World Renew is the relief and development agency of the Christian Reformed Church in North America, it is supporting integrated community development in rural communities. Currently, we are working with two local partners, one in Kampot and another one in Svay Rieng province. We are looking for a detailed oriented and capable individual to fulfill a Program Manager position who will provide oversight the program work for World Renew in Cambodia. This position will be based in Phnom Penh with frequent traveling to provinces for partner capacity building, program M&E, and program modeling.
Summary
The program manager works closely with other managers and program and systems staff to lead and facilitate the development process in our communities. In consultation with partners and under the leadership of the Country Director (CD), the program manager oversees all aspects of the program including program design and development, planning, budgeting, monitoring and evaluation, and reporting. The program manager is expected to represent the values of the World Renew program and to behave appropriately with partner staff, key stakeholders, and to promote mutual respect within the team of World Renew and beyond.
- Works with partners, other managers, and relevant staff to develop annual operational and program planning with a clear strategy for program implementation, monitoring, and reporting.
- Supervises program staff and empowers partners’ staff to develop their implementation work plans and budget in accordance with program objectives and frameworks.
- Assists the CD in developing program concepts, proposals with necessary frameworks including reports to the home office, donors, and Cambodian Government as needed.
- Assists the CD in assessing the capacity of local partners and their program interventions with clear objectives before a decision made for partnership agreement or renewal of existing partnership agreement.
- Helps the CD represent World Renews value, identity, and support partners for a better understanding of Biblical Worldview, transformational community development, and integral mission.
- Ensures regular meetings of partners are planned and implemented effectively to meet program needs with well-defined solutions and actions.
- Ensures appropriate program monitoring and evaluation are happening as planned including reviewing program reports by analyzing program achievements and challenges and providing on-time feedback to the CD for necessary decision-making.
- Conducts field visits with partners as necessary to review and verify the progress of program implementation and provides immediate feedback to partners and communities.
- Reviews the compliance of partners with our partnership agreement and other policies and guidelines
- Acts as a focal point and closely monitors and report numbers of complaints including the process of investigation for sensitive cases.
- Works closely with the Kasi-Win project team and relevant staff to oversee the implementation of the investment capital and community contribution to ensure the achievement of its set milestones.
- Collaborates with Media and Communication Officer in constituency engagement, donor relations when and as needed.
- Networks with NGOs, government, and other stakeholders to strengthen program effectiveness and sustainable community development including agriculture practices.
- Represents World Renew at a high level when was assigned for meeting with government, NGOs, and key stakeholders.
- Other tasks as assigned by the CD.

- A commitment to the Core Humanitarian Standard and the implementation of its nine principles. Advanced qualification (Master’s Degree or equivalent).
- Have a minimum of 5 years of relevant professional experience in program management, donor engagement, and working in partnership with local NGOs and churches.
- Demonstrate the ability to lead and motivate a team to effectively work and collaborate with the government, private sector, and relevant CSOs.
- Demonstrate a proven ability to do effective M&E, including result-based management (RBM), data analysis (in Excel and in SPSS) for program reporting, management, and proposal development.
- Demonstrate proficiency in report writing (English and Khmer) with the accuracy of data management and interpretation.
- Understand the integral mission and have the capacity to work closely with Christian congregations and churches for transforming communities.
- Very good computer skills, including knowledge of G suit, data management, and assessment tools. Experience in project proposal development, budgeting, assessment, and researching.
- Excellent in English and Khmer speaking and writing skills.
- Very good facilitation and interpersonal skills with the ability to promote organizational values and missions.
- Ability to thrive in a challenging environment with demonstrated cultural sensitivity and commitment to anti-racism, no discrimination of religions, and genders.

Administration and Finance Manager (AFM) (1 Position)

Administration and Finance Manager (AFM)

We are looking for a trustworthy and capable individual to fulfill the position of Administration and Finance Manager to provide oversight to the administration and finance work for World Renew in Cambodia. This position will be based in Phnom Penh with frequent travel to provinces for partner capacity building and financial reviews.
Job summary
The AFM works closely with the Program Manager and reports directly to the Country Director with regard to all aspects of the administration and finance of World Renew Cambodia. The AFM supervises the finance officer and works closely with local partners to monitor and improve organizational financial systems and management including the professional use of accounting tools such as QuickBooks, Excel and other relevant systems.
- Responsible for the day-to-day management of the administration and finance of World Renew – Cambodia.
- The Preparation and review of financial reports as required by World Renew Home Office, funding partners and the Country Management Team.
- Works closely with partners, program managers and key stakeholders to plan, forecast and monitor finances and budgets.
- Ensures financial activities are in compliance with World Renew policies and procedures and works closely with donors, Home Office financial staff to ensure that financial procedures meet required systems, guidelines and deadlines.
- Ensures the correct and efficient management of World Renew Cambodia’s bank accounts for operations and the development of budget requests to Home Office as needed.
- Coordinates and liaises with external auditors or assigned persons during the annual audit and periodical financial review.
- Represents World Renew at government or NGO venues as requested by Country Director. Oversees major purchases and office procedures according to World Renew policies.
- Works closely with Media and Communication Officer to manage the government agreements, visa renewals and licenses on a timely basis.
- Conducts six-months and annual policy reviews with all staff and updates necessary procedures with the approval of the Country Director.
- Maintains and files all employees’ records including their adherences to World Renews policies.]
- Manages and maintains records relating to the acquisition, use, maintenance and disposition of all World Renew assets.
- Assists Country Director in human resource management and other matters as requested.

- A University Degree in finance and accounting or equivalent.
- At least 3 years in a leadership position in Finance and Administration.
- Experience of working in partnership with local partners.
- Experience the financial requirements and the management of grants with accurate bookkeeping, budgeting and forecasting.
- Proficiency in developing financial reports, working with QuickBooks and Microsoft Excel.
- Experience dealing with external auditors and relevant agencies.
- Very good knowledge of Cambodia accounting standards and taxation laws.
- Knowledge of human resource management.
- Strong analytical and interpretation skills.
- Ability to communicate complex information clearly to non-accountants.
- Demonstrated ability to work with a team and liaise with different stakeholders.
- Fluent English language (written and spoken).
