Position Overview:
We are seeking an experienced and dynamic Program Manager to oversee and coordinate HTK's programs aimed at preventing child drowning. As a Program Manager at HTK, you will play a critical role and be responsible for developing, implementing, and evaluating programs that align with HTK's mission and strategic objectives. - Program Development and Implementation:
- Design, plan, and execute programs focused on water safety education and drowning prevention.
- Align program objectives with HTK's strategic goals, ensuring consistency with organizational priorities.
- Develop detailed program plans, including goals, scope, schedule, and resource allocation.
- Team Leadership and Coordination:
- Lead and manage program staff, providing guidance and support to ensure effective program delivery.
- Foster a collaborative and inclusive team environment, promoting professional development and accountability.
- Coordinate cross-functional activities, ensuring alignment and synergy among various program components.
- Monitoring and Evaluation:
- Lead and carry-out monitoring and data collection tasks to support performance reporting and develop the evidence-base for drowning prevention
- Establish program performance indicators and monitor progress against established benchmarks.
- Analyse data to assess program effectiveness and identify areas for improvement.
- Prepare regular stakeholder reports highlighting achievements, challenges, and recommendations.
- Stakeholder Engagement and Communication:
- Build and maintain relationships with internal and external stakeholders, including donors, partners, and community members.
- Communicate program goals, progress, and outcomes effectively to diverse audiences.
- Represent HTK at meetings, conferences, and events, advocating for drowning prevention initiatives.
- Risk and Resource Management:
- Identify potential risks and develop mitigation strategies to ensure program sustainability.
- Manage program budgets, ensuring efficient allocation and utilization of resources.
- Ensure compliance with HTK's policies and relevant regulations in all program activities.
- Safety & Safeguarding
- Ensure all staff adhere to safety policies and procedures
- Ensure all staff adhere to child and adult safeguarding policies and procedures
- Oversee Incident management
- Lead the management of safeguarding concerns
- Lead the HTK on collaborative learning from incidents and safeguarding
- Preferred Qualifications:
- Essential: Bachelor’s degree in a relevant field, at least 5 years of program management experience, strong leadership skills, and proficiency in Khmer and English.
- Master’s degree, experience in the NGO sector, and proficiency in program management software.
- Preferred Experience
- 2 or more years of experience in line management
- 2 or more years of NGO leadership
- Experience in management of safeguarding and/or incidents

Account and Admin Officer
Reports to: Executive Director & Program Manager
Position Summary
The Account and Admin Officer plays a central role in ensuring HTK’s daily operations run smoothly and transparently. This position combines financial management with administrative coordination, two vital gears that keep our mission-driven machine moving forward. You will help keep HTK’s resources in good order and its team supported, so we can continue delivering life-saving programs to Cambodian children.
- Accounting & Finance
- Prepare and maintain accurate financial records, including cash books, bank reconciliation, petty cash, and vouchers.
- Assist in budget preparation and monitor expenditure against budgets.
- Process payments, track donations, and maintain donor records.
- Ensure timely submission of financial reports to management, donors, and relevant authorities.
- Work with external auditors during audits, preparing required documents and clarifications.
- Administration
- Manage office supplies, equipment, and general administrative needs.
- Maintain organized filing systems (physical and digital) for contracts, policies, HR records, and correspondence.
- Support recruitment and onboarding of new staff or volunteers.
- Arrange logistics for meetings, workshops, training, and field visits.
- Handle correspondence with stakeholders, partners, and service providers.
- Organizational Support
- Assist the Executive Director in preparing reports, presentations, and funding proposals.
- Maintain compliance with local laws, NGO regulations, and donor requirements.
- Provide general support to program teams as needed, embodying HTK’s collaborative spirit.
- Raise any financial risks (unforeseen and forecast risk) with the Executive Director or with other relevant senior lead, in a timely manner
- Preferred Experience
- Minimum 2 years of experience in accounting, administration, or NGO operations.
- Role Requirements
- Good understanding of Cambodian financial regulations and NGO compliance.
- Strong proficiency in Microsoft Excel, Word, and accounting software.
- Excellent organisational, time management, and problem-solving skills.
- Strong attention to detail and high integrity in handling finances.
- Good written and spoken English and Khmer.

Swim Teacher
Position Overview:
We are seeking compassionate and dedicated Swim Teachers to join our dynamic team. The successful candidate will be responsible for delivering swimming lessons to children and beginners, focusing on water safety, building foundational swimming and swim survival skills, and helping students feel comfortable and confident in the water. This is an exciting opportunity to contribute to a vital cause and make a tangible impact on community safety.
Please note: Selected Swim Teachers must attend a compulsory training session from 4–12 September, 9:00 am to 5:00 pm daily (with a rest day on Sunday, 7 September) in Siem Reap city.
The training will include:
- A pre-swimming assessment
- Final swimming and teaching assessments
- First Aid training
- Instruction on delivering HTK’s swimming, water safety, and swim survival lessons using our approved manuals and lesson plans.
- Instruction and Training:
- Teach swimming lessons to children and beginners, emphasizing water safety, swim survival skills, basic strokes, and techniques.
- To deliver swimming instruction and Water Safety lessons following HTK's training, using approved manuals and lesson plans.
- Ensure a safe, inclusive, and supportive learning environment.
- Provide individualized feedback to students to help them improve their skills.
- Program Development:
- Support the organisation and efficient delivery of education.
- Assist in the development and implementation of water safety workshops and other community outreach programs.
- Work with the HTK team to create engaging and effective swimming curricula that meet the needs of children and beginners.
- Carry-out monitoring and data collection tasks to support performance reporting and develop the evidence-base for drowning prevention.
- Safety and Compliance:
- Ensure all swimming activities adhere to HTK's safety protocols and guidelines.
- Actively participate in daily routines such as safety checks and cleaning
- Monitor students’ progress and maintain accurate records of attendance, performance, and any incidents.
- Promote a culture of safety, teaching students essential water safety and swim survival skills.
- Raise and manage safeguarding concerns in a timely manner as directed by HTK policy.
- Community Engagement:
- Engage with parents and community members to promote HTK's mission.
- Represent HTK professionally and encourage participation in water safety initiatives.
- Preferred Qualifications:
- Relevant certifications in swim instruction and water safety (e.g., Red Cross, Swim England, Lifeguard, CPR, First Aid).
- Preferred Experience and Qualities:
- Minimum of 1–2 years of swimming instruction experience, preferably with children or beginners.
- Trustworthy – able to plan lessons appropriately.
- Reliable – punctual and consistent.
- Motivated – committed to delivering lessons to the best of your ability.

- Strong communication and interpersonal skills.
