Position Summary

The position is for Citizen-Led Local Inclusive Planning & Services (CLIP) Project

Contract: 1-year fixed term

One Oxfam Grade: D1 National

Job purpose: The new initiative “Citizen-Led Local Inclusive Planning & Services” (CLIPS) project, which is subject to be funded from the Swiss Agency for Development and Cooperation (SDC), is working to promote fiscal decentralisation, including promoting civic engagement in local public financial management from sub-national development/investment plan development to monitoring, analysis and advocacy. The project will work with sub-national authorities, local communities, schools, and related national institutions, focusing on building the capacity of right holders and sub-national authorities in local public financial management, and advocating for greater fiscal decentralisation.

Oxfam seeks an experienced Program Finance Officer to support the implementation of the CLIPS project by ensuring sound financial management, budget monitoring, and compliance with donor and Oxfam’s requirements. Working closely with implementing partners, the officer will provide financial oversight, financial reporting, and accountability to strengthen program delivery and contribute to sustainable outcomes.

The role requires proven experience in SDC-funded programmes and donor compliance.

The Program Finance Officer will work directly under the supervision of the Senior Finance Officer and under the matrix management of the V4C program manager.

Duties & Responsibilities:
  • Develop a financial management framework for the implementation of the grants and partnership agreements in compliance with donor and Oxfam’s requirements.
  • Analyse financial aspects, including financial reports of the project and partners’ budget and financial report, variance on budgets, grant management, partnership agreements, control mechanisms, and financial audits, ensuring proper accountability and transparency and donor compliance.
  • Monitor partners' financial management systems and project financial reports, as well as the implementation of project activities and outcomes in close collaboration with the Program Manager and the Program Coordinator.
  • Conduct financial monitoring visits to partners to check financial and audit reports and the status of their project activities.
  • Carry out compliance checks with partners and their activities and provide written reports to the Program Manager.
  • Ensure high-quality donor financial reports including the consolidation of financial reports from partners and Oxfam
  • Ensure that the partner’s financial procedures are monitored and their internal financial systems are credible. Provide advice and capacity building as appropriate,
  • Provide timely financial reports to the donor as well as the Program Manager
  • Proactively support the PM, the program staff, and partners in relation to finance issues/activities,
  • Advise on, train, and enforce compliance with mandatory procedures and Oxfam’s systems (ADOBE, PASTEL, etc.).
  • Review and advice on partnership agreements and partners’ financial reports,
  • Support the program coordinator in implementing program activities and events.
Expected Profile of Candidates
Languages:
  • Khmer - Good
  • English - Good
Qualifications:
  • Bachelor's Degree in Finance, Accounting, or a related field.
Skills & Knowledge:
General & Technical Skills
  • Significant experience in managing project financial systems, with a strong track record in financial management and budget development, preferably SDC or other foreign/international organisations.
  • Proven experience in budget planning, financial reporting, and grant compliance for development or humanitarian programs, preferably SDC-funded project.
  • Demonstrated experience working with complex project budgets, multiple budget lines, and cost centers.
  • Strong knowledge of donor’s financial rules and compliance requirements, and reporting standards, including eligibility of costs, exchange rate treatment, and audit requirements, preferably SDC financial requirement, .
  • Experience in preparing donor financial reports, supporting external audits, and responding to donor queries.
  • Familiarity with value for money principles, internal controls, and risk management in donor‑funded projects.
  • Advanced competence in financial management systems and accounting software.
  • Strong skills in Microsoft Excel (budget models, pivot tables, financial analysis).
  • Ability to analyze financial data and translate it into clear, accurate financial reports for both technical and non‑technical audiences.
  • Ability to work closely with Program Managers, Procurement, and Partners to ensure financial alignment with program implementation and donor compliance.
  • Strong written and verbal communication skills in English and Khmer.
  • Proven ability to provide capacity building and financial guidance to project staff and implementing partners.
  • Willingness to travel frequently and for extended periods.
  • Strong commitment to Oxfam’s vision, values, and mandate.
  • Experience in managing SDC-funded programs, with strong knowledge of SDC’s compliance requirements, adaptive management approaches, and partnership modalities.
  • Experience with Oxfam or other international NGOs.
