Finance section for smooth and effective software financial management system
- Producing effective tools and materials for enhancing information and data for HACC
- Performs all other duties as assigned by the Admin and Finance manager
- Reporting to HACC’s Admin and Finance Manager
- Bachelor degree in Information Technology or equivalent
- Have experience in developing database system
- Have experience in repairing, networking, designing,
- Have abilities to develop and update organization website
- Good team work, coordination, communication and interpersonal skills
